About this file
This is a Statement of Work (SOW) for the procurement and installation of high-security doors at a government facility operated by Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity.
The contractor must provide and install a total of eleven security doors comprising two (2) acoustical door systems for entry, one (1) left-hand entry, four (4) 3'0 x 7'10" right-hand access (RHA) solid core steel stiffened doors with astragal for front and rear entrances, and four (4) additional 3'0 x 7'10" RHA solid core steel stiffened doors with astragal for unspecified locations. All doors must be new, solid-core high-security steel construction without glass, featuring minimum 16-gauge pressed steel frames that are welded, ground smoothly, and anchored to prevent forced entry. Locks must be GSA-approved with three-position combination locks or high-security deadbolts meeting FF-L-2740B standards, electromechanical specifications, along with GSA-approved pedestrian deadbolts, non-removable hinge pins, and heavy-duty automatic door closers with no hold-open features. Sound attenuation seals and thresholds must meet acoustic requirements facilitating confidential conversations with appropriate STC ratings. Door frames and wall partitions require reinforcement, grouting, and sound-sealing to prevent forced entry and eavesdropping, and hardware must be compatible with high-security electronic access control systems and balanced magnetic switches for intrusion detection systems.
Installation must comply with OEM specifications and all applicable local, state, and federal safety, electrical, and building codes, with work performed during normal business hours (0800-1500, Monday through Friday). The contractor must meet a 60-day lead time for delivery and installation. Contractor personnel are required to complete security briefings, maintain unescorted facility access contingent on positive security standing, wear and return building access badges daily, comply with all facility security protocols including screening procedures and OPSEC guidelines, and adhere to the NSWCDD DNA Workplace Violence Prevention Policy with zero tolerance for threats, harassment, or abuse. All work is unclassified, and travel shall be minimized and coordinated with the technical point of contact.
