STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), requires an ISO 6 clean room. This space will be arranged within a steel building structure that can accommodate this size facility.
2.0 APPLICABLE DOCUMENTS
2.1 Drawing (attached below);
2.2 Original Equipment Manufacturer (OEM) Specifications;
2.3 Contract Data Requirements List (CDRL);
2.4 International Organization for Standardization (ISO) 6, Cleanroom Classification Standard; and
2.5 Occupational Safety and Health Administration (OSHA) Regulations.
3.0 REQUIREMENTS
3.1 The contractor shall design, ship, and build one (1) ISO 6 clean room that is 30L X 20W X 20H in dimensions meeting all the following specifications:
3.1.1 Size shall be 30L X 20W X 20H.
3.1.2 Ceiling system shall consist of extruded aluminum framework finished with powder coated paint or anodization. Ceiling tiles shall be walkable on the topside. No topside railing necessary.
3.1.3 Walls consisting of static resistant clean room approved materials.
3.1.4 LED Lighting at appropriate schedule mounted on the ceiling.
3.1.6 Air returns along the floor to complete the air cycle through the HVAC system.
3.1.7 Clean room rollup door or equivalent for fast exit/entry of assemblies
3.1.8 20 amp circuits along the outside walls, quantity of 6 quads. Panels shall be provided.
3.1.9 A quantity of 4 on each side for a total of 8 Clean air drops shall be provided. Air drops may come down from the ceiling and mount on the wall as a ½” line. Air connections will have a standard push to connect termination and temporarily plugged
3.1.10 Fire suppression sprinkler head punch outs for future insertion shall be provided. You may quote sprinkler heads and plumbing as an option. We will connect to our system.
3.1.11 Viewing windows as shown in figure below using clean room static resistive materials.
3.1.13 HVAC system shall accommodate ISO 6 processes. This HVAC system shall have return ducts from the cleanroom and a plenum that mixes return air with new outside air. HVAC system shall clean the air entering the room to meet the ISO 6 standard. Heating, cooling and antistatic operations shall be performed on the air exiting the system. Maintenance ease of access shall be accommodated.
3.1.14 Epoxy coated floors or equivalent. Epoxy floor shall extend outside the clean room by 6 feet. This may be quoted as an option only. We will prepare the floor as recommended by contractor prior to your arrival.
3.1.15 Epoxy floor shall be marked as red zone within 6 feet of the roll up door.
3.1.16 Pressure, temperature, and relative humidity monitor shall be mounted inside and outside of clean room. Cleanroom controls will be mounted inside the cleanroom or grey room.
3.1.17 Clean room shall be capable of providing a consistent temperature of approximately 68 degrees Fahrenheit +/- 3 degrees.
3.1.18 Clean room shall be capable of providing a relative humidity of 30-55
3.1.19 Positive air pressure shall be maintained and alarms shall sound if pressure drops below limit. Limits shall be set on a controller to be provided by the contractor. Low limit is 0.02in.
3.1.20 Clean room area shall have a 20’ ceiling with a 4’ plenum.
3.1.21 A 11 x 8 gowning grey room shall be provided for facilitating entry. Gowning area shall have 8’ ceiling with a 4’ plenum.
3.1.22 Emergency exit lighting and signage shall be included.
3.1.23 Passthrough shall be large enough for a standard cart into main cleanroom.
3.1.24 Red, Green, White LED indicator lights visible to all inside the cleanroom, gowning room, air shower, and at the cleanroom entrances shall be provided. This is for security level within clean room.
3.1.25 Fire alarms and pull stations shall be provided.
NOTE: The Government will tie them into the current system.
3.1.26 Data ports integrated into the walls 6 on each side shall be provided.
3.1.27 Appropriate signage for exits shall be provided.
3.1.28 Emergency lighting and battery packs shall be provided.
3.1.29 Gowning area shall have a designated clean and dirty side.
3.1.30 Gowning area shall pass through a 4 foot by 8 foot air shower prior to entering the CR as shown in the drawing below.
3.1.31 Drawing for HVAC and wall height for design shall be included (CDRL A001).
3.1.32 HVAC system shall be placed Outside the building on the ground. Navy facilities will tie all serviced to the HVAC unit. Duct work will penetrate the side of the building. Navy facilities will cut the opening and connect all of the ductwork. Contractor will provide all ductwork necessary to connect from the outside.
3.1.33
3.1.34 Gowning area max height 12’ clearance for water lines shall be provided.
3.2 The Contractor shall clean and certify the Clean Room.
3.3 The Contractor shall perform all services during normal working hours, Monday through Friday, 0800 – 1700
3.4 The Contractor shall coordinate air, water, power, and fire suppression with onsite Navy Facilities personnel.
3.5 The Contractor shall perform all work meeting OEM specifications, ISO standards, and OSHA regulations.
3.5 The Contractor shall coordinate with the technical point of contact (TPOC) identified below to complete this work.
4.0 DATA DELIVERABLES
4.1 The contractor shall provide data IAW CDRL A001.
5.0 GOVERNMENT FURNISHED EQUIPMENT/INFORMATION
5.1 The Government will provide running water, electric and restrooms and shower area if needed.
5.2 The Government will provide access to work site.
6.0 TRAVEL
The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated: Four (4) personnel to Dahlgren, VA for eighteen (18) days.
