RED READY CONFERENCE ROOM UPGRADE

STATEMENT OF WORK (SOW)

1.0 BACKGROUND

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Strategic and Computing Systems Department (A), Engineering and Support (A24) Division requires the procurement, installation and configuration of softVTC capabilities in conference rooms 160, 164, and 262 and the procurement of equipment for softVTC capabilities in team rooms 267 and 271.

2.0APPLICABLE DOCUMENTS
2.1Occupational Safety and Health Administration (OSHA) Regulations;
2.2Center for Disease Control (CDC) Guidelines;
2.3Original Equipment Manufacturer (OEM) Specification;
2.4Requirements List (attached); and
2.5Contract Data Requirements List (CDRL).
3.0REQUIREMENTS
3.1The Contractor can attend a scheduled site visit in order survey all locations requiring work. Site visit date to be provided.
3.2The Contractor shall provide, receive, inspect, resolve damage and/or shipping issues, and deliver all items identified in the attached Requirements List.
3.3The Contractor shall provide installation and configuration of the items on the attached Requirements List in accordance with OEM specifications.
3.4The Contractor shall provide data IAW CDRL A001.
3.5The Contractor shall provide, install, connect, integrate, and test with existing A/V hardware and programming equipment in conference room 160:
3.5.1The Contractor shall provide and install a Vaddio AV bridge mini to the existing rack to allow for camera and microphone ingest and USB conversion. Additional Crestron DM input and output cards will be added to the existing DM8x8 frame to allow for camera switching to the Vaddio bridge. A Vaddio UHD20 camera will be added to the system allowing for 4k camera capture with up to 20x zoom.
3.5.2The Contractor shall provide a QSC Core110f DSP to replace the existing Biamp DSP to update the rooms audio solution and accommodate and maintain the room’s existing POTS capabilities and the addition of four (4) Shure MXA920 Microphone array’s, which will be controlled from the existing Crestron touch panel.
3.5.3The Contractor shall provide an Extron USB switcher with four (4) extensions allowing the soft conferencing capability to be used by up to four (4) PC’s located within the room.
3.5.4The Contractor shall provide programming support to add functionality to the existing touch panels in support of the new hardware.
3.6The Contractor shall provide, install, connect, integrate and test with existing A/V hardware and programming equipment in conference room 164:

3.7.2The Contractor shall provide a QSC Core110f DSP to replace the existing Biamp DSP to update the rooms audio solution and accommodate and maintain the room’s existing POTS capabilities and the addition of two (2) Shure MXA920 Microphone array’s, which will be controlled from the existing Crestron touch panel.
3.7.3The Contractor shall provide and install a Crestron DM-TX-201-C and DMC-4KZ-C to replace known broken parts in conference room 262.
3.7.4The Contractor shall provide an Extron USB switcher with four (4) extensions allowing the soft conferencing capability to be used by up to four (4) PC’s located within the room.
3.7.5The Contractor shall provide programming support to add functionality to the existing touch panels in support of the new hardware.
3.8The Contractor shall integrate all new hardware and programming into the existing Diversified programs adding the additional functionalities to room 160, 164, and 262’s touch panels. Existing functionalities must be maintained.
3.9The Contractor shall provide and install where necessary cables and connectors not listed on the requirements list in order to install devices to maintain maximum device performance IAW manufacturers specifications.
3.10The Contractor shall provide the A/V equipment identified in the attached requirements list to prepare room 267 and 271 for softVTC capabilities.
3.11The Contractor will provide but not install a Vaddio UHD 20 camera, AV bridge, and a fiber USB extender to send USB audio and video to a single PC located within the room.
3.12The Contractor shall provide but not install a DSP capable of providing POTS voice calling which will be coupled with a ceiling microphone array and speaker combination device.
3.13The Contractor shall provide system knowledge transfer upon completion of system installation.
3.14The Contractor personnel shall wear personal protective equipment IAW OSHA regulations and CDC guidelines throughout the project.
3.15The Contractor shall protect Government property from damage or disfigurement.
3.16The Contractor shall keep all supplies, equipment, and tools out of traffic lanes or other areas where they might create a hazard.
3.17At the end of each work period, the Contractor shall secure all supplies, equipment and tools.
3.18The Contractor shall wipe down the new materials and vacuum the installation area once the work is complete.
3.19The Contractor shall perform all work during normal working hours, Monday through Friday, 0800 – 1700.
3.20The Contractor shall provide 12-months of support to cover labor, installation, repair, and replacement of equipment.
3.21The Contractor shall coordinate with the technical point of contact (TPOC) identified below to schedule all required work and perform a final work-through to ensure installation is fully complete meeting the government’s requirements.
4.0DATA DELIVERABLES
4.1The Contractor shall provide data IAW CDRL A001.
5.0GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION (GFP/GFM/GFI)
5.1The Government will provide access to the NSWCDD and the required equipment with escorts to complete this work.
6.0SECURITY
6.1All work under this SOW is Unclassified.
6.2Escorts will be provided to the secure Open Secret Storage (OSS) facility.
7.0TRAVEL

The Contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR).
