RAISED PLATFORM
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Weapons Control & Integration Department (NSWCDD Code H), Weapon Control Test & Evaluation (Code H45), Battle Management Systems (BMS) program requires a raised platform to interface with a preexisting platform in the building for weapon system prototyping efforts in building 1403.
2.0 APPLICABLE DOCUMENTS
2.1 Platform Drawings (attached);
2.2 Platform with Stairs Drawing (available if requested);
2.3 ResinDek LD Specification (available online);
2.4 Occupational Safety and Health Administration (OSHA) Regulations & Standards;
2.5 Center for Disease Control (CDC) Guidelines;
2.6 American Institute of Steel Construction (AISC) Standards;
2.7 American Society for Testing and Materials (ASTM) A325-09, Standard Specification for Structural Bolts, Steel, Heat Treated, 120/105 ksi Minimum Tensile Strength, dated 16 August 2017.
2.8 International Building Codes (IBC) Standards.
3.0 REQUIREMENTS
3.1 The Contractor shall provide final Professional Engineer (P.E.) drawings for the State of Virginia that includes one (1) stamping for the platform with engineering and connection details and await final Dahlgren approval prior to any work execution. (CDRL A001, A002)
3.2 The Contractor shall deliver the items to the installation site at Dahlgren building 1403 prior to installation scheduling.
3.3 The Contractor shall provide dimensions exactly as referenced in 2.1.
3.4 The Contractor shall provide a platform solution with deck height of approximately 4’3”.
3.5 The Contractor shall provide and install two (2) Staircases with 4’-3” high straight International Building Code (IBC) compliant staircases with closed treads, 36” steps and open risers.
3.6 The Contractor shall install a raised platform comprising of seventy-eight (78) linear feet 2-rail handrail 42” high with galvanized finish and a kick plate of seventy-eight (78) linear feet 4” high with a galvanized finish.
3.7 The Contractor shall install flooring 1.5” high 22-gauge corrugated steel decking with white underside with sheets of .75” that meets or exceeds specifications for ResinDek LD (Gray Diamond Seal) applied over “B” Decking. (ref. 2.3)
3.8 The Contractor shall install Knee bracing with exact required install determined by the TPOC post beam positioning determination.
3.9 The Contractor shall cut the decking and resin decking to size during install and offset posts/beams in a customized fashion to accommodate possible design issues with real world building accesses and challenges.
3.10 The Contractor shall apply to all painted components a powder coated tough finish in color standard Grey.
3.11 The Contractor shall perform cut-outs in the floor for electric, plumbing, or other needs after platform installation.
3.12 The Contractor shall provide a platform solution that meets or exceeds American Institute of Steel Construction (AISC) and OSHA Standards with all connections using American Society for Testing and Materials (ASTM) A325 bolts.
3.13 The Contractor shall execute installation and delivery during normal operation hours M-F 07:00-17:00.
3.14 The Contractor personnel shall wear personal protective equipment per Occupational Safety and Health Administration (OSHA) regulations and Centers for Disease Control and Prevention (CDC) guidelines throughout the project.
3.15 The Contractor shall protect Government property from damage or disfigurement.
3.16 The Contractor shall keep all supplies, equipment, and tools out of traffic lanes or other areas where they might create a hazard.
3.17 At the end of each work period, the Contractor shall secure all supplies, equipment, and tools.
3.18 The Contractor shall deliver all materials within thirteen (13) weeks after receipt of the order (ARO) and provide installation services within one (1) year ARO.
3.19 The Contractor shall coordinate with the technical point of contact (TPOC) identified or an appointed point of contact by the TPOC below to schedule all required work and perform a final work-through to ensure installation is fully complete meeting the government’s requirements.
4.0 DATA DELIVERABLES
4.1 The Contractor shall provide data IAW CDRL A001.
4.2 The Contractor shall provide data IAW CDRL A002.
5.0 GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION
(GFP/GFM/GFI)
5.1 The Government will supply a Forklift for off loading at time of delivery.
6.0 SECURITY
The work performed under this contract is unclassified.
7.0 TRAVEL
The Contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be in accordance with Federal Travel Regulations (FTR). The following travel is anticipated:
