CHAMBER RETROFIT
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
Naval Surface Warfare Center, Dahlgren Division (NSWCDD), code E42 is retrofitting an existing three-cell environmental chamber with a dry air purge capability. The chamber operates at extreme hot, cold, and humid temperatures. E42 needs assistance with installing the system to ensure proper function.
2.0 APPLICABLE DOCUMENTS
2.1 Chamber Technical Drawings;
2.2 Original Equipment Manufacturer (OEM) Specifications;
2.3 Contract Data Requirements List (CDRL);
2.4 Center for Disease Control (CDC) Guidelines; and
2.5 Occupational Safety and Health Administration (OSHA) Regulations.
3.0 REQUIREMENTS
3.1 The Contractor shall provide the following materials:
3.1.1 Quantity three (3) A6 dryers suitable for use with chamber model WP-3C-(THCM4-30-30), Serial Number 39523 A/B/C for each chamber cell.
3.1.2 Quantity three (3) flow meters suitable for use with chamber model WP-3C-(THCM4-30-30), Serial Number 39523 A/B/C for each chamber cell.
3.1.3 All mounting and electrical hardware for installing dryers and flowmeters to each chamber cell.
3.2 The Contractor shall install all hardware and equipment for the dry air purge system to the chamber in accordance with OEM specifications and OSHA regulations.
3.3 The Contractor shall provide data in accordance with (IAW) CDRL A001.
3.4 The Contractor shall begin work no later than thirty (30) calendar days after receipt of the order
(ARO).
3.5 The Contractor shall complete the installation within one hundred eighty (180) calendar days
ARO.
3.6 The Contractor personnel shall wear personal protective equipment IAW OSHA regulations and CDC guidelines throughout the project.
3.7 The Contractor shall protect Government property from damage or disfigurement.
3.8 The Contractor shall keep all supplies, equipment, and tools out of traffic lanes or other areas where they might create a hazard.
3.9 At the end of each work period, the Contractor shall secure all supplies, equipment, and tools.
3.10 The Contractor shall ensure the installation area is clean once the work is complete.
3.11 The Contractor shall coordinate with the technical point of contact (TPOC) listed below to schedule the shipment of all required materials and work to be performed under this statement of work.
*The contractor shall not perform any services outside of the work identified and funded in the Purchase Order. If additional services are needed, the contractor shall submit a quote to the TPOC and Contracting Officer for approval and subsequent contract modification prior to completing the work.
**The Government reserves the right to modify this purchase order at a later date to cover additional retrofit services/components identified during the initial work in the purchase order.
4.0 GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION
(GFP/GFM/GFI)
4.1 The Government will provide all parts listed in the chamber technical drawings except for those listed under Section 3.0 to be provided by the Contractor.
4.2 The Government will provide material-handling equipment and weight-handling equipment including: pallet jacks, forklifts, rigging gear, flatbed truck, crane truck, and crane.
5.0 TRAVEL
The Contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated: one (1) personnel for two (2) days to Dahlgren, Virginia, to complete installation.
