# Section Offeror Question Government Response
1 TDP
Offeror holds the TDP provided in April 2022. Please confirm this is the latest version available.
This is not the latest version please request a new copy in accordance with the instructions listed in the solicitation.
2 CLIN 1011, Section B pg. 14
PN 456669-1 Single Board Computer is listed as a required item, but the TDP provided in April 2022 does not include a drawing for this part. Please confirm this Single Board Computer is required and if so, please provide the associated drawing(s). PN 456669-1 is a required item. The associated drawing will be provided in the updated version of the TDP.
3 CLIN 1012, Section B pg. 14
PN 456565-1 AN/SPQ-15 Server Based Software Suite is listed as a required item, but the TDP provided in April 2022 does not include a drawing for this part. Please confirm this Single Board Computer is required and if so, please provide the associated drawing(s).
PN 456565-1 is a required item. The associated drawing will be provided in the updated version of the TDP.
Additionally the GFI listing will be updated in Amendment 1 to reflect providing RHEL 6.5 and part numbers 456563 and 456564 as GFI at time of award.
4 CLIN 1013, Section B pg. 14
PN 410001-1 Radar Signal Simulator is listed as a required item, but the TDP provided in April 2022 does not include a drawing for this part. Please confirm this Single Board Computer is required and if so, please provide the associated drawing(s). PN 410001-1 is a required item. The associated drawing will be provided in the updated version of the TDP.
5 Section B, Page 10
It appears that CLINs 1013 and 1014 have the same part number on page 10 (correct in the YR 1 to YR 5 pricing table).
Suggest change to CLIN 1013 part number to 410001-1. This has been corrected on the final Solicitation
6 Section B, Page 10
It appears that the quantity for 1013 might be too high (qty 66). In the past 15 years the Government has only purchased a total quantity of 11 for this item. Max Qty is 66. Within each Delivery Order we will order the quantities as needed.
7 Section L, Page 118
“Photographs…are not permitted.” This statement conflicts with direction in SECTION 3.1.2—“The TDP shall contain digital photographic images of assembly procedures and cable dressing techniques provided coincident with the development of configurations supported, interface control information for hardware and software changes.” We suggest that this requirement be removed as photographs are a very efficient method of demonstrating concrete evidence of contractor facilities, capabilities, and experience in proposals. We recommend changing the wording to “Photographs shall be limited to those which are necessary to clarify points being made in the proposal narrative.”
The direction provided in Section L is for proposal submission. The direction provided in Section C.3.1.2 is in regards to deliverables during contract performance. The pictures provided in the technical proposal just can not be provided in a photo format.
8 Section L, Page 118
"Minimum font size for both text and graphics shall be 10 point and font type shall be Times New Roman." Graphics come from many sources and it is neither practical nor cost efficient to redraw or re-format existing illustrations to meet these requirements. We suggest changing the wording to eliminate the font type for graphics.
On Amendment 1, Section L - 2.2(10) will be updated to read "Minimum font size for text, not within excel, shall be
10 point and font type shall be Times New Roman."
9 Section C, Page 24
Section 3.1.5 “In addition, the Government, other Hardware Production & Sustainment Contractor, and Design Agent
Contractor may identify and submit issues to the Contractor.---Who are the “ other hardware Production & Sustainment
Contractor and Design Agent Contractor, what are their specific roles and interface responsibilities with the winning contractor?
On Amendment 1 "In addition, the Government, other Hardware Production & Sustainment Contractor, and Design
Agent Contractor may identify and submit issues to the Contractor." will be removed
10 Section C, Page 53
RFQ Section C-237-H002 SUBSTITUTION OF KEY PERSONNEL (NAVSEA) (OCT 2018) para (b): “ The Contracting Officer shall be notified in writing of any proposed substitution at least forty-five (45)days, or ninety (90) days if a security clearance is to be obtained, in advance of the proposed substitution. Such notification shall include: (1) an explanation of the circumstances necessitating the substitution; (2) a complete resume of the proposed substitute; (3) an explanation as to why the proposed substitute is considered to have equal or better qualifications than the person being replaced; (4) payroll record of the proposed replacement; and (5) any other information requested by the Contracting Officer to enable him/her to judge whether or not the Contractor is maintaining the same high quality of personnel that provided the partial basis for award” —RECOMMEND DELETION of items #3 and #4 as Item #(2) will provide the Government sufficient information to assess the qualifications and experience of the proposed replacement to successfully fulfil the requirements of the of professional that they will be replacing.
Items #3 and #4 are required as part of the justification that must be done for post award approvals through our chain of command.
11 Section L, Page 130
The requirements state "The Offeror shall provide up to three (3) past performance references on contracts that were awarded and performance began within the past five (5) years from the closing date of solicitation." We would like to suggest this be updated to "The Offeror shall provide up to three (3) past performance references on contracts that were awarded and performance began within the past six (6) years from the closing date of solicitation."
On Amendment 1 this section will be changed to, "The Offeror shall provide up to three (3) past performance references on contracts that were awarded and performed within the past five (5) years from the closing date of solicitation."
12 General Question
The Test Procedures that became available on 6/13/22 do not include those for CLIN 1009 (AM-7116A/UP Trigger Pulse
Amplifier), CLIN 1013 (410001-1 Radar Signal Simulator), or CLIN 1014 (500214-1 Synchro Generator). Can these be provided? These will be provided with the updated version of the TDP.
13 Page 25, Section 3.17
P 25, section 3.1.7 Factory Acceptance Testing states “The Contractor shall provide all Test Data, evaluation tools (including simulations) and results to the Government for independent evaluation of performance (CDRL A00Z).” Per section 2.8
Data Deliverables, CDRL A00Z is “Software User Manual (SUM)”. On Amendment 1, Section C.1.7 will be updated to reflect CDRL A012.
14 General Question
In the prior revision of the SOW on p 664 Contract Data Requirements List/Statement of Work Crosswalk, CDRL A00Z was
“Test/Inspection Report”. It appears that the CDRL number was not updated during the IDIQ SOW revision. Should the sentence on p25, section 3.1.7 read “The Contractor shall provide all Test Data, evaluation tools (including simulations) and results to the Government for independent evaluation of performance (CDRL A012).”?
On Amendment 1, Section C.1.7 will be updated to reflect CDRL A012.
15 Section L, Page 132
At the top of Page 132, paragraphs a & b list "In-Service Software Support and Software Development and Engineering
Efforts". Should this also include Hardware Support? The wording that is used is the correct wording.
16 General Question
DFARS 252.227-7014 specifies in paragraph (B) (2) (ii) that at the end of the 5 year period from the implementation of GPR, these rights will revert to UNLIMITED RIGHTS unless the Offeror negotiates an alternate validity period for GPR with the
Government. Would we be able to wait until contract award to negotiate this 5 year requirement?
Yes, these rights could be negotiated post award.
17 General Question
DFARS 252.227-7017 Identification and Assertion of Use, Release, or Disclosed Restrictions - what is the Government's interpretation of what is needed to comply with this clause? The Government requires compliance with DFARS 252.227-7017.
18 Section L, Page 129
As the solicitation does not give any schedule information is the Government expecting a sample schedule (1 year) or a 5-year schedule with Max support labor hours CLIN 0100, Max quantity for travel CLIN 0100 for labor and 0200 for ODC, and
Max quantity for the FFP hardware CLINS 1001-1014?
In accordance with the Solicitation Section L Element 4 "The Offeror shall provide an IMS in Microsoft Project with all data editable and accessible that covers all CLIN efforts at the maximum quantities."
19 Section L, Page 118
Could you please provide more clarification on the previously asked question "Minimum font size for both text and graphics shall be 10 point and font type shall be Times New Roman." Graphics come from many sources and it is neither practical nor cost efficient to redraw or re-format existing illustrations to meet these requirements. We suggest changing the wording to eliminate the font type for graphics."? The answer provided, that the font shall remain 10 point Times New Roman, except in Excel, to us, does not provide an answer on the font size used on graphics question.
The Answer for Question 8 is that the updated text will read "Minimum font size for text, not within excel, shall be 10 point and font type shall be Times New Roman." Therefore there is no size regulation on graphics.
