STATEMENT OF OBJECTIVES

1.0 BACKGROUND

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) has developed a Strategic Leadership Succession Program. A critical component of the program consists of the Leadership Academy that will meet the requirements of 5 USC 4121 but more importantly, this program will strengthen current and future leadership skills and knowledge.

The mission of Naval Surface Warfare Centers (NSWC), of which the Naval Surface Warfare Center Dahlgren Division (NSWCDD) is a part of, is to operate the Navy’s full-spectrum research, development, test and evaluation, engineering, and fleet support center for ship systems, surface ship combat, and weapons systems, littoral warfare systems, force warfare systems, and other offensive and defensive systems associated with surface warfare and related areas of joint, homeland and national defense systems from sea and ashore. NSWC also provides the Navy’s core technical capability for the integration of weapons, combat and ship systems into surface ships and vehicles and for development and integration of energetic materials for joint applications.

Specifically, NSWCDD’s mission is to provide research, development, test and evaluation (RDT&E), analysis, systems engineering, integration and certification of complex naval warfare systems. Through the years, Dahlgren established itself as the major testing area for naval guns and ammunition. Today, it continues to provide the military with testing and certification by utilizing its Potomac River Test Range in Dahlgren, VA, and provides Fleet support at the Dam Neck Activity, overlooking the Virginia Capes Fleet Operations Area, Virginia Beach, VA.

NSWCDD conducts basic research in all systems-related areas and pursues scientific disciplines including physics, mathematics, laser and computer technology, software, mechanical, and electrical and systems engineering. As a premier naval scientific and engineering institution, Dahlgren technology is critical to new design concepts for current ships and for systems integration and interoperability for the U.S. Navy.

NSWCDD is seeking a contractor to deliver and facilitate leadership training for their civilian employees at the Dahlgren, VA and Dam Neck, VA sites. The intent of the program is to engage employees at all levels of leadership within NSWCDD and develop their leadership skills and knowledge to better prepare them for future career advancement. The individual courses are to be developed and offered as a continuum of learning, building on each other while at the same time able to be stand-alone classes, and not dependent on previous classes for full attainment of the learning objectives.

2.0 SCOPE

In support of its mission, the Human Resources Division, Workforce Development Branch of NSWCDD seeks to acquire one contractor to provide instruction and facilitation services for the delivery of up to four (4) unique leadership courses offered over the course of a fiscal year. Each course is to be a minimum of 5 days in length, and last no more than 8 days each. The ideal design will have multiple modules for each course, allowing for on-the-job application of learning in between the modules. The courses are part of the Leadership Academy that NSWCDD has developed. The classes to be delivered are: Introduction to Leadership; Leading Teams & Groups;

Leading People; and Leading Across the Organization.

The four (4) classes shall be targeted to different levels of the organization and shall be a developmental opportunity for employees at all levels of leadership to better prepare them for future career advancement. The individual courses shall be developed and offered as a continuum of learning, building on each other while at the same time shall be stand-alone classes, with different objectives and goals of learning and skill building for each one. The contractor shall be responsible for providing a follow-on evaluation at the end of each training class delivery and providing feedback to NSWCDD.

The Leadership Academy instructor-led courses shall be offered at two main locations in Virginia;

Dahlgren and Virginia Beach. NSWCDD will be responsible for obtaining all delivery venue sites.

Each class may be offered multiple times throughout the year.

All respondents shall have an active role in the preparation, management, and delivery of the course.

NSWCDD shall have full discretion and rights to use and modify proposed content, as it deems appropriate for use in their Leadership Academy programs.

Once a class session is completed, the contractor shall not keep any participant information, in any form or database.

o Any participant contact information provided to the contractor by NSWCDD shall be deleted or destroyed within 10 business days following the class session.

o Any participant information (e.g., assessment/instrument reports, background information, other pre-work, etc.) collected by the contractor shall be deleted or destroyed within 10 business days following the class session, noted by a confirming message to the Contracting Officer post-disposal.

The target audience is NSWC Dahlgren Division operational and technical professionals and leaders.

The audience typically includes participants at the GS-5 to GS-14 levels, depending on the level of the class. As many as 30 participants will attend each session. Each class shall begin at 8:00 a.m.

and end at 4:00 p.m. each day, including a one-hour lunch break, unless otherwise scheduled by

NSWCDD.

3.0 APPLICABLE DOCUMENTS

4.0 GOVERNMENT FURNISHED MATERIALS/INFORMATION

The Government will provide the following:

4.1 Training venue;

4.2 General classroom supplies and equipment, such as flip charts, audio and visual equipment, unless otherwise stated in advance of the training delivery;

4.3 Participant sign-in rosters and tent cards;

4.4 If needed by the contractor for pre-session work, NSWCDD will supply a list of participant names and email addresses prior to the start of each session as determined by the TPOC.

Note: This list is subject to change up to the start of the course.

5.0 CONTRACTOR FURNISHED MATERIAL

The Contractor(s) shall provide the following:

5.1 All course materials for each participant to include notebooks, folders, handouts, textbooks, posters, and other learning tools/materials, as deemed appropriate by and in coordination with the contractor and the Technical Point of Contact (TPOC)

5.2 Electronic copy of presentations, i.e. PowerPoint, in advance of the training course

5.3 Any books, assessments, or other materials necessary to the instructional module(s)

5.4 In some instances, the Contractor shall be required to bring their own laptop, and/or audio and visual equipment, based on assessment of training location conducted by government Course Manager.

Note: The Course Manager will provide sufficient notice to the Contractor if equipment is needed.

6.0 SUMMARY OF REQUIREMENTS

6.1 General Program Requirements:

6.1.1 The Contractor shall deliver up to four (4) distinct courses designed to prepare Warfare Center employees for progressively higher levels of leadership and management. The overarching goal of the Leadership Academy is to provide employees the knowledge and skills to successfully lead a government organization. It shall provide participants with an understanding of how leadership roles are rapidly changing, expanding, shifting and becoming more critical in today’s work environment.

6.1.2 Content for the four leadership courses shall be designed to develop the knowledge, skills, and abilities needed to effectively lead self, teams and projects, people, and organizations as outlined in the Department of Defense (DoD) Civilian Leader Continuum and Framework. In addition, content shall be designed to meet, at a minimum, certain learning objectives mandated by the DoD.

The DoD Continuum and Framework are found in Attachment 1 & 2. Specific learning objectives and curriculum requirements for individual courses are included in Attachment 3.

6.1.3 The leadership courses shall function as a continuum. Proposed course content shall build and expand upon, rather than repeating, any overlapping learning objectives or topic areas from lower-level courses in the continuum. The classes to be delivered are: Introduction to Leadership;

Leading Teams & Groups; Leading People; and Leading Across the Organization.

6.1.4 As part of the technical proposal, Contractors shall include an outline of session content, course length, and instructional strategies based on the requirements in this section.

6.1.5 Additionally, the Contractor shall provide an evaluation platform and administer end-of-class evaluations to all participants at the conclusion of each class delivery to solicit feedback on the course content and delivery. Evaluation questions shall meet at a minimum, Kirkpatrick Levels 1&2 with a follow-up evaluation meeting Level 3. The contractor shall compile the results in their entirety and provide the feedback to NSWCDD for review and discussion of possible improvements or modifications to the course content and/or delivery.

6.2 Required Credentials of Instructors:

6.2.1 The Contractor(s) shall have extensive knowledge and experience in managing and leading in the Federal government environment evidenced by former Federal employee status or relevant consulting experience in the Federal environment, Department of Navy experience is ideal. A description of the individual’s or group’s expertise in, and ability to teach course(s) within a medium to high level government context both in terms of content and audience. A strong background in teaching professionals is also required of the individual/group. Tangible evidence/documentation of success in teaching leadership concepts with applications to higher level professionals shall be provided. Instructors must be able to draw from both their expertise and experience at all levels when facilitating the courses.

6.2.2 The Contractor shall ensure that all guest instructors are scheduled and confirmed for each course. A teaming approach of at least two instructors per training delivery is desired. The Contractor shall ensure all instructor and participant materials are available in sufficient quantities for each course delivery.

6.2.3 The Contractor shall identify staff members that will be used in conducting this training.

Proposals must include a resume for each person that will service as member of the Instruction team.

6.2.4 Contractor shall submit the following to supplement proposal and assist with review of technical ability:

6.2.4.1 Biographical information of instructor(s); a teaming or partnering approach of two instructors per training delivery is desired

6.2.4.2 Past performance as it relates to the request

6.2.4.3 Certifications or training as appropriate to the request

6.3 Lead Facilitator Responsibilities:

6.3.1 The contractor shall provide a Lead Facilitator during the delivery of the hands-on, interactive, training sessions within the Leadership Development Education Program. Each session shall run from 8:00 a.m. to 4:00 p.m. unless otherwise designated by NSWCDD. One hour shall be designated for lunch.

6.3.2 The on-site Lead Facilitator shall:

6.3.2.1 Facilitate, or co-facilitate the entire class,

6.3.2.2 Guide participants through the course,

6.3.2.3 Deal with individual participant needs and questions throughout the course,

6.3.2.4 Keep NSWCDD staff apprised of instructor unavailability and/or proposed instructor changes/backups,

6.3.2.5 Coordinate program materials with the Technical Point of Contact (TPOC), or other representative designated by NSWCDD,

6.3.2.6 Participate in conference calls to discuss instructional/content issues with the TPOC.

6.3.3 The Lead Facilitator shall manage all pre- and post-program activities needed for successful program delivery.

6.3.4 The Lead Facilitator shall:

6.3.4.1 Collaborate with the NSWCDD TPOC or their designee on course delivery in order to meet the course’s learning objectives, and on adapting course content as needed.

6.3.4.2 If requested, contact registered participants via telephone or email prior to course start date to answer any questions or address participant concerns.

6.3.4.3 Communicate updates to course content as necessary and in accordance with NSWCDD requirements. Any changes in course format, design, or instructional methodology shall be approved by the TPOC prior to implementation or delivery.

6.3.4.4 Solicit feedback from participants, share that feedback and integrate it as appropriate into the course to fine-tune course delivery.

6.3.4.5 Coordinate with NSWCDD TPOC on the shipment of materials to ensure receipt of all materials is at least one week prior to the scheduled delivery of the learning event.

6.3.4.6 Meet with the government within 30 days of the completion of each course to discuss participant feedback, stating issues, lessons learned and recommendations for future courses.

6.3.4.7 Demonstrate acceptable group facilitation skills and shall maintain the learner-centered format of this course. The Contractor shall provide daily facilitation during the course and respond to all participant needs.

6.3.4.8 Be responsible for all activities associated with opening the course (introductions, course overview, ice breakers, content introduction) and closing the course (learning transfer activities, feedback and evaluation).

6.3.4.9 Be familiar and have an acceptable level of proficiency with PowerPoint applications, all audio and visual equipment and other systems utilized in the classroom.

6.4 Course Design Elements

The Contractor shall be required to design, develop, deliver, and facilitate hands-on, training seminars that include the following elements:

6.4.1 As part of the technical proposal, Contractors shall include an outline of session content and instructional strategies based on the requirements in all of section 6 and Attachment 3.

6.4.2 The Contractor shall propose the length of each course based on stated individual course objectives and overall program requirements. Each course is to be a minimum of 5 days in length, and last no more than 8 days each. The ideal design shall have multiple modules for each course, allowing for on-the-job application of learning in between the learning modules.

6.4.3 The Contractor shall supply and administer at least one peer-to-peer 360-degree type assessment per course, that relates to the leadership level and objectives desired for the course. The Wiley Everything DiSC 363 Assessment has been used in the past, but is not necessarily preferred for all leadership levels.

Note: NSWCDD will provide the Contractor the list of participants no later than three (3) weeks in advance of the scheduled course.

6.4.4 The following session design elements are required for all modules in all classes:

6.4.4.1 A learning design that meets the intended target audience and intended learning outcomes.

6.4.4.2 The elements of the design (learning content, instructional strategies, technologies, and context) are integrated and complementary to the full course agenda and course delivery format.

6.4.4.3 There are clear expectations for learner activities and level of participation.

6.4.4.4 There are appropriate opportunities for interaction, peer networking, and learning transfer.

6.4.4.5 The learning design reflects a government-to-government and intra-agency delivery framework.

6.4.4.6 Course materials are accessible to and usable by learners in accordance with the Americans with Disabilities Act.

6.5 Course Requirements

It is expected that the Contractor shall ensure the course contains the following:

6.5.1 Government to Government Delivery. This requirement is critical. This course is to be specifically delivered for leaders in the public sector. In keeping with adult learning principles, case studies, simulations, and other learning exercises and materials shall be drawn chiefly from the government/public sector. Instructors for the program shall have in-depth subject matter expertise, as well as public sector understanding of complex public sector challenges. They shall have in-depth knowledge and background that allows them to relate key points and real world examples from a broad spectrum of government agencies and initiatives.

6.5.2 Support the individual course learning objectives as described in Attachment 3:

6.5.3 Flexible opportunities for participant interaction with each other and with instructors, such as team writing exercises, simulations, guest speakers, videos, and group discussions.

6.5.4 Varied opportunities for participants to practice and apply new skills in appropriately challenging activities and receive feedback.

6.5.5 Resources and materials accessible to and usable by learners in accordance with the Americans with Disabilities Act.

6.5.6 Tangible and built in module evaluation strategies that target Kirkpatrick Levels 1, 2, and 3.

6.5.7 Issues of copyrighted materials and intellectual property ownership will remain the same pursuant to what is outlined in the agreement.

6.6 Additional Course Elements

The contractor is encouraged, but not required, to provide the following additional elements in their proposal. For each additional element, the contractor should clearly identify that it is an additional element and provide a separate pricing structure for each additional element in order for NSWCDD to decide which, if any, of the options they wish to select. NSWCDD is not required to select any of the proposed options set forth by the contractor in the additional course elements sections.

6.6.1 The Contractor may propose additional learning objectives if they believe additional learning will enhance the overall objective of the course(s)

6.6.2 The Contractor may provide a list of additional personality assessments appropriate to each level of the Leadership Academy series and describe how the selected assessment would be incorporated in the identified level class to enhance learning. The Contractor shall identify these additional assessments as a separate cost item ‘a-la-carte’ from the base cost of each class.

6.6.3 The Contractor may provide a pricing breakdown of coaching services that would supplement and complement the per-peer 360 assessment and other potential personality/behavioral assessments that would be presented in the training classes. Pricing should be itemized by number of hours and type of coaching i.e. in person or virtual.

6.7 Course Deliverables

The Contractor shall provide all management, supervision, labor, materials, supplies, and equipment (except as otherwise specified); and shall plan, schedule, coordinate, and assure the efficient delivery of the NSWCDD Leadership Academy courses. These services shall be in accordance with specifications stated in the Summary of Requirements and include the following:

6.7.1 Submit high-quality design and course content within ten business days after receipt of award including:

6.7.1.1 A fully annotated course syllabus that includes: (1) A clear statement of intended learning outcomes; (2) A module-by-module description of learning content that is appropriate to those outcomes; (3) Clear expectations of learner activities, and level of participation; and built in module evaluation strategies that target Kirkpatrick Levels 1, 2, and 3; (4) Flexible and level-appropriate opportunities for learner interaction as well as learning activities that enhance the learning objectives;

and (5) incorporate all learning objectives and intended course outcomes, as stated above, and Attachments 1-3

6.7.1.2 A description of the elements of the course, instructional methods, technologies, and context and explanation of how these complement each other in support of the learning objectives.

6.7.1.3 A description of what materials will be used and when they will be employed in the sessions

6.7.2 Conduct a kick-off meeting within thirty business days after receipt of award to review course content and discuss logistics.

6.7.3 Provide all required printed and/or electronic participant materials ready for use at least one week prior to the delivery of a program, or indicate if materials will be delivered by hand at the beginning of class.

6.7.4 Provide Lead Facilitator services for the course according to Summary of Requirements.

6.7.5 Close-out each program delivery by responding to any and all final inquiries or open issues within three (3) working days of the last day of the program.

6.7.6 Participate in post-delivery consultation teleconference with NSWCDD staff to provide feedback, discuss course outcomes, and content adjustments.

6.7.7 Provide an evaluation platform and administer end-of-class evaluations to all participants at the conclusion of each class delivery to solicit feedback on the course content and delivery.

Evaluation questions shall meet at a minimum Kirkpatrick Levels 1&2 with a follow-up evaluation meeting Level 3. Provide all feedback and reports to NSWCDD within 20 business days of end of class.

7.0 COURSE MATERIALS - PRINTING AND SHIPPING

7.1 The Contractor shall be responsible providing all printed and/or electronic materials or file at least one week before the scheduled delivery of the learning event.

7.2 The Contractor shall coordinate the scheduling of course material shipments with the POC or indicate if materials will be carried with the instructors and available the first day of the training.

8.0 COPYRIGHTED MATERIALS

8.1 Contractors shall comply with copyrighted material laws, rules and regulations for materials they use in the performance of this contract. This includes the marking of materials and obtaining permissions to use copyrighted material. If the Contractor has developed material independent of DoN/NSWCDD requirement, and is recommending use of that material in a proposed course or program, it is understood that Contractor is granting DoN/NSWCDD the right to use and distribute the material for either; a) the specific course and specific date; or b) the specific course and a specific range of time. All materials shall be marked accordingly.

8.2 Use of the materials for a different course and/or different time period is to be negotiated separately. Contractor proposing to use other materials that have third-party copyright restrictions are responsible for obtaining the proper permissions to use and reproduce that material the material.

The Contractor shall also be responsible for ensuring the material is properly marked prior to reproduction and distribution.

8.3 Contractors may not claim or otherwise use materials, courses, or programs developed under this contract, for their own use without express approval from NSWCDD. For information and/or materials that are considered common property, has no original author, or was first created by DoN/NSWCDD staff member in the scope of their employment, the work is to be considered “in the public domain.” Contractors and NSWCDD may not assert any proprietary rights to the document and no special markings are necessary. If use of third-party proprietary materials requires the contractor to be certified in the use of such materials, the contractor will be required to provide proof that they hold a current certification. Note that service providers also need to make sure that e-copies of course materials are available and marked accordingly for use in any NSWCDD e-learning platform, when applicable.

9.0 BRANDING

Material produced for use in NSWCDD courses should be branded to reflect the NSWCDD organization. Specific logos and slogans will be provided to the contractor upon contract award. In no instance may a contracted curriculum developer or supplier include organizational advertisements, or otherwise market their organization or services to NSWCDD participants. Such marketing and/or advertising by contracted personnel is expressly forbidden within the confines of NSWCDD learning environments.

10.0 PLACE OF PERFORMANCE:

The courses are to be delivered at two main locations in Virginia; Dahlgren and Virginia Beach, with multiples dates identified throughout the year. NSWCDD will identify specific dates and course deliveries at minimum six (6) weeks in advance of requested delivery.

11.0 TRAVEL

The Contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The government anticipates the Contractor shall travel throughout the period of performance to Dahlgren, VA and Virginia Beach, VA.

12.0 QUALITY ASSURANCE PLAN

A. Background: The quality assurance surveillance plan (QASP) describes how NSWCDD will monitor and evaluate contractor performance. This QASP describes in more detail how services will be evaluated and the consequences of performance below requirements. Contractor performance will be evaluated by NSWCDD staff, customers, and participants attending the course or program.

NSWCDD performance scores are established each year in its performance plans. The success of NSWCDD programs therefore is directly linked to the success of contractors providing or assisting NSWCDD faculty and staff in the design and/or delivery of programs and services.

B. Purpose: The QASP describes the general level of performance that will be acceptable for each type of service listed in the solicitation. Specific performance objectives and conditions will vary according to the service delivery agreements negotiated with NSWCDD customers.

C. Roles and Responsibilities of Contracting Officer and Contracting Officers Representative (TPOC) and NSWCDD staff: The NSWCDD Contracting Officer will award the contract for services to contractor(s) that best meet NSWCDD requirements. The contract will include the specific services to be provided by the contractor, the location for delivery of service, the time and dates for the services, and the agreed to or set price to be paid.

The TPOC will provide on-site instruction to the contractor as needed and will monitor the delivery of courses or programs or observe the delivery of other services. Contractor flexibility in making adjustments in delivery of services is required and expected. Changes in the requirements of staff and customers may occur and may result in cancellation of an order and/or rescheduling of services.

These changes will be communicated to the contractor by the TPOC or NSWCDD staff managing the activity.

E. End of Service Debriefing and Evaluation of Services: The NSWCDD staff will meet with contractors following the delivery of a program or service or when a debriefing can be mutually arranged to discuss the contractor’s performance. The review will cover services delivered, the reactions of program participants, faculty and staff and other comments of relevance to satisfactory performance. The purpose of the program debrief is to improve the quality of services, establish better understanding of expectations for services, modify service to better meet future requirements, and determine suitability of the contractor for future work.

F. Termination or Succession of contract: The Contracting Officer upon the recommendations of the TPOC may not request further services from contractors that do not meet quality performance levels based on degree of negative feedback received from observers of the service, program staff, and/or client agency.

G. Technical Point of Contact (TPOC) and Evaluation Staff: The evaluation of service is most important to NSWCDD. Input for performance evaluations will be actively sought by the TPOC and NSWCDD staff that are part of the service area and have contact with the service provider. The customer or client agency will play an important part in the evaluation process. Technical knowledge, delivery of service, strong interpersonal skills and ability to effectively communicate with and get along with customers, faculty, and staff are critical aspects of quality service that are measured by the evaluation staff.

(a) Definitions. As used in this provision --
