JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department

2. Description of the Action Being Approved

Award of a firm fixed priced contract on a brand name basis for core computing equipment required by NSWCCDD Dam Neck Activity, Code R13, manufactured by Cisco Systems, Incorporated and NetApp, Incorporated.

3. Description of Supplies/Services

The NSWCDD DNA/R13 requires a quantity of two (4) custom configured Flexpod® Express systems, part number CS-FLEX-SELECT. Flexpod® is a predesigned, best-practice data center architecture built on the Cisco® Unified Computing System™ (Cisco UCS®) , the Cisco Nexus® family of switches, and NetApp® fabric-attached storage (FAS) or V-Series systems. The requested systems consist of a quantity of two (2) UCS C220MA, two (2) Nexus 3548, one (1) Cisco Catalyst 9300, manufactured by Cisco Systems, Inc. and one (1) A220, manufactured by NetApp, Inc.

This request also includes rack and configuration documentation, testing and installation. The requested hardware, software, and support within the Flexpod® Express represent the minimum requirements of the government.

Delivery is required 30 days after receipt of the order.

The Government's minimum needs have been verified by the certifying technical and requirements personnel.

The total estimated cost of this procurement request is $891,601.24. Fiscal Year 2019 Naval Innovative Science and Engineering (NISE) Funds will be utilized for this procurement.

4. Statutory Authority Permitting Other Than Full and Open Competition

The procedures in FAR subpart 13.5 were used in accordance with 41 u.s.c. 1901.

5. Rationaie Justifying Use of Cited Statutory Authority

The Flexpod® Express is being purchased to satisfy the NAVSEA Red Team mission requirements related to Cybersecurity Research, Development, Test and Evaluation (RDT&E) and Developmental Test and Evaluation (DT&E) testing on all NAVSEA systems authorized under the cognizance of the NAVSEA Functional Authorizing Official (FAO) . The Flexpod® Express will provide a robust operational, developmental and collaboration environment to support Red Team operations. Additionally, they meet critical resource requirements to include storage of operational information requirements in accordance with (IAW) the Chairman of the Joint Chiefs of Staff Manual CJCSM 6510.05, Department of Defense (DoD) Cyber Red Team Certification and Accreditation (C&A). The Flexpod® Express combines servers, storage resources, and the network fabric to create an agile, efficient, and scalable platform for hosting applications. Opting to not provide a fully racked and configured Flexpod® Express system would 1) prevent successful implementation of identical environments on both unclassified and classified networks, 2) extend the timeframe to provide a fully operational virtual test environment by minimally two (2) months, and 3) increase the costs of the project with additional equipment and labor costs estimated at over $325,000.00 that could not be recovered through full and open competition. The two (2) months is the minimum delay if a likely scenario occurs. If similar products were procured, it would take a minimum of 2 months to rack out and configure the products into a system; the Flex Pods come fully racked out, integrated, with network architecture drawings included. The $325K includes not only the time to integrate the configure, but a.lso the manpower it would take to update our DoD Cyber Red Team Certification and Accreditation (C&A) policies, processes and procedures, to include: engineering the new network architecture, modification to current policies, processes and procedures, and completion of DoD Cyber Red Team C&A recertification events. Within each Flexpod® Express configuration, it will provide approximately 45TB of storage fast solid state disks with on-the-fly compression and de-duplication, 2 Cisco servers with 2xl6 Core processors, and 512GB of RAM per server. This virtual lab capability will be used by various

sharon.kharab Highlight programs for integration testing of their software builds to ensure they are secure and compliant, In addition, this Cisco Flexpod Express hardware procurement supports Red Team core cybersecurity capabilities by providing critical Information Technology (IT) infrastructure in support of Cooperative Vulnerability Penetration Assessments (CVPA) and Adversarial Assessments (AA) designed to identify critical cyber vulnerabilities. The NAVSEA Red Team currently has one Flexpod system being utilized at NSWCDD DNA. Procuring the additional four systems will ensure interoperability with the current environment, reduce the need to manage two baselines, and ensure the five systems are easily part of an existing Information Assurance (IA) package. All work to date, to include the policies and processes approved by USCYBERCOM and the National Security Agency were designed around usage of the POD. Changing current documented and approved anticipated technical solution to another solution would cause major impacts to time and money.

Eventually all work conducted the last year would have to be completed again to include getting a new C&A for the updated solution. The cost saving for these efforts is expected to save an additional $120,000.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

Market research consisted of reviewing the results of recent market research undertaken to meet past requirements and reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers available on the World Wide Web. This market research has also shown that there are multiple authorized resellers for certain components required to include vendors available under the General Services Administration (GSA) Federal Supply Schedule (FSS) and the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) contract vehicles.

The proposed contract will be synopsized on the Federal Business Opportunities (FEDBIZOPPS) website and only authorized resellers for the required components will be considered to fulfill this requirement. No additional market research will be conducted because it is not practicable~ for the reasons discussed in paragraph 5 above, for any company other Flexpod Express System authorized resellers to provide the required equipment.

7. Determination of Fair and Reasonable Costs

NCH 53.6-2

sharon.kharab Highlight

The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

Proprietary data limits competition for these proprietary components. Should additional requirements surface for these components, market research will be conducted to identify any market changes.
