1. Section L.2.0, Contents of the Offer. Under the first paragraph it states, “...Cost and Supplemental Information Volumes. Offerors should note the requirement to distribute questionnaires and notify the contracting office of Past Performance references prior to the closing date of this solicitation. See 3.1 below.” There is no reference to Past Performance Questionnaires in Section 3.1. Additionally, Section Ddl-M10, paragraph (e) states “The Government may also consider information from past performance questionnaires, if required by Section L.” Request the Government clarify if there is a requirement for Past Performance Questionnaires, and if so, the information desired.
ANSWER: Past Performance Questionnaires are not required. Section L.2.0 has been revised. (page 171)
2. Section L.3.1, Solicitation Response Requirements. This section states that the response “shall contain three (3) separate volumes, with each volume bound separately. Section Ddl-L10, paragraph (d) states that “proposals shall be submitted as separate Sections as follows:
Section A – Solicitation, Offer, and Award (SF33) – One Original and One Copy Section B – Technical Proposal for Overall Contract SOW – One Original and Six Copies containing:

Request the Government clarify the proposal response requirements.
ANSWER: Section A – Solicitation, Offer, and Award (SF33) is the Government generated document that must be submitted in addition to the Volumes listed. The Introduction is separate and distinct from Section B and shall address the Mandatory Requirements as identified in Section C.4.
3. Section L.3.2, Cross-Reference Matrix. Paragraph 2 states that the cross reference matrix shall “Show the relationship between the Classified Annex and the unclassified volume.” However, Section L.1.5 states that, “Classified responses are not allowed in any portion of the proposal.” Request that the Government clarify if there is a requirement for a Classified Annex.
ANSWER: There is no requirement for a classified Annex. Section L.3.2 has been updated. (page 175)
4. Section L.4.5, Volume III – Cost/Price (Factor 5). This section states that within the volume organization, the SOLICITATION PACKAGE will include as section 1.3, a “Staffing Plan (same as Volume III). As this is within Volume III, and not mentioned within the further details required in the Solicitation Package description on page 182, request the Government clarify this requirement.

(page 180)
5. Supporting Cost Data, Cost Summary by Government Fiscal Year (FY), paragraph on page 187. This section states that Offerors shall “provide a total cost and fee summary for each CLIN by Government FY (i.e., 1 October 20XX – 30 September 20XX). This summary shall align with all other information provided in Cost Volume V and Technical Volumes I through III provided with the proposal.” The Technical volumes are Volumes I and II and the Cost Volume is III as noted previously within the RFP. Request the Government clarify what is to align with the summary information.
ANSWER: The Volumes are corrected to read Volumes I through III. (page 186)
6. Supporting Cost Data, Contractor Data Reporting, paragraph c on page 187. This paragraph states; “In accordance with DFARS 252.234-7003, included in Section I of this RFP, Offerors shall submit the DD Form 1921, Attachment J.10 2

ANSWER: The Contractor Cost Data Reporting Section on page 187 has been removed which includes DFARS Clause 252.234-7003. (page 186)
7. Supporting Cost Data, Contractor Cost Data Reporting, Bottom Note on page 187. This note states; “Offerors should provide CSDR-related forms in this Volume V, modified as appropriate, to facilitate cost reporting in accordance with the proposed CWBS. Actual cost and pricing information should be restricted to Volume V.”
Request the Government clarify where this information should be included since there is no Volume V.
ANSWER: See ANSWER #6 above.
8. Section J. – List of Documents, Exhibits and Other Attachments. Exhibit A – Contract Data Requirements List, DD1423 was not included with the solicitation. Request the Government provide Exhibit A so Offerors may properly determine and price the requirements for the CDRLS.
ANSWER: Exhibit A was uploaded to the FBO on 26 January 2016.
9. Ddl-L31 Cost Proposal – Specific Requirements, FFP CLINs in Section B. Paragraph (a) states that Offerors are to provide; “… a consolidated price summary of individual material quantities included in the various tasks, orders, or contract line items being proposed and the basis for pricing…” CLINs 0001, 0004 and 0007 are design CLINs for CLINs 0013, 0014 and 0015. To comply with Section L, how can Offerors provide complete material pricing for Section B FFP CLINs where the design is yet to be completed? Suggest the Government provide plug material numbers in order that Offerors are competing on a level playing field for the undefinitized materials.
ANSWER: The estimated costs for the materials, CLINs 0011 and 0012, are found on page 183.
10. Section B. CLINs 0003, 0006, and 0009 are shown as CPFF in Section B. However on page 14, under the HQ B-2-0023 table, CLINs 0003, 0006 and 0009 are listed as FFP. Which contract type are these CLINs?
ANSWER: CLINs 0003, 0006, and 0009 are CPFF CLINs. HQ B-2-0023 has been updated. (page 14)
11. Ddl-L35 Cost Proposal – Specific Requirement, L1.1, Program Background. In accordance with Ddl-L36, Offerors are to base their proposals on a 1 July 2016 start date. Attachment J.10 3
13. Section L.4.5 instructs the Offeror to provide a filled-in section B. It instructs the Offeror “For material costs, the Offeror must identify direct material purchases, including vendor quotes as applicable, to substantiate the Bill of Material (BOM), if applicable.” It further instructs the Offeror to provide detailed cost summaries for each CLIN.
Section Ddl-L10 states to “Provide a consolidated priced summary of individual material quantities included in the various tasks, orders, or contract line items being proposed and the basis for pricing (vendor quotes, invoice prices, etc.).”
The provided PRDD files are not complete to the level of detail needed to create a detailed Build of Materials (BOM) sufficient to identify and price the material required for CLINs 0002, 0005AA, 0005AB, 0008, 0013, 0014AA, 0014AB, and 0015. There are a significant number of fabrication and electrical drawings that are missing or incomplete for these three hardware items.
Is it the Government’s intention that the Offerors will submit pricing for the TDPs as provided or is the expectation that Offerors will be required to perform the necessary engineering design work to identify and price the missing components of the hardware item?
ANSWER: The Offerors should base their pricing for the level of detail that is provided in the PRDD package.
These are preliminary TDPs. The intent of the contract is to have the winning Contractor work with the Government to complete the development of these hardware items, produce a prototype and provide a complete, finished TDP as part of the deliverable.
And if so what is the mechanism to ensure price realism among the Offerors given the possible variance in designs to meet this requirement?
ANSWER: If the Offerors build their pricing off of the current drawing packages, there should be no issue with comparative pricing.
If it is the Government’s intention to have Offerors perform the engineering necessary to fully complete the preliminary BOMs, then we request a minimum of 21 days extension to the proposal delivery date to complete this effort.
ANSWER: The Offerors should not have to perform any engineering in order to prepare their proposals. Cost estimates should be based upon the data that is provided in the PRDD package.
14. Section L.4.5 – Supporting Cost Data, Section B – CLIN 0021, Section B, Note C. Section L.4.5 – Supporting cost data instructs “The Offeror shall provide a filled-in Section B”. In Section B, CLIN 0021 indicates that the Offeror shall fill in an amount for the lot price for this CLIN. Note C states “The Government is providing the total cost for the spares/INCO”. Will the Government provide the total cost to for the spares/INCO so that an amount can be determined to provide for CLIN 0021?
ANSWER: The Government is not prepared to provide a realistic cost estimate for a SPARES/INCO set that has yet to be developed or defined.
15. Section L.4.5 – Supporting Cost Data, Section B – CLIN 0020, Section C – Descriptions and Specifications.
Section L.4.5 – Supporting cost data instructs “The Offeror shall provide a filled-in Section B”. In Section B CLIN 0020 indicates that the Offeror shall fill in an amount for the lot price for this CLIN. Section C states “CLIN 0020 - Provisioned Item Orders will be established in accordance with the Statement of Work. The supplies or services shall be identified in each Delivery Order.” Will the Government provide the supplies or services total amount to be used to determine the lot price for this CLIN?
