SUMMARY OF CHANGES

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

L.1 INSTRUCTIONS FOR SUBMISSION OF OFFERS

Proposals must be submitted electronically, via email to the Contract Specialist in order to be considered for award. Subcontractor cost proposals are to be submitted directly to the Government via email to the Contract Specialist. Subcontractors cost proposals are to consist of the Subcontractors’ un-sanitized cost proposal spreadsheet and supporting cost narrative. Subcontractors or consultants not possessing a DUNS number and CAGE code shall transmit their un-sanitized cost proposal in an appropriately password protected manner to their respective Prime Contractor for inclusion within the Prime Contractor's proposal submission package via email to the Contract Specialist. Subcontractors and consultants submitting their password-protected cost proposals through the Prime Contractor in this manner shall ensure that the applicable passwords are communicated via email to the Contract Specialist at Charlene.Lowe@navy.mil and Contracting Officer Dana.Phillips@navy.mil.

Offerors must comply with the instructions for content for the proposals; proposals that do not comply maybe considered non-responsive and may render the Offeror ineligible for award. Proposals shall be limited to the content requested.

In order to maximize efficiency and minimize the time for proposal evaluation, it is required that all Offerors submit their proposals in accordance with the format and content specified. The electronic proposal shall be prepared so that if an evaluator prints the proposal it meets the following format requirements:

· Submissions shall be clearly legible and on 8.5 x 11 inch paper.

· All files shall be compatible with Microsoft Office Suite.

· Adobe (.pdf) files are allowable for documents containing original signatures.

· The cost proposal shall contain spreadsheets in Microsoft Excel software.

· All spreadsheets provided SHALL INCLUDE ALL CALCULATIONS IN THE CELLS (i.e. show formulas). REVIEWERS MUST BE ABLE TO RECOGNIZE WHAT CELLS ARE INVOLVED IN CALCULATING RESULTS.

· Spreadsheets shall be formatted for printing on 8.5 x 11 inch paper (NOT legal sized paper) landscape format. Minimum font size shall be 10.

· Spreadsheets shall be formatted such that column and row headings/labels appear on each printed page.

L.2 ORGANIZATION AND MINIMUM CONTENT OF THE PROPOSAL

In order to facilitate evaluation, it is desired that the Proposal be structured into the following components.

(a) VOLUME I: SOLICITATION, OFFER AND AWARD DOCUMENTS (SF 33 - RFP)- one Electronic Copy

(1) This document, which may be used as part of the contract award document, shall be fully executed and returned as a separate document from the technical/management and cost proposals. Special attention should be taken to accurately enter the prices required in Section B, complete the fill-ins in Section(s) K, complete all Representations and Certifications in Section K and ensure that an authorized person signs the offer in Block 17 of Page 1. This document shall not be embellished with any covers or binding.

(2) Offerors are encouraged not to take exceptions to this solicitation, however, any exceptions taken to the specifications, or terms and conditions of this solicitation shall be identified in a cover letter and explained in detail in the appropriate section of the technical proposal.

(b) VOLUME II: TECHNICAL PROPOSAL - One Electronic Copy

(1) The technical proposal shall not contain any reference to cost and shall be prepared in accordance with the following guidelines and the TECHNICAL PROPOSAL specific requirements below.

(2) The technical proposal should be written so that management and engineering oriented personnel can make a thorough evaluation and arrive at a sound determination as to whether the proposal meets the requirements of this solicitation. To this end, the proposal shall be so specific, detailed and complete as to clearly and fully demonstrate that the prospective contractor has a thorough understanding of the technical requirements contained in Section C of this solicitation. The technical proposal shall not exceed 50 pages in its discussion of management, technical, corporate experience, personnel and facilities, except that additional pages will be allowed for resumes and matrices. Pictures can be separate attachments, not part of the 50 pages.

(3) Statements such as "the offeror understands", "will comply with the statement of work," "standard procedures will be employed", "well known techniques will be used" and general paraphrasing of the statement of work are considered inadequate. The technical proposal must provide details concerning what the contractor will do and how it will be done. This includes a full explanation of the techniques, disciplines, and procedures proposed to be followed.

(4) Unnecessarily elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the offeror's lack of cost consciousness. Elaborate art work, expensive paper and bindings, or expensive visual and other presentation aids are neither necessary nor desired.

(5) In the event any portion of the technical proposal is written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished. It must be signed by a responsible officer of the offeror and shall show the author's name, employment capacity, the name of the person's firm, the relationship of that firm to the offeror's, and the portion of the technical proposal he/she wrote.

(6) Technical information previously submitted, if any, may not be considered by the Government; hence, any such information should not be relied upon or incorporated in the technical proposal by reference.

(7) Address the specific requirements of DdL-L25 Technical/ Price Proposal for Factor & Sub-Factors listed below which will be evaluated in accordance with Section M, Ddl-M10, of the Solicitation.

Factor 3: Past Performance

NOTE: The Bid Sample MUST be post marked by closing date of the Solicitation to be considered for an award. Please mail to: Ms. Charlene Lowe, Naval Surface Warfare Center Dahlgren Division, 17632 Dahlgren Road, Suite 104, Dahlgren, VA 22448-5110.

(c) VOLUME III: COST OR PRICE PROPOSAL

The cost proposal is pricing for Delivery Order 0001. The cost proposal shall be in accordance with Section L, Ddl-L25, Factor 4: Price and evaluated in accordance with Section M, Ddl-M10, of the Solicitation.

(d). VOLUME IV: CERTIFIED COST OR PRICING DATA

The Offeror MUST address DdI-L34 in the proposal.

L.3 RECEIPT OF BID SAMPLE AND TECHNICAL DATA PACKAGE

In order for an Offeror to receive the Bid Sample instructions and the Technical Data Package for pricing the Delivery Order 0001, the Offeror must submit the necessary information substantiating how the Offeror meets the Mandatory Requirements. This information shall be emailed to the Contract Specialist, Charlene Lowe and the Contracting Officer, Dana Phillips. It is recommended, not required, that this information be provided within five (5) days after Solicitation release. If the Bid Sample information is requested after the five (5) days, the solicitation will not be extended due to a later request. If an Offeror meets the Mandatory Requirements, the Bid Sample and the Technical Data Package will be emailed to the Offeror. If the Offeror does not meet the Mandatory Requirements, the Offeror will receive an email stating why the Offeror did not meet the Mandatory Requirements. Both packages will be marked with Distribution Statement D which limits distribution to DoD contractors.

L.4 MANDATORY REQUIREMENTS

Offerors must meet the following mandatory requirements at time of proposal submission or provide a written plan detailing the necessary steps and the timeline to be taken in order to meet the mandatory requirements by time of award. In addition, the mandatory requirements shall be maintained throughout the life of the Contract. The mandatory requirements are as follows:

Requirement 1 – Certifications The Contractor shall be certified with the latest versions of International Organization for Standardization (ISO) 9001 and Aerospace Quality Standard AS9100C.

Requirement 2 – Facility Location The Contractor’s manufacturing facility supporting this requirement must be located within 650 miles of NSWCDD, Dahlgren, VA and must be located within the United States.
