Attachment J.3 - N00178-16-R-2048 – Questions/Request for Clarification

Q1. Section B (pg 3) – what price is to be inserted for CLIN-0001?

A1. The Ceiling for CLIN 0001 has already been established by the Government at $41,651,000; Quantity at 41,651,000 at $1.00 each.

Q2. Section Ddl-L25 (pg 66) – the solicitation states “Cost Proposals for Delivery Order 0001 shall include the following:” Does the Ammunition Handling System (AHS) provided in the solicitation Bid Package represent Delivery Order 0001 and will it actually be awarded as the first award made after the IDIQ contract vehicle award(s) are made?

A2. Yes, the AHS will be the first Delivery Order 0001 if an award is made to that Offeror.

Q3. Section Ddl-L34 (pg 66) – is certified cost/pricing data required for this small-business set-aside (SBSA) program? If so, should the FAR 15.406-2 form be submitted with our proposals?

A3. Since the Government is expecting to award this procurement as a Multiple Award ID/IQ, certified cost/pricing data would not be required since the Government expects adequate price competition. If the Government receives a one (1) bid, then the Offeror will be contacted and asked to provide the Certificate of current cost or pricing data after the solicitation has closed.

Q4. Section Ddl-M10 (pg 68) – the solicitation states “The Government intends to make multiple awards resulting from this solicitation …” How many IDIQ contract vehicle awards specifically does the Government intend to make, and what criteria will be used to determine who makes the cut and who doesn’t? For example, one criteria could be “Everyone whose proposal is evaluated as ‘Good’ or better”; a different criteria might be “The Top 3 highest rated overall proposals” will receive an award”.

A4. One or more awards will be made to the Offeror(s) that represent the "Best Value" to the Government. Each Offeror will be evaluated based on the Evaluation Factors listed in Section M. As stated in Ddl-M10, "If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

Q5. Regarding the Technical Data Package (TDP) for the Bid Sample: Drawing SK101944 (Sheet 1, Zone A3) - Find No. 3 Verify (sheet metal cover) is DWG #SK101949 (BOM needs to be updated)

A5. Yes

Q6. Regarding the Technical Data Package (TDP) for the Bid Sample: Drawing SK101946 (Sheet 1, Zone B1) - 2 x .3745 -.0005 dowels have a true position to Datum ABC, No datum A called out on print.

A6. The missing DATUM A refers to the surface indicated by Note 3 qualified with the .005 flatness

Q7. Regarding the Technical Data Package (TDP) for the Bid Sample: Drawing SK101946 (Sheet 1, Zone B1) - Requesting a Modifier on the true position call out on .3745 -.0005 dowels

A7. May use MMC

Q8. It does not appear that the following two drawings were included in the AHS TDP:

· 101374 Chute Ammunition Feed Upper

· 101375 Chute Ammunition Feed Lower

Could you please provide?

A8. In Section 5 of the RFP Delivery Order Action Sheet, it states that these two drawings are not required. This means that you should not include these items in your proposals.

Q9. Drawing SK101944/SK11945 - Sheet SK101945, Note 4 states the dowel pins are to be removed; however, do the dowel pins need to be re-inserted as indicated on Sheet SK101944?

A9. No, dowel pins do not need to be re-inserted. Optionally, dowel pins may be left in the assembly and not removed.

Q10. Drawing SK101951 (Sheet 1, Zone D8) – Note 5 states to Rubber Stamp or Stencil " In Approximate Position Shown". The print is missing the Flag-5 NEXT to the part indicating where to stamp.

A10. Flag-5 should indicate one of the cut faces in Section B-B. The flat surface to the right of the 12X R.250 callout

Q11. Drawing SK101951 (Sheet 1, Zone A1) – Material note for the INK Find #-1 states Flag-3 this is an error. It should state Flag-5.

A11. Correct, BOM should state Flag-5

Q12. Drawing #SK101950. The material call out is 4340 alloy material in 7/8 hex stock. I have checked with all my normal and extended suppliers and am unable to find this. However 4140 alloy material is readily available and has very similar properties. So I am asking if we can have a variance to use 4140 hex stock. We can surely mill this from 4340 round bar but this could be the best way. Let me know what works either way.

A12. 4140 is acceptable

Q13. The location of the artwork is not called out on the RMC Large Cover print SK101949 Rev A. Note 3 calls out for the artwork to be LASER ENGRAVED AS SHOWN AFTER COATING. Please let us know if you require a specific location for this artwork.

A13. General location as shown is acceptable.

Q14. How many pieces do you need to have a quote on?

A14. On page 68 of the Solicitation "Offerors shall provide two quotes as follows:

Quote 1=For a quantity of one (1) AHS Quote 2 =Step ladder pricing for quantities of one (1) through five (5)."

Q15. Drawing #SK101949. We are unable to find the material called out on this drawing. Can we use ASTM A1011, CS Type B as a substitute? Thanks

A15. Yes, ASTM A1011, CS Type B can be used as a substitute.
