About this file

This document is Chapter 17 of the NSWC Indian Head Division (NSWC IHD) Safety Manual, establishing contractor safety requirements and personnel responsibilities at Naval Surface Warfare Center Indian Head Division facilities.

The chapter defines comprehensive safety obligations for all contractors working at NSWC IHD, whether directly contracted by NSWC IHD or other sources. All contractors must comply with federal regulations including the Occupational Safety and Health Act of 1970, OSHA standards (29 CFR 1910 and 1926), and Army Corps of Engineers Safety Manual EM-385-1-1. Managers and supervisors must train employees on contractor safety requirements, report violations to the Safety Office, and ensure contractors receive hazard briefings and are familiar with emergency procedures including evacuation plans, fire pull boxes, and emergency telephone numbers (301-744-4333 for first responder emergencies; 301-744-4111 for security). The Contracts Department must require safety plans prior to work commencement, provide Volunteer Protection Program (VPP) Fundamentals training, and conduct post-award conferences including discussion of safety requirements. Contracting Officers Representative (CORs) must complete required training (CLC106), ensure contractors maintain safe working conditions, provide copies of Appendices 17-A and 17-B to contractors, obtain work permits from the Safety Office, and track all contract terminations resulting from safety non-compliance. Code 00SA issues work permits stipulating safety requirements and ensures contractor compliance through oversight inspections.

Appendix 17-A details specific contractor safety requirements at Naval Support Facility Indian Head including work permit procedures, prohibitions on flame-producing items and open-flame burning, restrictions on transmitting devices and cell phones in restricted areas, traffic rules (25 mph speed limit unless posted otherwise), requirements for hazardous material notification and training, and procedures for handling explosively contaminated equipment. Appendix 17-B is an informational graphic providing guidance on recognizing and reporting unexploded ordnance (UXO), instructing contractors to immediately report suspected UXO to 301-744-4333 without disturbing or moving the item.

CHAPTER 17

CONTRACTOR SAFETY

17.1. Scope. This chapter defines the requirements of Naval Surface Warfare Center Indian Head Division (NSWC IHD) personnel responsibilities to ensure safe and healthful working conditions for contractors working at NSWC IHD facilities whether contracted by NSWC IHD or other contractual sources. Incorporating the requirements for contractors will reduce any adverse safety or health effects to NSWC IHD personnel. NSWC IHD detachments are required to adhere to the requirements of this manual as far as they do not conflict with Federal, State, and local safety and security regulations.

17.2. Program Requirements

a. Public Law 91-596 (and Amendments), also known as the Occupational Safety and Health Act of 1970, establishes that all employers including contractors are responsible, so far as possible, for providing every employee a safe and healthful working environment. All employers, including contractors, will conform, as applicable, to the standards as issued by 29 CFR 1910 Occupational Safety and Health Administration (OSHA) and 29 CFR 1926, Safety and Health Regulation, and for Construction EM-385-1-1, U.S. Army Corps of Engineers Safety and Health Requirements Manual. Contractor and sub-contractor personnel are subject to occupational safety and health oversight to ensure compliance with established standards. This oversight will be accomplished by NSWC IHD personnel and the contracting officers.

Additional oversight may include, but not be limited to the Naval Support Activity South Potomac (NSASP), Naval Facilities Engineering Systems Command (NAVFAC) Washington, Department of Labor (DOL), Department of Defense (DoD), and Department of the Navy

(DON).

b. Compliance. Contractors are responsible for complying with NSWC IHD safety requirements while in performance of a contractual activity involving any area, structure, machine, equipment, or material regardless of the type and or duration of the contract. This area of responsibility includes all reasonable access routes to and from the workplace.
