About this file

This document is a set of Questions and Answers (Q&A) for the Navy's solicitation N00174-25-R-1006 for MHU-191 Transporter Assemblies. The Q&A covers multiple proposal submission requirements, including format specifications, past performance volume details, and cost submission guidelines. Key details include: PDF proposals are acceptable, offerors should submit up to 5 relevant contracts in the past performance volume, and cost summaries in Excel format are optional. Offerors must complete blank fill-ins in Sections I and K, include an Organizational Conflict of Interest (OCI) statement in the cover letter, and submit a master Table of Contents that includes contents from all volumes. The solicitation is for an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year and four option periods, focusing on manufacturing and delivering transporter assemblies for weapons and equipment transport on combatant ships.

Q1: Is there an NSN?

A1: 6RX 1740-01-570-8397

Q2: Are there drawing or specs for the items listed 1 thru 39?

A2: The Technical Data Package (TDP) has been updated and all Vendors that previously requested drawing packages will receive the updated TDP.

Q3: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

A3: N00174-20-C-0019

Q4: The drawing package that was received on DoDSafe is incomplete. Can you send the latest revision of the 3992AS series full TDP?

A4: The TDP has been updated and all Vendors that previously requested drawing packages will receive the updated TDP.

Q5: Page 45 of the solicitation states that the Price Volume shall contain “the completed and signed RFP package, with all representation certifications executed, and with prices in Section B”. Can the government please confirm that they want offerors to return the entire solicitation package (pages 1-61) as part of this volume?

A5: Yes, please return the completed and signed RFP package with the items requiring a response from the offeror.

Q6: Page 46 of the solicitation says “Proposals shall be Microsoft Office 2010 and newer versions or Adobe Acrobat compatible” Does this mean offerors can submit their proposals in PDF format?

A6: Yes.

Q7: Page 46 of the solicitation states “Microsoft Office Excel spreadsheets shall use Times New Roman that is no smaller than 9-point font size applicable to Section J attachments such as the Cost Summaries and Staffing Plans. These Excel spreadsheets shall be formatted for printing in landscape orientation such that all row and column headings appear on each printed page. All spreadsheets shall include calculations in the cells showing all formulas.” Section J does not list either a cost summary or a staffing plan template as a government provided attachment. Additionally, these documents were not included as downloadable files in the solicitation posting on SAM.gov. Will the government be providing these attachments?

A7: Applicability of these instructions are required when such attachments exist in Section J. Cost Summaries and Staffing Plans are examples of those items that may be applicable.

Q8: Will the government confirm that they want an OCI statement and a statement that the offeror consents with the terms and conditions of the solicitation to be included in the cover letter?

A8: Yes.

Q9: Page 47 of the solicitation states “Volume I shall include a Master Table of Contents and a Proposal Cross- Reference Table.” Can the government clarify whether this ‘master table of contents’ is meant to include the contents of the other volumes as well as the technical volume? If not, can the government please clarify what they mean by ‘master table of contents’ for volume 1?

A9: The master Table of Contents and Proposal Cross-Reference Table shall include the contents of other volumes to include technical volume.

Q10: Is there a page limit for the Past Performance volume? If so, what is the page limit?

A10: There is no page limit however the offeror should submit no more than (5) relevant contracts. The Government is aware that the RFP requests for offerors to submit no more than (5) relevant contracts but the matrix requests (7). The Government will update this in a future solicitation amendment, which will be released to correct the matrix to reflect (5) relevant contracts.

Q11: Can the government please confirm the contents of the Past Performance volume? Based on the contents of page 49, it looks as though the format should be as follows:

• Cover page

• Table of Contents

• Past Performance Matrix (one sheet containing up to 5 references for the prime and references for subcontractors as applicable)

• Glossary

Does the government want any additional content/past performance write ups expanding on what is in the matrix itself to be included in the volume? If so, is there a particular format that the government wants to see the information presented in (outside of the requirements listed on page 46 of the solicitation)?

A11: Yes, the Government can confirm that the submission of the past performance volume is correct. No additional information is required.

Q12: If offerors are unsure whether their past performance contract references have PPIRS, is it acceptable for them to submit the Past Performance Questionnaires for each reference?

A12: Yes, the Government finds this acceptable.

Q13: Does the government want a cost summary (in excel format) to be included as a separate attachment/supplement to Section B and the cost narrative in the price volume?

A13: The Offeror may submit a cost summary excel format to supplement the Section B cost along with a cost narrative in the price volume; however, it is not required.

Q14: Does the government want offerors to complete the blank fill ins that are in Section I in addition to Section K?

A14: Offerors are to complete blank fill ins in Section I & K when prompted “to be filled by offeror”
