2.11 Navy Special Interface Gage (NSIG) Requirements:

2.11.1 At this time there has not been any NSIGs identified as needed for this contract. However, if would be a need for a particular gage it will be listed under this section of the SOW and will be forwarded to the Contractor for use by the Contract Administration Office (CAO) and the Contractor as an amendment to this SOW.

2.11.2 The Contractor may substitute Contractor-designed and built AIE for the NSIGs noted as applicable in the matrix (below). However, the designs require Government approval and Contractor inspection equipment hardware requires Government certification. The Contractor shall be responsible for any delays resulting from late submission of documentation or hardware. The Contractor shall also submit the calibration periods for each Contractor inspection equipment for approval. The Government shall affix calibration stickers to the Contractor inspection equipment for QAR identification.

2.11.3 The NSIGs are provided for verification of selected interface dimensions and do not constitute sole acceptance criteria of production items or relieve the Contractor of meeting all drawing/specification requirements under the Contract.

2.11.4 Items that fail to be accepted by the applicable NSIGs may be inspected by another means to determine acceptance or rejection, provided the alternate inspection method is acceptable to the Government approval authority.

2.11.5 The Government shall not be responsible for discrepancies or delays in production items resulting through misuse, damage, or excessive wear to the NSIGs.

2.11.6 Calibration and repair of the NSIGs shall only be performed, as authorized, by the Navy. Repair is at no cost to the Contractor unless repair is required due to damage to the gages resulting from Contractor fault or negligence. Damaged, worn, or otherwise unserviceable NSIGs shall be brought to the immediate attention of the CAO and the Navy. The Contractor shall not make adjustments, alterations, or add permanent markings to NSIG hardware unless specified by NSIG operating instructions or authorized by the Navy.

2.11.7 Within 45 days after final acceptance of all production items, the Contractor shall organize return shipping of the NSIGs with the Navy.

The following specifications are applicable:

(1) Shipping, MIL-STD-2073, “DOD Standard Practice for Military Packaging”

(2) Marking, MIL-STD-129, “Marking for Shipment and Storage”

2.11.8 There are some Navy Special Inspection Gages (NSIGs) that can be provided at the request of the Contractor but are not mandatory for use. Listed NSIGs apply to characteristics of the item nomenclature as shown on the Drawing(s) and Specification as listed in the matrix..

2.12 Statistical Process Control:

2.12.1.1 In addition to the quality requirements of the technical data package, the Contractor shall implement

Statistical Process Control (SPC) in accordance with a government accepted SPC Program Plan.

Control chart techniques shall be in accordance with the American National Standards Institute (ANSI) B1, B2 and B3. Alternate SPC charting methods may be proposed and submitted to the Government for review.

2.12.1.2 The SPC Program Plan developed by the contractor shall consist of a general plan and a detailed plan (CDRL A010) DI-MGMT-81987. Once a general plan for a facility has been approved by this Command, the approval remains in effect for subsequent contracts as long as the contractual requirements remain substantially unchanged from contract to contract. Therefore, resubmission of a previously accepted SPC program plan is not required if previous SPC plan and Data Item Description (DID) requirements are fulfilled. If this Command has previously accepted the general SPC plan under essentially the same SPC contractual requirements, so indicate by providing the Contracting Officer with the following information:

Date of Acceptance ______________ Contract Number(s) ______________

2.12.1.3 The Contractor is responsible for updating the general plan to current SPC contractual requirements. If errors or omissions are encountered in a previously accepted SPC general plan, opportunities for improvement will be identified by the Government, and corrective action shall be accomplished by the Contractor.

2.12.1.4 The contractor shall have a fully operational and government approved SPC program for those facilities that do not have, or have never had, a fully implemented SPC program prior to initiation of First Article build(s).

2.12.1.5 A milestone schedule shall be submitted for those facilities that do not have, or have never had a fully implemented SPC program and will not have a fully operational SPC program once production is initiated. The milestones shall provide a time phased schedule of all efforts planned relative to implementation of an SPC program acceptable to the Government. A milestone schedule shall include implementation start and complete dates for each SPC subject. The milestone schedule shall only include those actions that cannot be accomplished prior to first article or the initiation of production, if a First Article is not required. Milestones shall be submitted to the Government for acceptance. Any deviations from the accepted milestones, to include justification for such deviations, shall be resubmitted for review. The Government reserves the right to disapprove any changes to the previously accepted milestones.

2.12.1.6 Statistical evidence in the form of control charts shall be prepared and maintained for each process or operation parameter identified in the detailed plan. These charts shall identify all corrective actions taken on statistical signal. During production runs, control charts shall be maintained in such a manner to assure product is traceable to the control charts. At the conclusion of the production run, a collection of charts traceable to the product, shall be maintained for a minimum of three years. The control charts shall be provided to the Government for review at any time upon request.

2.12.1.7 When the process or operation parameter under control has demonstrated both stability and capability, the Contractor may request, in writing, through Administrative Contracting Officer (ACO) and Contracting Officer (CO) channels to the Product Assurance and Test Directorate, that acceptance inspection or testing performed in accordance with contract requirements be reduced or eliminated.

Upon approval by the CO, acceptance shall then be based upon the accepted SPC plan, procedures, practices, and the control charts.

2.12.1.8 The Government will not consider requests for reduction or elimination of 100% acceptance inspection and testing of parameters or characteristics identified as critical in the technical data package, specifications, or drawings of this contract if any one of the following conditions exists:

2.12.1.8.1 The existing process currently utilizes a fully automated, cost effective, and sufficiently reliable method of 100% acceptance inspection or testing for an attribute type critical parameter or characteristic.

2.12.1.8.2 The Contractor utilizes attribute SPC control chart methods for the critical parameter or characteristic.

2.12.1.8.3 The critical parameter or characteristic is a first order,…
