The following items are applicable to this modification:

SUMMARY OF CHANGES REVISED

The purpose of this amendment is to 1) answer questions received in response to the solicitation issuance; 2) revise answers to questions in Amendment 1 in response to the solicitation issuance; 3) revise the Performance Work

Statement (PWS); and 4) extend the solicitation closing date as follows.

1. Questions received in response to the solicitation issuance are answered below:

Question 1: We have 9# foam available however we also have an equivalent foam that gets you the properties of 9# at a lower price. Should we provide pricing for both?

Follow up: We were informed by the manufacturer that the 4.6# is the actual lower cost equivalent we are considering for this project.

Answer 1: If the lower priced foam meets all of the specifications in the PWS and associated drawings, then the

Government will consider.

Question 2: We have yet been able to source the 9# or equivalent with both the Flame retardant and static dissipative properties. We do have access to the 9# with static dissipation in black. Would NSWC be open to this option?

Answer 2: The foam needs to meet Class 1, Grade D, and Type V. The Government will consider deviations as long as the end product is in accordance with the PWS and drawings.

Question 3: We do not see in the Solicitation, the number of go/no go plug gauges that are required. Can you please clarify?

Answer 3: The drawings for the Go/No Go Plug gauges should not have been included in the PWS, and have subsequently been removed. Please see this amendment for changes to Section 2.2 of the PWS.

2. Revised answers to questions/answers in Amendment 1 in response to the solicitation issuance are answered below:

Question 2 in Amendment 1: The solicitation references NSWC Indian Head Technical Drawings - are these different and separate from the DOD drawings? If so, can those also be made available?

Revised Answer: The only drawings that should be referenced in the solicitation are NSWC Indian Head drawings.

Please see this amendment for changes to Section 2.2 of the PWS.

Question 4 in Amendment 1: After reviewing the drawings, we require some clarification on the material called out on them:

A-A-59136, Class 1, Grade D, Type 1: Flame spread index shall not exceed 125 and shall be tested per ASTM E

162. Specific optical density shall not exceed 400 and shall be tested Per ASTM E 662. Color similar to Blue/Gray, Color No. 35109 in accordance with FED-STD 595.

Some of the requirements appear to be pointing to the FRAS2 material, which has a density of 2.2-2.3 pcf. You’ll note at the bottom of the FRAS2 spec sheet it states the foam meets the flame-retardant requirements of: CID A-A-

59136, Class 1, Grade D, Type I, and FAR 25/853(a). However this spec does not specifically address Optical

Density and Flame Spread. This material is described as Blue/Green.

Revised Answer: The foam needs to meet Class 1, Grade D, and Type V. This described foam is not suitable.

Question: If you review the FRAS9# spec, it meets A-A-59136 Class 1 & 3, Grade D, Type V. This material spec specifically mentions the Optical Density (under 400 per ASTM E 662). It also mentions Flame Spread under 225 per ASTM E 162. (However, the Flame spread for the FRAS9# has a flame spread of <225, not 125 per the drawing requirements.) This material is described as Blue/Gray. Can you please advise if one (or both) materials attached meet the customer's material need?

Revised Answer: This foam meets Class 1, Grade D, and Type V. Suitable foam must have a flame spread of index of 125-225. This described foam is suitable.

3. Paragraph 2.2 of the Performance Work Statement (PWS) has been updated to rename one of the drawing headers, and to remove the Go/No-Go requirement, as follows:
