Volume II - PAST PERFORMANCE (Factor 2) (No Page Limit)

Past performance information shall be provided for the Prime and all subcontractors in order to develop an Offeror's past performance rating.

The Offeror shall submit a summary of the Offeror’s relevant corporate experience; this summary shall not include the experience of the Offeror’s personnel. The summary shall contain a description of the Offeror’s relevant experience, within the past five (5) years, performing efforts similar to those in the SOW. The summary shall not parrot the SOW task descriptions, as that is ineffective in supporting the Offeror’s claim of having gained relevant experience. The Offeror shall discuss relevant work processes and procedures associated with performing the individual task work and the nature, difficulties, uncertainties and risks associated with performing the kind of work that will be required under the SOW. The narrative shall also address the beneficial experience gained from previous contracts or subcontracts the Offeror has performed.

Past performance information is one indicator of an Offeror’s (to include prime and subcontractors) ability to perform the contract successfully. In the evaluation of an Offeror’s past performance, the Government will use Contractor Personnel Assessment Reporting System (CPARS) as the primary source of past performance information and reserves the right to use relevant performance within the past five years. Relevant and timely past performance information in the CPARS including the Federal Awardee Performance and Integrity Information System (FAPIIS) will be considered during the evaluation of an Offeror’s past performance. If Offerors are aware of any negative information in CPARS, they may address any extenuating circumstances in this section.

Using the Past Performance Matrix (as listed in Section J), the Offeror and all subcontractors shall provide a separate list of relevant contracts that were performed within the last five years. Contracts that are listed in CPARS are preferred. The list for the Prime shall contain no more than seven relevant contracts. In addition, each subcontractor shall complete a separate matrix and provide no more than seven relevant contracts. The identified relevant contracts shall focus on performance that is relevant to the current solicitation requirement cited in the Scope of this solicitation. Relevancy includes similarity of item, complexity and dollar value. With respect to relevancy, more relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance. If the Offeror has no relevant past performance within the last five years or cannot provide a list of relevant contracts, then the Offeror must provide an explanation.

Past Performance Questionnaires (as listed in Section J) only apply to relevant contracts for which performance information is not available through CPARS. The Offeror and subcontractors shall submit the Past Performance Questionnaire to all their references listed on the Past Performance Matrix that have NO CPARS contracts, and shall request the references to complete the Past Performance Questionnaire and return it directly to Ivy Hosokawa at ivy.e.hosokawa.civ@us.navy.mil. All questionnaires must be received by the closing date and time of the solicitation.

In order to facilitate the evaluation of Past Performance the Offeror must complete the required information below:

(a) Pursuant to FAR 42.1502, this contract is subject to DoD's Contractor Performance Assessment System (CPARS). CPARS is an automated centralized information system accessible via the Internet that maintains reports of contractor performance for each contract. CPARS is located at https://www.cpars.gov. Further information on CPARS is available at that website.

(b) Under CPARS, the Government will conduct annual evaluations of the contractor's performance. The contractor has fourteen (14) days after the Government's evaluation is completed to comment on the evaluation. Day 15 after the evaluation sent to the contractor the evaluation is available in CPARS with or without the contractor comments.

The evaluation is marked “Pending”. Contractor may send comments on days 15-60 if not previously provided. If contractor sends comments, CPARS is updated to reflect contractor comments and “Pending” marking removed.

Day 61 evaluation sent to Assessing Official (AO) and contractor may no longer send comments. The opportunity to review and comment is limited to this time period and will not be extended. Failure to review the report at this time will not prevent the Government from using the report.

(c) The contractor may request a meeting to discuss the CPAR. The meeting is to be requested via e-mail to the CPARS Program Manager no later than seven days following receipt of the CPAR. A meeting will then be held during the contractor’s 60-day review period.

(d) The CPARS system requires the Government to assign the contractor a UserID and password in order to view and comment on the evaluation. Provide the name(s) of at least one individual (not more than three) that will be assigned as your Defense Contractor Representative for CPARS.

Name Phone E-mail Address (optional)

(e) Any changes in designated contractor personnel shall be the sole responsibility of the contractor to notify the contract specialist, AO and the CPARS Focal Point when changes occur.

Attachment F outlines the anticipated SPMR quantity requirements and locations for each contract year. The contractor will be asked to bid pricing in accordance with the solicitation and Statement of Work at the locations listed in the Attachment F spreadsheet. The evaluators will base their analysis on contractors pricing provided.

The price information shall include data regarding the general financial condition of the Offeror and specific plans for financing the proposed contract. The Government has no plans to provide any financial assistance.

The Cost Volume shall also include all executed representation certifications.

To assist the Government in determining cost reasonableness/realism for this effort, it is required that the Offeror provide enough detailed cost information with the offer to make this determination. In preparing the cost proposal, it is essential that Offeror breakout and identify separately for each year of the contract, the following types of cost elements listed below. The following is only an example of the various types of cost elements which may be applicable but not necessarily limited to:

(a) DIRECT LABOR - Identify the various labor categories intended for use under this contract including the number of labor hours, labor rates, and total cost for each labor category proposed for each year of the contract. The labor specified under this category shall only be for the prime contractor's direct labor and shall not include any subcontracted labor. (See subcontracted labor below).

Service Contract Act labor categories shall be identified by the Offeror. Do not lock any cells. Locked cells will make it difficult for the Government to evaluate the cost proposal.

The Offeror shall provide a narrative to explain any assumptions and the application of all burdens. This narrative shall be included as an attachment and cross referenced to the specific section of the cost proposal.

In accordance with FAR 52.244-2, when subcontractors and/or consultants are proposed, the Prime shall clearly identify their cost information to include a description of the supplies or services to be subcontracted; identification of the type of subcontract to be used; identification of the proposed subcontractor; and the proposed subcontract price. In addition, the Prime shall identify the labor category, employee name, and hours of all proposed subcontractors and/or consultants in accordance with the format prescribed in the Cost Summary Format (Attachment G). Offerors may expand the template by inserting additional lines to reflect the work force being proposed. The prime shall instruct subcontractors and/or consultants to submit supporting cost proposals in the same format as required for the Prime. Subcontractor and/or consultant proposals should only reflect their proposed hours and costs. If a proposed subcontractor and/or consultant does not want to disclose detailed pricing information to its prime contractor, then the subcontractor and/or consultant shall submit complete cost proposal spreadsheets in accordance with the following instructions:

The submission must include the solicitation number and the name of the prime contractor.

YOUR PROPOSED SUBCONTRACTORS, IF ANY, SHALL BE INSTRUCTED TO DO THE SAME.

Provide confirmation and date that copies of this cost proposal were submitted to DCAA, along with a current telephone number and point of contact.

(c) List of subcontractors that are submitting cost information independently. Cost data provided separately by a subcontractor or consultant should be received by the time and date specified for receipt of proposals. The prime contractor shall be responsible for justifying the reasonableness of each subcontractor’s or consultant’s cost, and this reasonableness analysis shall be submitted in this Volume.

(d) Briefly describe information concerning the general financial condition of your firm and specific plans for financing the proposed contract, including the most recent income statement and balance sheet or equivalent financial statement.

(l) Describe how the Offeror treats, for accounting purposes, the costs of employee training and whether such training occurs during the normal work week or outside the normal work week. Also, the Offeror shall define how Government-sponsored training costs are kept separate from contractor-training costs.

(m) It is recognized that some of the labor category titles used in the RFP may not exactly match the titles normally used in particular company operations. Accordingly, in order to permit a rapid comparison between the labor team proposed in response to this RFP and the Offerors actual labor mix, each proposal must provide the following:

(i) Direct labor rates related to the labor categories specified in the RFP.

(ii) A statement of the Offerors normally used nomenclature for each labor category included herein, together with a copy of the Offerors own position description for each labor category.
