SUMMARY OF CHANGES
The Purpose of Amendment 0005 is to:
1) Answer questions from industry:
Question 1: Page 33 of the solicitation includes the requirement for warranty marking, however a warranty clause is not included in the solicitation. Does the government plan to include a warranty clause?
USG Response 1: No additional warranty clause will be included.
Question 2: The link supplier typically uses GFE gages in FAT and conformance inspection. Is it acceptable for the offeror to include the use of those gages in the proposal?
USG Response 2: If a proposed link supplier has a GFE gage from another US Navy contract, it is acceptable to reference those GFE gages in the proposal. If the proposed link supplier does not have, or does not verify the presence of US Navy owned GFE gages, the contractor shall include the cost of all gages necessary for the production of this product in their proposal.
Question 3: Will the government allow for 11x17 size pages to improve legibility of the IMS, flow charts, etc.? Additionally, does the font size and type apply to the IMS, process flowcharts and graphics, such as illustrations, tables, charts, etc.?
USG Response 3: Page formatting, font size and type shall comply with Section L, 4.0 Proposal Format.
Question 4: Amendment 3 states that 750 rds. go to Dahlgren, but then later states that a portion of the 750 will go to Picatinny. Will any portion of those rounds be used for FAT testing of the links IAW DTL-WS-22458?
USG Response 4: The cartridges will be shipped to Dahlgren for testing. The report shall be delivered to Picatinny.
Question 5: SOW 3.2.2 states that a FAAT may be required if a supplier is out of production for more than 90 consecutive days. However, due to the longer supply chain and testing requirements – including the cycle test at Dahlgren, which is out of the contractor's control, this 90 day requirement is difficult to meet for this product. Would the government consider waiving the 90 day limit provided the supplier's process remain unchanged?
USG Response 5: The timeline for production to begin is a separate instance from completion or approval of First Article. If the contractor begins production with a supplier and fails to maintain
N0017421R0097 continuous production due to that decision, the contractor shall be responsible for the costs of any required First Article.
Question 6: Section 3.4.1 of the SOW requires MSE. However, Section 3.4.8 of the SOW references MSA and then states MSA is Not Applicable. Can the government please confirm that MSA is not required to be submitted to the government for approval?
USG Response 6: Any MSA required would be based on the contractor’s submission in the MSE (SOW 3.4, CDRL A005). There is no specifically required MSA, however the Government has no control over specifics in the contractor submitted MSE, the language for MSA is included for completeness.
Question 7: In SOW 3.4.9 it discusses NDT. Are there any specific NDT inspections required for this product?
USG Response 7: There are no specific NDT inspections required for this product.
Question 8: Section B of the solicitation only lists FAT pricing once for CLIN 0001. Does CLIN 0001 pricing apply to all ordering periods? Will the government add FAT pricing for each period beyond the first year (years 2-5)? The contractor cannot control whether the end of production from a delivery order and the placement and beginning of production on a subsequent order exceeds the 90 day period per SOW 3.2.2, which would necessitate a new FAT.
USG Response 8: The USG is anticipating FAT execution to be completed in year one only (CLIN 0001). If FAT is required later in the performance of the contract due to a lapse in production between delivery order awards, the USG will revisit this topic via a negotiated modification.
Question 9: The USG is allowed to order, and the contractor is required to accept, up to 150,000 cartridges every 90 days. Is there an annual capacity that the offeror is required to meet for this solicitation?
USG Response 9: There is no annual capacity that the USG is looking for, each Offeror’s manufacturing capacity will be evaluated as stated is Section L and M of the RFP.
