HQ B-2-0004 - EXPEDITING CONTRACT CLOSEOUT (NAVSEA) (DEC 1995)

(a) As part of the negotiated fixed price or total estimated amount of this contract, both the Government and the Contractor have agreed to waive any entitlement that otherwise might accrue to either party in any residual dollar amount of $500 or less at the time of final contract closeout. The term "residual dollar amount" shall include all money that would otherwise be owed to either party at the end of the contract, except that, amounts connected in any way with taxation, allegations of fraud and/or antitrust violations shall be excluded. For purposes of determining residual dollar amounts, offsets of money owed by one party against money that would otherwise be paid by that party may be considered to the extent permitted by law.

(b) This agreement to waive entitlement to residual dollar amounts has been considered by both parties. It is agreed that the administrative costs for either party associated with collecting such small dollar amounts could exceed the amount to be recovered.

HQ B-2-0022 CONTRACT SUMMARY FOR PAYMENT OFFICE (FIXED PRICE) (FEB 1997)

This entire contract is fixed price.

Section C - Descriptions and Specifications

STATEMENT OF WORK

GENERAL

1.1 Introduction

The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) (Government) requires a contract for fabrication, acceptance inspection, and delivery of Mk 70 Booster Fins, Assembly Drawing Number 1030-5082-002.

1.2 Scope

The Mk 70 Booster Fin Assemblies are a critical item designed to maintain the aerodynamics and stability in flight of the GQM-163A Coyote target. The Mk 70 Booster Fin is comprised of a honeycomb structure with hexcel honeycomb core with a bonded aluminum skin. The filler plate, channel, and bottom fitting are made of aluminum; and the leading and trailing edge is made of stainless steel. The fin shaft is made of heat-treated steel.

The contractor will purchase the materials, fabricate, assemble, perform in-process inspection, acceptance tests, and package/ship 4 fins in a container.

A booster fin kit is defined as four (4) fabricated fins packaged in one reusable container. The booster fin contractor is responsible for the cost of design and building shipping/storage containers. Individual fins are loaded, unloaded, and shipped several times during their life cycle. The container’s interior structure and all packaging materials shall be designed for multiple use(s). Shipping containers may be reused. The cost for shipping empty containers is paid by the contractor.

Fin kits must be built in accordance to the technical data package. The requirements of the drawings must be met. The adhesive film and the core aluminum honeycomb are not source, vendor, or manufacturer controlled.

3.5.3 Acceptance

3.5.3.1 First Article Acceptance Requirements

For a new contractor to become a qualified source, the contractor must complete the following two part qualification plan. Milestone A requires new contractors to build one fin, provide all inspection/lot documentation for the completed fin, all CDRLS required for a production delivery excluding A001, A002, A003, and ship the fin for government testing. This will demonstrate that the contractor can build the fin and provide the necessary acceptance documentation. Milestone B is dependent on the successful completion of milestone A. Milestone B will require the contractor to load test the fin in accordance with 1030-9004.

Milestone A Acquire production equipment, raw materials, set up and check out a pre-production fabrication process. This includes performing any dry runs and building prototype booster fins to establish an operational production/assembly line.

Invite government representatives for a site visit. The purpose is to review and approve the facility and fabrication process.

Conduct a critical design review (CDR) in accordance with CDRL A018 with the government in attendance. Use DoD 5000.2 as a guide for format and outcomes.

Manufacture 1 booster fin (this is a single fin not a kit) in accordance with drawing 1030-5082-002.

Perform final acceptance inspection and submit inspection documentation for review and approval by government quality assurance inspectors.

Ship the completed fin to the government for government inspection and acceptance.

Milestone B Conduct a test readiness review (TRR) in accordance with CDRL A019 for the load test with the government in attendance. Use DoD 5000.2 as a guide for format and outcomes.

Build a test stand, conduct the required fin structural load testing, and write the final report.

Invite government representatives to witness load testing.

The fin shall be destructively tested in accordance with 1030-9004. Drawing 1030-8150 is provided as an example load test fixture and is for reference only.

3.5.3.2 Lot Acceptance Requirements

Lot acceptance inspection shall consist of the contractor’s inspection(s)/test(s) and the government’s inspection(s)/test(s). The contractor is responsible for performing a 100% inspection and providing a copy of the inspection data.

Acceptance testing should consist of dimensional inspections, the tests called out in 1030-9006, and the glove and visual inspection for each fin kit. The contractor is responsible for creating an acceptance test plan and submitting to the government in accordance with DI-QCIC-80553A per CDRL A014. Any sections deemed not applicable by the contractor shall be marked as such, a brief justification may be provided. The contractor shall ensure that the delivered units are evaluated using acceptance test and inspection plans/or procedures, which ensure that the delivered units conform to the applicable documentation. All testing shall be performed as stated in the approved test plan. The government reserves the right to witness any or all of the inspections/testing.

The contractor is responsible for creating a lot acceptance test report and submitting to the government in accordance with CDRL A015. In this report, the Contractor shall document the test methodology used to perform the lot acceptance testing and shall document the results of each test. The Contractor shall only document those tests actually performed by it in the lot acceptance inspection report. The government may perform additional lot acceptance inspections/tests outside of the contractor’s test plan at the government’s discretion and cost to verify the contractor’s data. These tests will be stated in the DO. Lot acceptance samples shall meet the requirements of these tests, as well, in order for the government to approve the production lot.

3.5.3.3 Disposition of Test Sample

First article and lot acceptance test samples procured under this contract shall be considered to be destructively tested and therefore should not be included in net deliverable quantities.

3.5.4 Government Inspection of Facilities

The government, through any authorized representative, may visit/inspect the plant or plants of the contractor, or of any subcontractors, engaged in the performance of this contract to witness lot acceptance testing.

If any examination/test is made by the government on the premises of the contractor/ subcontractor, the contractor and any subcontractors shall provide all reasonable facilities and assistance for the safety and convenience of the government inspectors in the performance of their duties. All examinations and tests by the government shall be performed in such a manner as will not unduly delay work.

3.6 Progress Reports

The contractor shall submit monthly progress reports to the government in accordance with DI-MGMT-80555A per CDRL A016. Any sections deemed not applicable by the contractor shall be marked as such, a brief justification may be provided. Monthly progress reports shall be the vehicle whereby the government is appraised as to work accomplished, issues, and other reporting requirements.
