STATEMENT OF WORK

FOR

E-CAPS CCA PROCUREMENT

(ATTACHMENT 2)

1.0 GENERAL

1.1 Introduction

The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD); hereinafter also referred to as the Government, requires Contractor support for the manufacture of Electronic Blasting Cap System (E-CAPS) circuit card assemblies (CCAs).

This Statement of Work (SOW) defines the requirements, responsibilities, deliverables, and delivery timeline required by the Government for the manufacture of circuit card assemblies in support of E-CAPS Product Improvement Program (PIP).

1.2 Background

NSWC IHEODTD has developed a programmable remotely-fired detonator system, known as E-CAPS. The system consists of a transmitter and multiple receivers/detonators and is programmed, via the transmitter to detonate through a uniquely encoded radio frequency (RF) signal.

1.3 Scope

The Contractor shall fabricate, inspect and deliver E-CAPS CCAs in accordance with the requirements contained in each DO.

2.0 APPLICABLE DOCUMENTS

The Contractor is responsible for meeting the requirements of every applicable specification, standard and technical drawings contained within the product documentation of this SOW and the resultant contract. The product documentation listed below is maintained / controlled by NSWC IHEODTD.

2.1 Product Documentation

The following product documentation, containing technical drawings, specifications and standards are utilized for manufacture of the E-CAPS CCAs. Document users are cautioned that they are required to meet all of the requirements of the following, including any further references cited within these documents.

The drawings will only be sent to International Traffic in Arms Regulation (ITAR) approved Contractors. Contractors shall treat these documents as sensitive material.

2.3 Conflicting Document Requirements

If there are any conflicts noted between the aforementioned publications, drawings or inspection requirements listed within the Product Documentation, Section 2.1 above, the Contractor shall notify the Government in writing for interpretation, clarification, and resolution. If the specific part number is obsolete, the Government will provide the Contractor with a new part number. The Government will not allow any other substitutions of parts listed within the Product Documentation, Section 2.1 above.

3.0 REQUIREMENTS

3.1 General

The Government requires manufacture of the E-CAPS CCAs in accordance with the product documentation, specified in Section 2.1 above and each individual DO.

The Contractor shall be compliant with the ITAR. The Contractor shall fabricate, inspect, and deliver E-CAPS CCAs as described in this SOW. The Contractor shall provide, procure, design and/or fabricate all necessary tooling/equipment to manufacture and optically and/or visually inspect the units, and provide data as detailed herein.

The Contractor shall notify the Government prior to start-of production; at that time, the Government may elect to witness / observe the Contractor’s manufacturing processes at the Contractor’s facility.

3.2 Classification of characteristics

Characteristics verified by the inspections and tests specified herein are classified in accordance with MIL-STD-1916.

3.3 Fabrication and Test

3.3.1 Parts and Manufacturing Process

Parts shall be in accordance with the drawings and specifications specified in Section 2.1 of this SOW and each individual DO. The Contractor shall maintain and control manufacturing processes to fabricate, inspect, and deliver E-CAPS CCA’s as described in the SOW. These processes shall cover all phases of E-CAPS CCA manufacture, from the ordering of raw materials to Government acceptance of the finished product. All parts shall be manufactured in accordance with the drawings, specifications and applicable documents referenced in this SOW. Once the sample units are accepted, as the basis for contract award, the Contractor shall not change parts, board manufacturer, or board assembler without prior approval from the Government.

3.3.2 Production Units Traceability

The Contractor shall maintain traceability records of the raw material and/or sub-component lot numbers that are used in each production unit lot.

3.4 Quality Control

3.4.1 Quality System and Quality Control Processes

The Contractor shall maintain a quality system, associated certification(s) of compliances, and inspection results. The Contractor shall maintain quality and process controls that will be used to ensure that the production unit is in compliance with the applicable drawings, specifications, and this SOW. The Contractor shall maintain documentation and processes that will be used to identify, record, and disposition of non-conforming material, in-process rejects/reworks and characteristic discrepancies. The Government reserves the right to review the quality system / controls, maintained by the Contractor anytime during the contract. This documentation shall be maintained by the Contractor for at least five (5) years after completion of the contract, and shall be made available upon request.

3.4.2 Inspection of Product

The Government will perform final acceptance of each lot at NSWC IHEODTD. The Contractor shall perform conformance tests, and all inspection requirements as specified within the applicable Product Documentation; Section 2.1 of this SOW. The Government will only accept a product lot after the contractor has successfully complied with, completed, and passed all requirements specified within this SOW.

3.4.3 Lot acceptance.

3.4.3.1 Lot formation.

The term "lot" as used throughout this specification refers to an inspection lot, which is defined as an essentially homogeneous collection of units of product from which a representative sample is drawn and inspected to determine conformance of the lot with applicable requirements. The sample shall be selected only from that quantity of units that make up the represented lot. Homogeneity shall be considered to exist provided the lot has been produced by one manufacturer, in one unchanged process, using the same supply sources, materials, tooling, and methods in accordance with the same drawings, drawing revisions, specifications, and specification revisions. Any such changes shall be brought to the attention of the contracting officer and may require the start of a new lot and possibly a First Article Test (FAT) at the discretion of the Government. Inspection lots shall comply with ANSI/ASQC Z1.4.

Inspection lots for components or subassemblies, other than the items of delivery, shall be homogeneous and of a size convenient to the contractor. Every effort shall be made to keep the number of container lots that contain a specific component lot at a minimum. Drawing number and revision letter, manufacturer, lot numbers and quantities for each component shall be recorded.

4.0 REPORTING REQUIREMENTS AND DATA DELIVERABLES

Reporting deliverables, as specified herein shall be approved by the Government Technical Point of Contact (TPOC).

4.1 Documentation

The paragraphs below describe the types of documentation that may be required from the Contractor.

4.1.1 Requests for Deviations

The Contractor is responsible for preparing and submitting all Requests for Deviation (RFD) in accordance with CDRL A001 (Request for Deviation). A single RFD shall be submitted for each proposed change to the engineering requirements as specified on any product documentation, this SOW, and/or contract. Each RFD shall contain at a minimum a description of the deviation, need for the deviation, proof/reason the change will not hinder any other requirement, and the corrective action taken. An RFD shall also be required from the Contractor to document an as-built, discrepant configuration.

4.1.2 Quality Assessment Report

Upon completion of the DO, the Contractor will submit a Quality Assessment Report in accordance with CDRL A002 (Quality Assessment Report).

4.1.3 Special Tooling and Equipment Report

The Contractor shall design and fabricate when necessary any special tooling and gauges required to produce, and inspect the E-CAPS CCA’s.

4.1.4 Certificate of Compliance

A Certificate of Compliance shall be submitted for each lot or shipment delivered to the Government as specified within each individual DO. This certificate shall certify that the product delivered to the Government is in full compliance with all of the requirements of this SOW, the drawings, and specifications, and shall be submitted in accordance with CDRL A003 (Certificate of Compliance). The Certificate of Compliance shall include the signature of a contractor representative authorized to make such certification.

4.2 Hardware Deliverables

The Contractor shall be responsible for coordinating and shipping each of the E-CAPS CCA deliverables F.O.B. Destination to the required destination at NSWC IHDEODTD identified in the Delivery Order.

4.3 Government Furnished Materials (GFM)

A list of GFM will be provided to ITAR approved Contractors with the Government drawings.

5.0 PACKAGING

The Contractor shall perform preservation and packaging to ensure product is delivered free from defects and in an ESD safe condition.

Each shipping container shall be marked with and shall contain paperwork with the following:

6.0 SECURITY

The E-CAPS CCA is International Traffic in Arms Regulation (ITAR) controlled. The Contractor, as well as any subcontractors, shall adhere to the requirements of current ITAR regulations at all times, through the duration of this contract. The Government will make suitability determination of adequacy that security requirements are being met, as well as, for adequacy of production facilities used by the Contractor.

The Contractor shall develop/utilize written security procedures to maintain security standards in accordance with the requirements of ITAR. The Contractor shall maintain these procedures at their facility for review by Government representatives at all times.
