N00174-14-R-0022 – E-CAPS PIP CIRCUIT CARD ASSEMBLY

Attachment (1)

The Naval Surface Warfare Center Indian Head Explosive Ordnance Technology Division (NSWC IHEODTD) has a requirement for an E-Caps PIP Circuit Card Assembly; in accordance with the Statement of Work (Attachment 2). This acquisition is 100% Small Business Set-Aside. The Government intends to award up to three (3) Indefinite Delivery Indefinite Quantity (IDIQ) Contracts with Firm Fixed Priced Orders.

Stage 1: Solicitation Process All vendors interested in providing an offer must first be International Traffic and Arms Regulation (ITAR) Compliant. Vendors must provide a capability statement detailing their capability and experience in meeting this type of requirement. The vendor can provide brochures, company websites or any other pertinent information that details the vendors’ capabilities to provide the Assemblies. All vendors must complete the Past Performance Matrix (Attachment 3) for similar contracts. All vendors must provide Past Performance Surveys (Attachment 4) if available to Yolanda Riley – yolanda.riley@navy.mil and Edna Gigon – edna.gigon@navy.mil All vendors must provide proof of International Traffic and Arms Regulation (ITAR) Compliance in accordance with DFAR 227.675-1. The U.S. Government requires all manufacturers, exporters, and brokers of defense articles, defense services or related technical data to be ITAR compliant. For a vendor involved in the manufacture, sale or distribution of goods or services covered under the United States Munitions List (USML), or a component supplier to goods covered under the USML, the stipulation or requirement of being "ITAR certified (compliant)" means that the company must be registered with the State Department's Directorate of Defense Trade Controls (DDTC), if required as spelled out on DDTC's web site and the company must understand and abide by the ITAR as it applies to their USML linked goods or services.

ITAR Compliance must be submitted to Yolanda Riley – yolanda.riley@navy.mil and Edna Gigon – edna.gigon@navy.mil via (Attachment 5) and any other pertinent documents that may apply.

All vendors must provide the required information no later than 20 June 2014. Any information received after 20 June 2014 will not be considered.

Customers providing the requested information that verifies their ability to meet the requirement will be invited to participate in Stage 2 of the solicitation.
