About this file
This document is a Technical Specifications/Salient Characteristics sheet for a federal procurement of Uninterruptible Power Supply (UPS) systems by the Naval Research Laboratory (NRL) Ocean Sciences Division.
NRL seeks to replace two datacenter-class UPS units, each with 80kVA capacity and capable of powering connected equipment for a minimum of 10 minutes on battery. All equipment must be new with N+1 internal redundancy for power modules and batteries. Each UPS system cannot exceed 100 inches wide by 115 inches deep by 94 inches high (including clearances), must weigh no more than 7,500 lbs, and thermal output must not exceed 22,000 BTU/hr. The solution must include an integrated 480V to 208V transformer, an integrated 225-amp electrical distribution cabinet with 72 breaker positions, a maintenance bypass switch, and a remote Emergency Power Off switch with hinged cover. The vendor is responsible for decommissioning and removing existing legacy APC Symmetra PX UPS systems and disposing of all batteries. Installation of 48 power feeds with NEMA L21-30P plugs and 48 metered 0U rack-mount PDU devices with specific outlet configurations is required, along with all electrical installation by licensed Mississippi electricians during after-hours/weekends. All hardware, software, and firmware must be Trade Agreements Act compliant with secure network management via HTTPS, SSH, or SNMPv3, and wireless communications are prohibited.
Additional requirements include manufacturer startup services, initial in-person training on system operation and user-serviceable repairs, three-year manufacturer warranty with 7x24 support and next-business-day on-site repairs, and one preventative maintenance visit annually for three years. End of support date must be at least 10 years from purchase. Delivery and installation must not exceed five months from purchase, with equipment delivered to NRL Building 1005 at Stennis Space Center, Mississippi. All delivery and installation personnel must be U.S. Citizens authorized for NRL and NASA security access, with personnel lists provided at least five business days prior to arrival. The vendor must provide electronic copies of full operating instructions, electrical wiring schematics (CAD), and complete mechanical schematics (CAD) with dimensions and weights. Vendors should indicate whether they hold a Governmentwide Multiple Award Schedule (MAS) Contract that can fulfill this requirement.

Uninterruptible Power Supply (UPS) PR No.: 1300XXXXXX
Specifications / Salient Characteristics
TECHNICAL SPECIFICATIONS/ SALIENT CHARACTERISTICS
Description of Requirement
NRL Ocean Sciences Division is seeking solutions to replace two (2) datacenter-class uninterruptible power supplies (UPS), each with a capacity of 80kVA, and the ability to provide electrical power to connected equipment for at least 10 minutes. Solutions are also expected to provide electrical feed cabling and rack PDUs to match the updated UPS systems. Full details of the salient characteristics are captured in section 2 of this document.
Primary Capabilities/ Salient Characteristics/Technical Specifications:
Capacity and UPS primary capabilities:
• All equipment must be new. Refurbished or used equipment is not technically acceptable.
• Must support a minimum overall capacity of 80kVA of UPS-protected output capacity at 95% or greater power factor efficiency.
• Power modules and batteries must be configured for N+1 internal redundancy to maintain full load capacity during power module and/or battery maintenance or failures.
• The solution must be capable of running 80kVA of equipment for a minimum of 10 minutes on battery power.
• Each UPS system must not exceed 100 inches wide, 115 inches deep, and 94 inches high including required clearances for cooling, maintenance access and any required overhead cable management.
Note: the system must traverse doorways with a maximum height of 79.5 inches. The vendor must ensure the UPS can be split or packaged to clear this height during delivery/rigging into the space.
• Total system wet weight (including batteries) must not exceed 7,500 lbs. and must not exceed floor loading capacity. Vendors may provide additional floor-stands or other manufacturer specific mounting brackets required to exceed current raised floor limits. Existing raised flooring systems are Tate ConCore® CC1250 with a 2x2 bolted stringer system.
• Thermal output must not exceed 22,000 BTU/hr. at full load. All exhaust must be to the top or rear of the system.
Electrical and Distribution requirements:
• Electrical input is 480V 3phase power provided from existing facility switchboard. Existing EMT conduit between the facility switchboard and UPS installation location must be used for input cabling.
• Proposed UPS solutions must include an integrated 480V input to 208V output transformer within the physical space limitations.
• System must provide an integrated electrical distribution cabinet rated for at least 225Amps 208V with a minimum of 72 breaker positions
• Must include an integrated maintenance bypass switch.
• Must include a remote Emergency Power Off (EPO) switch equipped with a physical, hinged cover to prevent accidental activation. The EPO must support hardwired shutdown of the UPS and at least 5 total devices. The vendor is fully responsible for routing and terminating all low-voltage EPO control wiring to the UPS devices.
• The vendor is fully responsible for the electrical disconnection, safing, and lock-out/tag-out of the existing legacy APC Symettra PX UPS systems and battery strings. The vendor is responsible for rigging and transporting the decommissioned legacy UPS cabinets and batteries from the server room to the facility's designated high-bay storage area. The vendor is also responsible for removal and hazmat disposal of all batteries. Final disposal/destruction of the legacy equipment remains the responsibility of the government's in-house staff.
• Vendor installation of forty-eight (48) power feeds with NEMA L21-30P plugs and appropriately rated breakers in accordance with local electrical code, twenty-four (24) power feeds for each
UPS. Each power feed will be up to 60 feet long and customized onsite to meet exact length requirements. All cables must be routed overhead using flexible liquid-tight whips or hard-conduit in accordance with local electrical code.
• The vendor must provide forty-eight (48) 0U rack mount, metered, 3 phase 120/208V power distribution units (PDU) devices each with a NEMA L21-30 input connection and thirty-six (36)
NEMA C13; six (6) NEMA C19; six (6) NEMA 5-15/20R output connections. PDU’s must be functionally and operationally compatible with UPS infrastructure and installed power feeds.
• Vendor is responsible for the electrical installation of UPS equipment including all materials and labor. All electrical installation, wiring, and termination work must be performed by fully licensed and bonded electricians approved to work in the State of Mississippi. All physical installation, rigging, and electrical terminations must be completed after-hours (1800-0600) and/or on weekends. Non-disruptive site prep work may be completed during business hours
(0700-1800)
Compliance Requirements:
• All hardware, software, and firmware provided must be Trade Agreements Act (TAA) compliant.
