About this file

This is a Combined Synopsis/Solicitation for Commercial Items issued by the Naval Research Lab (NRL) in Washington, DC for the procurement of a Specialty Fiber Optic Draw Tower system. The solicitation number is N0017326QCM01, posted on May 7, 2026, with a response deadline of May 22, 2026 at 4:00 PM EST. This is a firm fixed-price Request for Quote under FAR Subpart 12.2 for full and open competition with no set-asides. The NAICS code is 333248 with a 750-employee size standard, and the product/service code is 3695. Questions must be submitted within five days of the posted date to the contracting officer Sonya Diaz De Leon or contract specialist Connor Murphy.

The requirement encompasses 19 line items totaling a complete fiber optic draw tower system with an estimated delivery of 10 months from award date to the Naval Research Laboratory at 4555 Overlook Ave. SW, Washington, DC 20375. Major components include the draw tower frame (1.2m x 1.2m x 9m tall), preform feed and pressure control systems, furnace and control system capable of 2300°C maximum temperature, fiber and coated fiber diameter measurement systems, coating application systems with LED curing at 365nm with 12w/cm², fiber take-up and capstan systems with tension measurement, project management, installation supervision, commissioning at the contractor's site, system documentation, software access, and packing/shipping. All equipment must be new, manufacturer-warranted commercial items with the vendor serving as an OEM, authorized dealer, distributor, or reseller maintaining OEM warranty and service. Evaluation will use a price/technical tradeoff analysis with three equally weighted factors: compliance with specifications in Attachment 1, supplier past performance (assessed via SPRS scoring), and cost/price. The government will determine fair and reasonable pricing through competitive analysis or standard price analysis techniques if only one response is received. Government inspection and acceptance must occur within 30 days of delivery with FOB destination terms and no DPAS rating.

Evaluation and Basis for Award

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Factors other than price shall be considered, and a Price/Technical Tradeoff analysis of both price and non-price factors will be conducted as part of each submission’s evaluation. Trade-off considerations may result in the determination that it is in the best interest of the Government to award to an Offeror that does not have the lowest price technically acceptable offer, or similarly, an Offeror that does not have the highest technically-rated offer. The following factors shall be used to evaluate offers:

1. Compliance with Specifications

The Government will evaluate proposals based on how well the proposed product(s) meet the minimum requirements of Attachment 1.

Rating Description

Acceptable The proposal meets all minimum requirements of Attachment 1 Unacceptable The proposal does NOT meet all minimum requirements of Attachment 1

2. Supplier’s Past Performance

IAW DFARS 252.204-7024 (DEVIATION 2026-O0043), the contracting officer shall consider data available in the statistical reporting module of the Supplier Performance Risk System (SPRS) regarding the supplier’s past performance history for the PSC and/or NAICS of the supplies being purchased.

Ratings:

o Low Risk: SPRS Supplier Risk Score of Blue, Purple, or Green, indicating a higher score in

SPRS and are therefore, considered to have a lower risk of poor contract performance o High Risk: SPRS Supplier Risk Score of Yellow or Red, indicating a lower score in SPRS and are therefore, considered to have a higher risk of poor contract performance o Neutral: In the case of a supplier without a record of relevant past performance history in

SPRS for the NAICS or PSC of the supplies being purchased, the supplier may not be evaluated favorably or unfavorably for its past performance history.

3. Cost/Price

The Government anticipates making a determination of fair and reasonable price based on competitive quotes as described in FAR 12.204(a). If only one response is received, the Government will determine the price to be fair and reasonable using standard price analysis techniques (e.g. knowledgeable sources, market research, historical prices, etc.).

(b) Order of Importance: Factor 1 (Compliance with Specifications), Factor 2 (Supplier’s Past Performance) and Factor 3 (Cost/Price) are EQUALLY IMPORTANT.

(c) Award on Initial Responses; Exchanges with Best-Suited Contractor: The Government anticipates selecting the best-suited contractor from initial responses, without engaging in exchanges with vendors. Vendors are strongly encouraged to submit their best technical solutions and price in response to this RFQ. However, the Government may engage in limited exchanges to clarify certain aspects of quotes. Once the Government determines the contractor that is the best-suited (i.e., the apparent successful contractor), the Government reserves the right to communicate with only that contractor to address any remaining issues and revise quotes, if necessary, and finalize an award with that contractor. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined in the sole discretion of the Government, the Government reserves the right to conduct exchanges with the next best-suited contractor and address any remaining issues and revise quotes, if necessary, and finalize an award with that contractor.
