About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Naval Research Laboratory to address questions and Government responses regarding a construction project at Building A59 in Washington, DC.

The amendment provides clarification on 28 questions submitted by offerors concerning the scope, schedule, and execution of work to replace three exterior porches. Key responses include: the period of performance (September 28 through December 4, 2026) will be reviewed and adjusted post-kickoff if necessary; December 4 represents completion of physical work only, with punch-list corrections handled separately; individual porches may be inspected and returned to service before final project acceptance; Davis-Bacon Act wage determination DC20260002 applies; performance and payment bonds are not required; FAR 52.236-2 (Differing Site Conditions) has been added by reference; invoicing may occur after each porch is completed and accepted; design changes are permitted provided final designs meet code requirements; no geotechnical information is available, but presumptive soil bearing values are acceptable during design with verification upon excavation; hot-dip galvanized steel finish is acceptable without paint; raised-pattern plate is acceptable for landing decks but grating is not; asbestos or lead remediation discovered after award will be handled through modification; no electrical work is included in scope; temporary traffic lane closure is permitted for construction access; telehandlers used only with forks and no suspended loads do not require Code 3523 lift plans; and regular operating hours are 7 a.m. to 4 p.m. weekdays. The amendment also incorporates multiple FAR construction clauses effective February 2026, including labor standards, wage requirements, site conditions, and cleanup provisions.

SUMMARY OF CHANGES

Section A [Mod Specific] - Mod Specific

Miscellaneous text in this section has been modified to:

1. The current period of performance is September 28 through December 4, 2026. With kickoff occurring within two weeks, badging taking approximately 2-3 weeks, a two-week design review before fabrication, galvanized steel lead times, and the requirement to keep at least one porch in service, completing all three porches by December 4 appears very difficult. Would the Government consider extending the period of performance, such as 120 calendar days from award? Alternatively, would it be possible to take all three porches out of service at the same time and use the other building exits for egress?

Government Response: After Kick-Off Meeting schedule will be reviewed and adjusted as necessary.

2. Does December 4, 2026, represent completion of the physical work, or final acceptance? We ask because SOW C.18 provides a 30-day period for correcting punch-list items.

Government Response: It represents completion of physical work. If punch list items are required, schedule will be adjusted as necessary.

3. Once a porch is completed, can it be inspected and returned to service before final acceptance of the entire project? This would allow us to move on to demolition of the next porch.

Government Response: Yes

4. Does FAR 52.222-6, Construction Wage Rate Requirements, apply to this solicitation? If so, could you please provide the applicable wage determination?

Government Response: Yes, the wage determination information is Davis-Bacon Act WD #: DC20260002.

5. Will performance and payment bonds be required under FAR 52.228-15?

Government Response: No

6. We did not see FAR 52.236-2, Differing Site Conditions, included in the solicitation. If concealed conditions are discovered and reported under SOW C.13, how will those conditions be handled after award?

Government Response: Clause has been added by reference.

7. Section L.3.3 indicates payment will be made on the final invoice. Would the Government consider allowing invoicing after each individual porch is completed and accepted?

Government Response: Yes

8. Block 27a indicates that FAR 52.212-5 is attached, but we did not see it in the solicitation package. Could you please provide a copy and confirm whether any Buy American construction material requirements apply to the structural steel?

Government Response: This is a form error FAR 52.212-5 is no longer required.

9. In the plans are considered CUI? If so, may we provide it to our steel fabricator and structural engineer for design and pricing purposes? If it can be shared, what handling or flow-down requirements would apply?

Government Response: Plans are CUI documents and can be disseminated with CUI noted.

10. SOW A describes the plans as a preliminary design. Will the contractor's engineer be allowed to make reasonable design changes where necessary? For example, this could include frost-depth footing requirements or designing the new porch as a self-supporting structure rather than attaching it to the existing metal panel wall.

Government Response: Yes, design changes are allowed as long as the final design meets code requirements.

11. Is any geotechnical information available for the area around Building A59? If not, would presumptive soil bearing values be acceptable instead of requiring borings?

Government Response: No geotechnical information is available. Assumption is allowed during design. Soil bearing capacity and conditions must be verified upon excavation.

N0017326Q19040002

12. Is there a specific roofing system required for the new porches, such as membrane, standing seam, or exposed galvanized deck? Also, are gutters and downspouts required? If so, where can they discharge?

Government Response: Exposed galvanized deck is acceptable. Gutters and downspouts are required. Stormwater is charged to the sidewalk and street.

13. Is hot-dip galvanized steel acceptable as the final finish without paint, or does the steel need to be painted to match the existing building? If painting is required, what color or finish should be used?

Government Response: Hot-dip galvanized steel is acceptable.

14. Can the landing deck be constructed using raised-pattern plate or grating instead of the plain steel plate shown in the preliminary design?

Government Response: Raised-pattern plate is acceptable. Grating is not acceptable.

15. What occupant load does each door serve? This information would help us confirm the required stair width.

Government Response: See governing code for load requirements. All stairs are egress stairs, not for equipment transportation.

16. Under SOW C.9, will any permits from the District of Columbia be required, or are the applicable permits limited to NRL internal permits such as dig and hot-work permits? If permits are required, are there any associated fees that should be included in our proposal?

Government Response: Not aware of any DC permits required.

17. Does NRL have any existing asbestos or lead survey information for the porches, canopy fascia coating, roofing materials, or sealants? If asbestos or lead is identified through testing after award, would remediation be handled through a modification, or is the contractor expected to include that work in the initial quote?

Government Response: NRL does not have any recordings of existing asbestos or lead presence for all three existing stairs. If asbestos or lead is found through testing after award, remediation would be handled through a modification.

18. The metal wall panel bases appear to be rusted through behind all three landings, and there is also corrosion at the door alcove jambs. Is repair or replacement of the wall panels, base trim, or alcoves part of the scope? If not, could the EIC document these conditions with photographs before demolition? We understand contractors may not be permitted to take photographs.

Government Response: After existing stairs are demolished, existing wall panels and accessories will be assessed if repair or replacement is required.

If yes, remediation work would be handled through a modification. EIC will take photos and forward if required.

19. There are lights and exposed wiring attached to the existing porch columns and canopies. Is replacement lighting included in the scope? If so, are there specific fixture types, emergency backup requirements, or requirements to reuse the existing fixtures? Will NRL handle disconnecting and reconnecting the electrical service?

Government Response: No electrical work is in this project.

20. At Door F, the STOP, no-left-turn, and wayfinding signs are attached to the existing porch columns. Should the contractor reinstall these signs on the new structure, or should they be moved to a new post? Will temporary traffic control be required while the signs are removed?

Government Response: The traffic sign shall be installed on the new structure.

21. The fire department connection and standpipe at Door F are located next to the landing. Are there required clearances for the new columns and landing? Will the Fire Department need to be notified or approve the new configuration?

Government Response: Vendors shall determine minimum standoff distance from the requirements per the governing codes.

22. For the sidewalk, is replacement limited to the area disturbed by the new footing and construction, or should the contractor replace the sidewalk back to the nearest existing joints and curb? Also, does the new concrete need to match the existing exposed-aggregate finish?

Government Response: The sidewalk is replaced limited within new work area. New concrete does not need to match the existing.

23. When the existing footings are removed, does the excavated soil need to be containerized and tested in accordance with the soil boring note in SOW C.3, or can the soil leave the site along with the concrete demolition debris?

Government Response: The excavated soil needs to be tested before hauled away the site.

24. Are underground utilities near the porches shown on any available drawings? In particular, we are concerned about the fire line serving Door F FDC and the small round utility covers located in the sidewalk near Door F2.

Government Response: Some underground utility lines are near the stairs based on the utility drawings. All project areas are required to be verified for the existing utility lines prior to the construction work.

25. Where will we be allowed to set up a laydown area? Will we be permitted to temporarily close a travel lane for concrete trucks and telehandler operations, or will access be limited to the sidewalk?

Government Response: Laydown area will be reviewed for approval based on size. One-direction traffic lane could be temporarily closed.

26. If a telehandler is being used only with forks and no suspended loads, would it still be considered a crane requiring a Code 3523 lift plan?

Government Response: If a telehandler is used only with forks and no suspended loads, a lift plan is not required by Code 3523.

27. Is temporary power available at Building A59? If not, can the contractor use a portable engine-driven welder/generator without needing an environmental permit?

Government Response: An environmental permit is not required.

28. Are there any noise or vibration restrictions, or designated quiet hours, for work around the occupied building? This would be particularly helpful to know for demolition, hammering, and concrete saw cutting.

Government Response: Regular operation hours are from 7am to 4pm weekdays. Occupants of Building A59 will be notified when demolition begins.
