About this file
This document is an Amendment 1 Questions and Answers document for a Department of the Navy electrical infrastructure installation contract (Solicitation N00173-25-Q-GF06). The Q&A covers multiple technical and procedural clarifications, including key details such as: the government will be responsible for installing sheetrock, mezzanine, overhead crane, pool pumps, building A/C, and a structural non-conductive mount, while the contractor is responsible for electrical circuits, conduit runs, and securing SSH cabinets. Lighting requirements specify a minimum of 20 foot-candles at various levels, with alternative lighting configurations acceptable. Technical specifications include using NEMA 4x compliant receptacles, steel set screw for internal EMT, and a wood deck mezzanine. Notably, all general-purpose quad receptacles will be fed from panel EE3, electronic/emailed proposals are required, bonds are not required, and the ANG Marine isolation transformer is government-furnished equipment. The question submission period has concluded, with the cutoff being 7 days after the June 17, 2025 posting date.

Amendment 1: Questions and Answers
1) Q: Please provide drawing showing mezzanine elevations along with drawing for crane showing rail elevations.
A: See document labelled PSM-MOD-060-A1, attached in the email sent to all Industry
Day attendees on June 17, 2025.
2) Q: The current scope calls for lights to be installed above the pool. This will be extremely difficult for the government to service these fixtures in the future without building a platform across the pool. Would the government accept a design for installing the lights around the perimeter walls as long as they illuminate across the entire room and meet spec?
A: Yes, alternative lighting configurations are acceptable.
3) Q: Please provide minimum number of foot candles required at ground level that we must achieve in our design.
A: Minimum of approximately 20 foot-candles (215 Lux) at the floor level, under the mezzanine, on the mezzanine deck and in the ACCM room.
4) Q: Are steel compression raintight fittings required or steel set screw for EMT raceways?
A: Steel set screw for internal EMT. Any exterior conduit should be protected from moisture intrusion.
5) Q: Will the government provide lift equipment for setting the transformer and Servo cabinets?
A: Government will not provide lifting equipment. Servo cabinets are deleted from the requirements.
6) Q: Is the contractor or the government responsible for mounting and installing the transformer and Servo cabinets?
A: Contractor is responsible of installing all transformers and battery backups. Servo cabinet is deleted from the requirements.
7) Q: Who is responsible for mounting the “structural non conductive mount” between the drywall and the SSH cabinets?
A: The Government is responsible for mounting the “structural non conductive mount”. ¾ pressure treat plywood will be installed for mounting SSH cabinets.
8) Q: Who is responsible for providing the “structural non conductive mount” between the drywall and the SSH cabinets? If contractor is responsible please provide design.
A: See Q7
9) Q: If contractor is responsible for installation of “structural non conductive mount” please provide installation diagram.
A: See Q7
10) Q: Is the “structural non conductive mount” pre-engineered to support the weight of the
(4) SSH cabinets as shown on the drawing? Or is contractor responsible for hiring and including design engineering as a part of our bid?
A: The Government is responsible for mounting the “structural non conductive mount”. ¾ pressure treat plywood will be installed for mounting SSH cabinets. The contractor will secure the SSH cabinets to the installed plywood and utilize the support
“feet” to appropriately react the weight into the floor.
11) Q: Is the government or contractor responsible for installation of sheetrock around perimeter of room?
A: The Government is responsible for sheetrock installation (will be installed prior to contract initiation)
12) Q: Is the government or contractor responsible for installation of mezzanine?
A: The Government is responsible for sheetrock mezzanine installation (will be installed prior to contract initiation)
13) Q: Is the government or contractor responsible for installation of overhead crane?
A: The Government is responsible for crane installation (will NOT be installed prior to contract initiation)
14) Q: Is the government or contractor responsible for installation of pool pump, filter system, and drain equipment?
A: The Government is responsible for installation of pool pumps (will be installed prior to contract initiation, contractor is responsible for conduit runs and electrical circuits)
15) Q: Is the government or contractor responsible for installation of blast housing compressor?
A: This requirement has been deleted from the SOO.
16) Q: Is the government or contractor responsible for installation of the building A/C?
A: The Government is responsible for AC installation however the contractor is responsible for conduit runs and electrical circuits.
17) Q: The specs call for “metal boxes” for receptacles. The specs call for nema 4x junction boxes for terminations. Please specify what type of “metal boxes” and covers are required for receptacles.
A: Receptacles should be NEMA 4x compliant.
18) Q: Please provide site visit meeting minutes.
A: No minutes are available.
19) Q: Is the contractor responsible for providing a full set of engineered drawings? Or will contractor hand drawings be acceptable.
A: Drawings in contractor format are acceptable.
20) Q: In the “combined synopsis/ solicitation document, under “contract type” it states “firm fixed price”. In the “statement of objectives” document, under #2 “type of proposal” it states “the government will consider the period of performance in selection and will look favorably on minimizing the time to install the electrical system”. Will the contract be evaluated and awarded solely based on a “firm fixed price” or “best value” with price as a factor or “LPTA”?
A: See FAR SECTION V: FAR 52.212-2 - EVALUATION - COMMERCIAL
PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) in the CSS.
21) Q: The contract documents do not specify Bond requirements. Are Bid and Final Bonds required?

GFE schedule.
A: The ANG Marine isolation transformer is GFE. General-purpose transformer that will be feeding panel EE3 should be procured by contractor
25) Q: The detail drawings for the mezzanine do not show what the flooring materials will be constructed with. Will this be a diamond plate or grating?
A: The mezzanine will be wood deck.

The statement of objectives 8.4.1 states that the same quad receptacles are to be fed from panel EE2. Please confirm what panel these general-purpose receptacles are to be fed from. Can we split the general-purpose receptacles up into both EE2 and EE3?
A: All general purpose quad receptacles are to be fed from panel EE3.
27) Q: When is the cutoff day to submit questions?
A: Per the CSS, questions must be submitted no later than 7 days after the posting date which was June 17, 2025. The Question and Answer phase has therefore concluded.
