NRL R&D in Support of Digital Integrated Electronic Warfare Simulations RFP N00173-23-R-ML01 Questions & Answers

Questions Answers

1. RFP, SF33: Page 44 of the solicitation states that Offerors must submit a proposal by the closing date and time provided in block 9 of the SF33.

However, there is no due date specified on the SF33. Will the Government please confirm that the due date is 31 August 2023 at 1800?

1. Please see amendment A0001.

Additionally, the due date has now been extended to 15 September, 2023.

2. Section L, Proposal Organization, Page 45: The table includes Volume IV, Small Business Subcontracting Plan. However, there are no instructions for this volume on page

50. Please confirm that the Small Business Subcontracting Plan is not required for Small Businesses.

2. Please see amendment A0001. Volume IV has been updated. Government confirms that Small businesses do not need to include subcontracting plan IAW

FAR 52.219-9.

3. Section L, Proposal Organization, Page 45: The table cites Volume V as Cost/Price and Volume VI as Contract Information. However, pages 50 and 54 identify these sections as Volume IV and Volume V, respectively.

Please confirm the correct volume numbers.

3. Please see amendment A0001. These volumes were corrected to be consistent with the proposal organization table.

4. Section L, Proposal Organization, page 45: This table reflects a 20 page limit for Volume II, Past Performance. Please confirm that Questionnaires and/or CPARS Reports addressed on page 49 do not count toward the page limit.

4. Confirmed. Refer to Section L Proposal Organization, page 45. “Each page shall be counted except for the following:

cover pages, table of contents, cross reference tables, tabs, glossaries, acronym lists, subcontractor/teaming agreements, past performance questionnaires, CPARS reports, staffing plans, resumes and letter of commitments.”

5. RFP, Section L, Page 54: The “Contract Information” section requires completion of Section K; however, there does not appear to be anything to complete. Will the Government please clarify this requirement?

5. Please see Amendment 0001, Section K has been updated accordingly.

6. RFP, Attachment 5, Cost Price Summary:

The Summary Template tab shows costs for two years, which appears to be for the Task Order proposal with a level of effort of 18,110 hours per year. Page 51 also references Attachment 5 for the Base IDIQ. Should offerors use the Attachment 5 template and modify it to reflect a five-year performance period?

6. The requirement for pricing at the IDIQ has been removed from this solicitation.

See amendment 0001 for cost/pricing requirements.

7. RFP_ATT 02_PERS

QUALS_23RML01, Page 1, Engineering Technician (KEY) (page 1): This labor category requires “ten years experience operating IR missile simulators in field platforms, collecting data from these simulators, and data reduction and analysis using IBM compatible computers.” Can the Government remove the requirement pertaining to IBM compatible computers and replace with “using computers”?

7. See Amendment 0001, Section J.

Personnel Qualifications Document has been revised to reflect this change.

8. RFP_ATT 02_PERS

QUALS_23RML01, Page 1, Engineering Technician IV (KEY) (page 1): This labor category requires the individual to be “Qualified to operate Ground Support Equipment (GSE), i.e., forklift, ordnance truck, transporters, etc.” Is it acceptable for the proposed candidate to obtain qualification to operate GSE within 60 days of contract award, if required?

8. Confirming that obtaining the GSE within 60 days of award is an acceptable timeframe to obtain the GSE operation qualification.
