QUESTION:
In the Statement of Work dated 7/21/2023 under Attachment 2, line 2.1 it states:
QUOTE:
Attachment 2: Security and Work Restrictions
2.1 Security Clearance Requirements
All personnel working onsite on this project must have at a minimum a final SECRET clearance.
UNQUOTE
Neither the installation Technicians with (redacted), nor the anechoic VSWR testing Technicians of the 3rd party (redacted), will have SECRET clearance.
Is it possible to waive this requirement? If not, we will have to decline to submit a firm fixed proposal.
ANSWER:
The requirement can be waived for personnel that will be on-site for less than 1-week (VSWR Testing Technician) [This short duration exception is called out in the SOW].
If the company can complete the demo of the chamber and re-installation of absorber and fix the doors in less than 1-week, NRL can waive the requirement completely (Install + VSWR test can take 2 weeks).
NRL has a secure building and must provide escorts for the duration of the project. NRL cannot provide multiple escorts for a multi-week project.
If the vendor comes back with a schedule that completes in under 2-weeks, and can’t meet the schedule, the penalty shall be the cost of escorts. NRL’s escort cost is $4K/day (2 people/day).

QUESTION:
It appears there are no requirements for measurement system equipment in this project. Is there a separate RFP planned for equipment to be used in the refurbished chamber, or is the plan to reuse existing equipment?
ANSWER:
There is no measurement system planned for the chamber. It is being designed as a general purpose chamber in which NRL’s engineers will install temporary equipment/test fixtures as required for each individual project that makes use of the chamber. NRL has a complete suite of RF test equipment that will be reused for each research project, so no additional assets are required.

Question #2 – Is the existing absorber installed with adhesive or mechanical clip and rail?

Question #3 – What size is this air vent in the north wall of the anechoic chamber?
Drawing shows ~ 8” x 12”(might be 6”x10”), it’s almost visible in Fig 3 West Light. The air vent is to the left and slightly above the light shown in the photo recessed in the notched out absorber.
Question #4 – Would a new replacement pneumatic door with a clear opening size of 1200mm x 2100mm (~4’ x 7’) be acceptable?
No, as shown in the West wall photo(Fig 1) the door outline can be seen to the right of the person. It is approximately 8’ tall and 3’-2” wide. Access to the chamber from the west control room involves stepping down into the chamber by 17”(and there is a set of retractable stairs). Reducing the height of the door by 12” would mean the door is under 6’ tall in the control room. In addition, the entry is framed in tubular steel and would require welding to modify. Going to 4’ wide would impinge on the chambers quiet zone as well.
The pneumatic system will automatically move the door from open to closed. We move the door now just by pushing/pulling on the door. There are no RF fingers to worry about, just the friction fit of the door absorber to the fixed absorber on the wall as seen in the photo.
The actual door moves using a steel cable and pulleys that has become frayed. It slides in tracks similar to the manual door. Both sets of tracks probably just need to be cleaned and greased. It would be acceptable to replace the pneumatic system with an electric motor.
The floor absorber that fits around the door tracks are pieces F1-F5
Question #5 – is the RF shielded enclosure constructed of RF welded plate steel, or of modular wood core panels?

Question #6 – What is the design of the RF seal on this sliding door on tracks that has to be repaired?
Can you supply a description and photos?
There is no seal. It is friction fit absorber. The RF seal is on the hallway door used to gain access to the east control room. Absorber F1 fits between the tracks and is held to the steel plate floor with Velcro.
You can see the outline of the door to the left of the bright blue absorber in Fig 2 East Wall.

The actual RF perimeter seal of the chamber includes both control rooms and the chamber. From an RF seal perspective, room A+B+C is treated as one big room. The RF Doors from the hallway that provide the RF seal as well as entry into Rooms A&C are beyond the scope of this contract.
Question #7 – Does the contractor have to remove and dispose of the existing walk-on absorber of the East Control Room and replace it with new walk-on absorber? If so, what size is this walk-on absorber?
Yes, this is the absorber identified as E1 in the list above. Total area in the East control room approx. 8’ x 17’-1”.

Question #1 – If the task takes longer than two weeks, and is quoted as such that it will take longer than two weeks, is there still an escort fee of $4K/day after two weeks?
- This statement was missed when we removed the DD254 as a requirement. There will be no escort fees charged if the task takes longer than two weeks. The government is still expecting a tentative schedule to be submitted with the RFP that calls out the amount of time that workers are expected to be onsite.
SOW: “Permits: Contractor is responsible to acquire all required local/State permits before any refurbishment commences.”
Question #2: Does the Navy know of any specific permits that would be required for this job?
- The only permit the Government is aware of pertains asbestos abatement if there is any discovered in the worksite. No asbestos is expected though.
SOW: “The final RF Enclosure documentation package shall capture the as-built configuration & performance of the completed RF Enclosure to include the following:
3.1 CDRLs:
3.1.1 Updated 3D Models and Drawings. RF Enclosure, Absorber, and Layout, to include framing, foundation, doors, and all other RF Chamber penetrations. (CDRL A001)”
Question #3: In order to provide item 3.1.1 above, a company would have to send an engineer out to the jobsite for a week to take measurements and gather details to provide these updated 3D Models and Drawings. Does the Navy really want to spend the money to accomplish this?
- This requirement was overlooked in the reduction of scope for the original solicitation.
There are no existing 3D models of the chamber, thus there is no requirement for creating a 3D model. The government does expect a 2D drawing package that shows the Absorber Layout with the new layout design being delivered. It would include figures similar to what was supplied in response to Question 1 of 13 Sep 23. A simplified drawing is expected with the RFP showing a proposed layout. The other mechanical drawing package expected is a 2D package that shows what was done to repair the pneumatic entry door.
