STATEMENT OF WORK
SUBJECT TITLE: Anechoic Chamber Refurbishment
DATE: 07/21/2023
The statement of work is described below and is comprised of the following sections and attachments.
A. General Contract Information B. Technical Criteria C. Project Point of Contact D. Service E. Waste Management F. Warranty G. Attachments
Bidders are expected to understand the general and local conditions that may affect the cost of the performance of work. All work executed under this task shall provide a complete and usable system or facility.
The Contractor will be working in and around an existing occupied Facility. The Contractor, Subcontractor(s), and their employees are required to present identification to gain access into the facility in accordance with the current regulation, instructions and guidelines. The Contractor, Subcontractor(s), and their employees will not be allowed in the work area without prior approval of the Authorized Government Representative (AGR). Care shall be taken to prevent damage to the Facility features and equipment and to protect those features not involved in the contract. Damage to or disfigurement of any components as a result of the execution of this task order shall be rectified by the Contractor to the satisfaction of the Contracting Officer and at no additional cost to the Government.

A. GENERAL CONTRACT INFORMATION: Provide service consisting of the following tasks.
a) Background:
To perform research on modern wireless networks, NRL plans to refurbish an existing anechoic chamber located at the Naval Research Laboratory in Washington DC.
Wireless networks operate worldwide between 500MHZ and 60 GHz. The resultant chamber shall support operation over this frequency range.
b) General Description:
The Anechoic Chamber being refurbished is a rectangular chamber approximately 40’L x 17’W x 17’H. This chamber is equipped with a movable wall located at the east end of the chamber and two quiet zones located adjacent to both the moveable east wall and the fixed end wall at the west end of the chamber. The chamber quiet zones are 4’ x 4’ x 4’ cubical volume. The planes containing the surfaces of this cube are parallel to the plane containing the walls, ceiling, and floor of the chamber. The center of the quiet zones are located on the chamber boresight axis and two feet from the absorber tips on the fixed end wall. In both the east and west walls, there are personnel access doors.
Next to the quiet zone on the west wall, a section of the wall will swing up to allow large objects to be placed in the chamber.

c) Task Overview: Provide all necessary labor, equipment, parts and supplies to:
• Redesign the Anechoic Chamber Absorber layout to support testing of wireless devices and networks over the frequency range of 500MHZ to 60GHZ maintaining the existing 4ft Cubic Quiet Zones at each end of the chamber and providing a solid, walk-on, absorber surface over the entire floor. The design shall include an option such that a transmitter could be installed in the center of the chamber adjacent to the south wall with two separate receivers, each located in the center of the quiet zones adjacent to the two end walls. The minimum reflectivity in the quiet zones shall be -20 dB with the ideal reflectivity of signals within the defined quiet zones shall be <= -50 dB as per IEEE Std 149-2021 Section 4.0. A draft submission of the chamber absorber design layout with expected reflectivity levels within the quiet zones shall be included with the cost proposal.

• Room A: West Control Room
1. Large service door between Rooms A and B can be used for ingress/egress. Not normally used during normal testing.
• Room B: Anechoic Room
1. Remove and replace RF absorber in Room B.
2. Repair pneumatic sliding personnel door between Rooms A and B.
3. Maintain manual sliding personnel door between Rooms B and C.
• Room C: East Control Room
1. The sliding wall between Rooms B and C does not have to retain the ability to move at the completion of this contract.
• Acceptance Test: The contractor shall perform a VSWR Reflectivity test of the quiet zones IAW IEEE Std 149-2021 Section 4.0 to validate that the chamber performance meets the reflectivity performance as submitted in the proposal and final design review.
• Refer to Attachment 1 for the details on these tasks
d) Security and Work Restrictions: Final Secret Clearances are required for all performers working onsite at NRL. Exceptions for tasks of a limited duration may be granted at the discretion of the COR. See attachment 2 for security and work restriction details.
e) Kick-Off Meeting: Coordinate meeting within 2 weeks of contract award. At this meeting the Government will provide additional documentation for refurbishment activities.
f) Schedule: Provide a detailed project schedule within 3 weeks of contract award. A tentative schedule shall be included with the cost proposal that defines the expected duration for the following phases of the project:
• Phase 1: Design (x weeks)
• Phase 2: Material Sourcing (x weeks)
• Phase 3: Refurbishment and Installation (x weeks)
• Phase 4: Acceptance Testing (x weeks)
• Phase 5: Contract Closeout (x weeks)

g) Design Submittal: When design is part of the effort, provide the following submissions:
50% Submission Pre-Final 100% Final /IFC
*Allow two weeks for Government review after each submission.
*When noted in the Task order that project data is classified as CUI (Controlled unclassified Information), contractor shall handle information required per related regulations, storage, and transmission and required makings on drawings and documentation.
h) RFI’s/Submittals:
Requests for information or Submittals must be submitted in writing for review. Use a transmittal sheet for each RFI and Submittal. Allow two weeks for Government review.
For Submittals, provide all manufacturers’ material and equipment specifications required for execution and completion of the work prior to refurbishment start. Allow two weeks for Government review.
i) Controlled Unclassified Information (CUI):
When noted in the solicitation or purchase order that project data is classified as CUI “Controlled Unclassified Information”, contractor shall handle, store, reproduce and dispose of documents in accordance with 32 CFR Part 2002 and applicable agency policy.
j) Cost Proposal: Provide detailed cost break down, any exclusion must be properly noted in the cost proposal.
B. TECHNICAL CRITERIA: Contractor shall comply with all Federal, State and local codes and regulations which include but are not limited to the latest:
• Unified Facility Criteria (UFC) and associate reference
• Environmental Protection Agency
• Insulated Cable Engineers Association (ICEA)
• Underwriter's Laboratories, Inc. (UL)
• ASTM
• ASHRAE
• National Fire Protection Association Standards (NFPA)
• American National Standards Institute (ANSI)
• National Electrical Manufacturers Association (NEMA)
• Illumination Engineering Society of North America (IESNA)
• National Electrical Installation Standards (NEIS)
• National Electrical Code (NEC)
• International, national, state, and municipal construction codes as adopted, unless the Contract
Documents specify a different code is to be used.
EM 385-1-1 is a compliance document for this contract
• Operations involving the use of a crane will require a crane lift plan from the contractor for

• Accident Prevention Plan (APP) shall be in accordance with (IAW) Army Corp of Engineers EM-
385 Latest Revision.
All work performed in accordance with the above specifications shall be in strict compliance with OSHA regulation 29 CFR 1926. Particular attention is directed to “Safety Related Work Practice” 1926.416 and “lock and Tagging of Circuits,” 1926.417
The Contractor shall comply with all Federal, State and Local safety and environmental regulations which include, but not limited to, Occupational Safety and Health Administration standards, Environmental Protection Agency regulations and US Army Corps of Engineers EM 385-1-1 (USACE). The Government will accept no responsibility (neither legal nor financial) for any work or actions executed by the Contractor. The Contractor is responsible for coordinating this effort with the AGR.
The Contractor shall provide and Activity Hazard Analysis (AHA) for each definable feature of work. All AHA’s shall be turned in with the project schedule submittal. The contractor is not permitted to start work until the AHA’s are approved by the AGR.

D. SERVICE:
a) Responsibility:
Contractor is responsible to provide service under this contract. Contractor shall notify the AGR in writing once all the equipment, material, and tools are available and ready to be installed in accordance with this contract.
b) Base Access/Contractor Badge:

After contract and if service/refurbishment provided is will take more than one week, at the kick off meeting additional information will be provide to request Contractor Badges.

• **All documentation will be delivered to AGR via DoD Safe drop, request drop via email to AGR.
c) Available Data:
Pertinent data in Naval Research Laboratory will be made available via the AGR when appropriate. Additional requirements may apply. Any data provided is for reference only.
Contractor is responsible to obtain accurate information not limited to: exact locations, existing dimensions, existing field conditions, existing above or below ground utilities, any temporary metering, any required testing, soil boring etc.
d) Field Investigations/Surveys/Site Visit:
Any field investigation/Site visit must be coordinated via the NRL AGR. Such request must be made NLT seven days prior to the requested site visit. Additional documentation must be filled out and submitted directly to the visitor center office.
e) RFI’s/Submittals:
Any Request for information or Submittal must be submitted in writing for proper review.
Use a transmittal sheet for each RFI and Submittal. Allow two weeks for Government review.
For Submittals, provide all Manufacturer’s material and equipment/devices specifications required for execution and completion of the work prior to refurbishment start.
*If project requires installation of a new generator, unit cannot be brought on site until the Title 5 permit is issued. NRL Environmental will coordinate the permit. Contractor shall provide to NRL Environmental all the manufacturer’s materials and equipment specification bulletins and/or cut sheets pertaining to this contract work.
f) Asbestos /Lead Containing Material:
Contractor shall test for any presence of Asbestos/Lead Containing Material within the affected area for refurbishment prior to any work start. Any remediation work must be included in the refurbishment plan, if applicable.
g) Photos:
Required pictures will be taken by the NRL COR and will follow the NRL security screening process prior to release. Contractors are not allowed to take pictures.
h) Interruption of Utilities:
Contractor shall not interrupt any utility without a written request for an outage.
i) Permits:
Contractor is responsible to acquire all required local/State permits before any refurbishment commences.

j) Laydown Area:
Laydowns areas will be coordinated via NRL Facility Service Desk Code 3523.
k) Traffic Pattern:
If traffic pattern must be temporarily changed due to refurbishment activities, such plan must be submitted to NRL Facility Service Desk Code 3523 for review and approval.
Contractor is responsible to provide all the necessary traffic, detour, and pedestrian signs for the time of the re-route.
l) Means of Egress:
If refurbishment activities affect escape route, access to doors and stairs, Contactor is responsible to provide alternate route during refurbishment activity and provide temporary signs. Any alternate plan must be submitted for approval.
m) Unexpected Field Conditions:
If during refurbishment activities unexpected field conditions were noted that can affect the statement of work of this contract, contractor is responsible to notify in writing the Contracting Officer and NRL AGR for review and resolution.
n) Personnel Training:
Provide information available from the manufacturer that is needed for use in training designated personnel to properly operate, maintain, and repair components. Coordinate onsite training with NRL AR.
o) Stop-Work Order:
Only the contracting officer can issue a Stop-Work Order of this contract. Any presented issue on the field must be referred to the NRL AGR for proper action.
p) O&M Submittals:
Provide a copy of Operations and Maintenance Data.
q) Final Inspection:
Contractor shall coordinate with NRL AGR for a final walkthrough. Any deficiency will be recorded on a punch list and be distributed to the Contracting officer and the NRL AGR.
Contractor will have 30 days to make any corrections for re-inspection.
E. WASTE MANAGEMENT:
The contractor shall ensure to the maximum extent possible, that any waste generated by this project is reused or recycled. Waste, such as (but not limited to) metals, concrete, gypsum products, paper, cardboard, wood products, brick, plastics, mechanical products and equipment, and electrical products and equipment shall be diverted from landfills and incinerators through reusing or recycling. The Contractor is permitted to retain any funds from the sale of recycled or reused materials. The Contractor shall clean-up, remove and
4555 Overlook Ave. S.W., Washington, DC 20375 dispose of all concrete and work related debris off NRL property.
In cases of lead-based paint and other hazardous waste generated by the demolition, the hazard materials shall be inspected, and all associated paperwork and manifest shall be signed by the NRL Hazardous Waste Manager prior to leaving the work site.
All debris and recyclable materials generated under this requirement, in terms of amounts and pricing, shall be accounted and reported to NRL Environment.

The contractor shall submit, within 15 days of completion of this project, all records indicating the disposition of waste generated by this project. Records shall indicate weight, method, and location of the disposition of the waste. The Contractor shall comply with all applicable Federal, State, and local environmental laws and regulations. Final payment will not be made until records have been submitted to and approved by the Government (Code 3546)
F. ENVIROMENTAL MANAGEMENT SYSTEM INFORMATION:
The Contractor shall be aware that the Naval Research Laboratory has implemented an Environmental Management System (EMS) as directed by Executive Order 13423 Strengthening Federal Environmental, Energy and Transportation Management. EMS policy requires a reduction in hazardous waste disposal through alternate recycling and reclamation efforts. The Contractor shall be aware that the work activities related to this contract can cause real or potential significant environmental impact; thus, the Contractor shall competently perform all duties and responsibilities with a commitment to EMS policy. Pollution Prevention and Right-to-Know Information shall be observed during the duration of this contract
G. WARRANTY:
List and explain the various warranties and clearly identify the servicing and technical precautions prescribed by the manufacturers or contract documents in order to keep warranties in force. Include warranty information for primary components of the system.
List all warranties for products, equipment, components, and sub-components whose duration exceeds one year. For each warranty listed, indicate the applicable specification section, duration, start date, end date, and the point of contact for warranty fulfillment. Also, list or reference the specific operation and maintenance procedures that must be performed to keep the warranty valid.
Provide a list that includes the name, address, and telephone number of the General Contractor and each Subcontractor who installed the product or equipment, or system. For each item, also provide the name address and telephone number of the manufacturer's representative and service organization that can provide replacements most convenient to the project site. Provide the name, address, and telephone number of the product, equipment, and system manufacturers.

Attachment 1: Task Details
1 Requirements
1.1 General Description
The Anechoic Chamber is a rectangular chamber approximately 40’L x 17’W x 17’H. This chamber is equipped with a movable wall located at the east end of the chamber and a two quiet zones located adjacent to both the moveable east wall and the fixed end wall at the west end of the chamber. The chamber quiet zones are 4’ x 4’ x 4’ cubical volume. The planes containing the surfaces of this cube are parallel to the plane containing the walls, ceiling, and floor of the chamber. The center of the quiet zones are located on the chamber boresight axis and two feet from the absorber tips on the fixed end wall. In both the east and west walls, there are personnel access doors. Next to the quiet zone on the west wall, a section of the wall will swing up to allow large objects to be placed in the chamber(Figure 1). The original chamber design was to cover the frequency range of 2-40 GHz. Table 1 provides the “As-Built” reflectivity of the existing quiet zone. These Legacy chamber characteristics are provided FOR REFERENCE ONLY.

2 Task Details:
2.1 Room A: West Control Room
2.1.1 Large service door between Rooms A and B.
This door, a hinged section of the wall approx. 10’w x16’h, while functional, is not normally used.
It can be used for ingress/egress during the job. Rubberized sections of absorber at the door seams are not required.

2.2 Room B: Anechoic Room
2.2.1 Remove and replace RF absorber in Room B.
The contractor shall remove and dispose of, following all state and local environmental guidance accordingly, all existing RF absorbing material from the floor, walls, and ceiling while replacing with new absorbing material.
The RF absorber shall have optimal attenuation across 500 MHz – 60 GHz or greater.
The RF Absorber shall be able to withstand 50 Watts Continuous Wave indefinitely.
The RF absorber shall be installed in a geometry optimal to re-establish quiet zones on the two end walls. In addition, the design shall include an option such that a transmitter could be installed in the center of the chamber adjacent to the south wall with two separate receivers, each located in the center of the quiet zones adjacent to the two end walls. The minimum reflectivity in the quiet zones shall be -20 dB with the ideal reflectivity of signals within the defined quiet zones shall be <= -50 dB as per IEEE Std 149-2021 Section 4.0.
The RF Absorber shall be self-extinguishing, and sufficient material shall be applied to provide the reflection levels as specified in the approved design. The RF absorber material shall meet the requirements of NRL 8093 Test Nos. 1, 2, and 3.
There is one air vent in the north wall of the anechoic chamber. The air vent shall be maintained such that it provides adequate air supply and return to change the air sufficiently enough to maintain room temperature. The air vent shall not degrade the RF Chamber effectiveness.
The contractor shall install walkway absorber on the entire floor to enable best possible performance in the two quiet zones.
2.2.2 Repair power sliding personnel door between Rooms A and B.
The primary access door into the Anechoic chamber is via the west control room. This door is approximately 3’w x 8’h and is pneumatically controlled. It is currently in disrepair. The contractor is responsible for returning the door system to operation. The pneumatic control system can be repaired or replaced with an equivalent pneumatic, electric, or manual door opening system.
2.2.3 Maintain manual sliding personnel door between Rooms B and C.
This personnel door approx. 3’w x 8’h, slides on tracks into the chamber. The contractor shall restore this door to proper operation.
2.3 Room C: East Control Room
2.3.1 Moveable wall between Rooms B and C.
The east wall of the chamber, approx. 14’w x 14’h, has the capability to move thru the use of a hand crank located on the south wall of the east control room. For the absorber redesign, the wall does not need to retain the ability to move. Currently, since the wall was designed to move, the entire floor of the East Control Room is composed of walk-on absorber.
3 CDRL Documentation
The Contractor shall provide a documentation package with the delivery of the final test results to include the items listed below.
The final RF Enclosure documentation package shall capture the as-built configuration & performance of the completed RF Enclosure to include the following:
3.1 CDRLs:
3.1.1 Updated 3D Models and Drawings. RF Enclosure, Absorber, and Layout, to include framing, 4555 Overlook Ave. S.W., Washington, DC 20375 foundation, doors, and all other RF Chamber penetrations. (CDRL A001)
3.1.2 EM Simulations of optimal absorber configuration for room layout. (A002)
3.1.3 ATP Procedure/Results and Quiet Zone Characterization. (CDRLs A003, A004)
3.1.4 Standard Operating Procedures. (A005)
3.1.5 Maintenance Instructions and Preventative Maintenance Schedule for all serviceable components

3.1.6 Parts List and Recommended Spare Parts. (A001)
4 Final Acceptance Testing
The Acceptance Test Plan (ATP) describing in detail all tests to be performed on the RF Chamber needs to be reviewed and approved by the COR. After completion of the RF Chamber, the contractor, with Government oversight, will demonstrate the Quiet Zone compliance with the submitted design in accordance with the approved test procedure outlined in the ATP. The test setup must be detailed in the ATP and all equipment used for testing must be calibrated. The contractor’s warranty period shall begin upon the successful completion of all final acceptance tests. (CDRLs A003, A004)
5 Training
The government shall have a proper handoff and understanding of how the manufacturer has designed, built, and constructed. Where unique requirements dictate training or any facility peculiar specific training is needed, this clause shall be invoked as required.
6 Site Conditions
• The job site is located on the second floor of an occupied building
• The job site is in a secure building. There will not be free access to come and go from the job site once personnel have reported to the job site.
• The job site will only be available Monday – Friday up to 10hrs / day
• The chamber is not at the hallway floor level. The chamber floor at the top of the walk-on absorber is approx.. 24in below the adjacent west control room or east hallway floor.
• No work on the fire suppression system is included in this SOW.

Attachment 2: Security and Work Restrictions
2.1 Security Clearance Requirements
All personnel working onsite on this project must have at a minimum a final SECRET clearance.
Government personnel must escort contractor personnel to and from the worksite within the building.
Once on the worksite, contractor personnel will have the ability to move freely within the workspace.
Exceptions can be granted for specialty subcontractors who are expected to be onsite for less than one day. These exceptions must be scheduled at least 5 days in advance to allow the government enough time to supply the required escorts.
2.1.1 General Security requirements
All security requirements apply to all subcontractors and suppliers associated with this contract.
Comply with the following:
a. Do not publicly disclose any information concerning any aspect of the materials or services relating to this contract, without prior written approval of the Contracting Officer.
b. Do not disclose or cause to be disseminated any information concerning the operations of the activity's security or interrupt the continuity of its operations.
c. Do not disclose any information to any person not entitled to receive it. Failure to safeguard any classified information that may come to the Contractor or any person under his control, may subject the Contractor, his agents or employees to criminal liability under 18 U.S.C., Sections 793 and 798.
d. Direct to the Contracting Officer and or Installation Security Officer for resolution all inquiries, comments or complaints arising from any matter observed, experienced, or learned as a result of or in connection with the performance of this contract, the resolution of which may require the dissemination of official information.
e. Contractor photography onboard NRL is prohibited. Coordinate photography requirements with the Contracting Officer. All photographs will be taken by Government personnel.
g. Cellular telephones, pagers, cameras and two-way radios are prohibited in the Building. Space for storage of Contractor devices is limited, all equipment should remain in the Contractor’s vehicles.
Devices discovered inside the building will be seized.
h. Random security inspections will occur to ensure compliance with this section. Deviations from or violations of any of the provisions of this paragraph, will, in addition to all other criminal and civil remedies provided by law, subject the Contractor to immediate termination for default and withdrawal of the Government's acceptance and approval of employment of the individuals involved.
2.2 Work Restrictions
2.2.1 Work Hours, Access and Passes
All Contractor employees, including subcontractors, subcontractors' employees, suppliers, and suppliers' employees are required to comply with the Installation Security Requirements regarding personnel, vehicle, and equipment security passes and access to the jobsite. Nothing in the contract is to be construed in any way to limit the authority of the Commanding Officer to prescribe new, or to enforce existing security regulations governing the admission or exclusion of persons and the conduct of persons while aboard the station, including but not limited to, the rights of search of all persons or vehicles aboard the station.
Coordinate with the Contracting Officer for specific security and access requirements.
a. Access to Buildings/ Occupied Buildings: The Contractor may work in or around existing occupied buildings. The Contractor is responsible, via the Contracting Officer, to obtain access to building and facilities and arrange for them to be opened and closed. Do not enter the building(s) without prior approval of the Contracting Officer. Keep the existing buildings and their contents secure at all times. Provide temporary closures as required to maintain security. Contract personnel will not be permitted in security-regulated buildings or areas unless cleared by the Security Officer.

b. Naval Research Laboratory enforces identification checks to enter the base. NRL currently requires identification checks for all individual entering the activity. Prime contractors and their sub-contractors shall obtain permanent identification badges for the duration of the project. Submit completed badge request forms for all employees seeking base access to the Engineering Technician immediately upon project award for processing or a minimum of three weeks prior to date sought for base access. This process is at the Contractor's expense.
c. Passes and Badges: Contractor employees and representatives performing work under this contract are required to be United States citizens. All Contractor employees must obtain the required employee and vehicle passes. Each employee is required to wear the Government issued badge over the front of the outer clothing. Failure to obtain security and base access passes must not be a cause for contract performance time extension. The Contractor is required to immediately turn in all terminated employee's badges to the issuing office.
Obtain access to Navy installations through participation in the Defense Biometrics Identification
System (DBIDS). Requirements for Contractor employee registration, and transition for employees currently under Navy Commercial Access Control System (NCACS), are available at https://www.cnic.navy.mil/om/dbids.html. No fees are associated with obtaining a DBIDS credential.
Participation in the DBIDS is not mandatory, and Contractor personnel may apply for One-Day Passes at the Base Visitor Control Office to access an installation. Registration for DBIDS includes:
Present a letter or official award document (i.e. DD Form 1155 or SF 1442) from the Contracting Officer, that provides the purpose for access, to the base Visitor Control Center representative.
• Present valid identification, such as a passport or Real ID Act-compliant state driver's license
• Provide completed SECNAV FORM 5512/1 to the base Visitor Control Center representative to obtain a background check. This form is available for download at https://www.cnic.navy.mil/om/dbids.html or https://www.nrl.navy.mil/system/files/content/SECNAV_5512-1_0.pdf.
• Upon successful completion of the background check, the Government will complete the DBIDS enrollment process, which includes Contractor employee photo, finger prints, base restriction and several other assessments
• Upon successful completion of the enrollment process, the Contractor employee will be issued a DBIDS credential, and will be allowed to proceed to worksite.
DBIDS Eligibility Requirements: Throughout the length of the contract, the Contractor employee must continue to meet background screen standards. Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges. DBIDS access privileges will be immediately suspended or revoked if at any time a Contractor employee becomes ineligible.
An adjudication process may be initiated when a background screen failure results in disqualification from participation in the DBIDS, and Contractor employee does not agree with the reason for disqualification. The Government is the final authority. DBIDS Notification Requirements: Immediately report instances of lost or stolen badges to the Contracting Officer. Immediately collect DBIDS credentials and notify the Contracting Officer in writing under the following circumstances: (1) An employee has departed the company without having properly returned or surrendered their DBIDS credentials. (2) There is a reasonable basis to conclude that an employee, or former employee, might pose a risk, compromise, or threat to the safety or security of the Installation or anyone therein.
d. Contractor Vehicles: All vehicles must display a valid state license plate and safety inspection sticker, if applicable, and must be maintained in good repair. The company name must be displayed in a clearly visible manner and size on each Contractor vehicle used in the course of work.
Registration, proof of insurance and driver's licenses are required to obtain a station vehicle pass.
e. Work Hours: Unless otherwise indicated, work will be located on a Government compound, military installation, or station. Contractor work hours are between 0630 and 1800 Monday through Friday. 4555 Overlook Ave. S.W., Washington, DC 20375 site beyond normal working hours. Notify the Contracting Officer at least 48 hours in advance to obtain approval for access to the jobsite or work outside of normal working hours or on Saturday, Sunday, and Federal Holidays.
f. Contractor Personnel: Provide the Contracting Officer the name(s) of the supervisory person(s) authorized to act for the Contractor. Provide, and update as required, a list of the key personnel for the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency.
g. Contractor employees must conduct themselves in a proper, efficient, courteous and businesslike manner. Remove from the site any individual whose continued employment is deemed by the Contracting Officer to be contrary to the public interest or inconsistent with the best interests of National Security.
h. Outages: Overtime Work for Utility Shutdown:
Work which requires the shutdown of any utility serving occupied portions of the building, including HVAC, compressed air, or electrical, shall be performed outside of normal working hours of the building occupants. Schedule shutdowns of a utility at least 48 hours in advance with the Contracting Officer or his designated representative. Receive written permission before proceeding with any shutdowns.
k. Loading Dock: Use of the existing loading dock facilities will be shared with Government activities on a first-come-first-served, wait-your-turn basis. Parking at the loading dock is not permitted. Provide 24 hour written notice prior to use of loading dock. Contractor shall have a representative present at the time of delivery or delivery will be refused
l. Government Personnel; Operations and Maintenance (O&M) Contractors; and other construction contractors will be working adjacent to work of this project. Allow Government Personnel O&M contractors immediate access for emergency responses. Coordinate work with other contractors to avoid conflict. Bring conflicts for the Contracting Officer for resolution. Specifically, maintain access to the rooms and corridors adjacent to the anechoic chamber at all times.
