Questions and Answers No.: 01

Solicitation N00173-22-R-DH01 – Q&A – 01

1. Paragraph one requires 1" margins and also references the content required in page headers and footers.

Government Response:

Header and Footer are included in the header/footer margin area

2. Paragraph one requires 12 pt font in the body of the response, but allows 8pt font in tables and drawings. Can the header and footer content also be in 8pt font?

Yes, the header and footer can be 8pt font.

3. The instructions identify an 'Introduction' section, but provides no guidance about the expected content or evaluation criteria about the submitted content.

Question 1: What does the government expect to see in this section?

Question 2: Is the content open for offerors to supply as needed?

The "Introduction" section's intent is to provide an introduction/overview relevant to the contents that

Offerors provide within the document.

4. We typically include a Cross Reference Matrix to assist the evaluatiors in location of our response to each requirement. The RFP does not specify inclusion of this table. Can we include this information and, if we do, does it count against the page limits.

Yes, you may include the Cross-Reference table, however, it will count against the page limit.

5. Will the Government allow for relevant experience with NRL to substitute for advanced degrees?

For non-key personnel, relevant experience with NRL may be substituted for an advanced degree.

6. The instructions state the contract is for 1 base and 2 option years, and the pricing worksheets match that specification. The SOW states the contract has a 5 year period of performance.

Question 1: Can the government clarify the period of performance?

Question 2: If the period of performance is for for 5 years, can the government please amend the pricing worksheet?

The PoP for the IDIQ is 5 years. The PoP for the first task order is 24 months. The pricing worksheet has been updated for the IDIQ pricing.

7. The list of content required in the Cost/Price volume specifies a separate submission of Attachment 5 for the IDIQ and Task Order. The only instruction about the content of the task order cost/price submission states that "The Task Order Cost/Price shall be developed using the information proposed for the Base IDIQ", e.g., the same information we must use for the IDIQ cost/price submission.

Questions: Can the Government elaborate on the requirements for the Attachment 5 submission?

Specifically, are offerors to submit an Attachment 5 submission file at the IDIQ level as well as an

Attachment 5 submission file for a task order? Further, and if two separate files are required, can the

Government elaborate on what the differences would be between the IDIQ response and a task order response?

Offerors are to submit 2 separate files. One file for the IDIQ pricing and one for the TO pricing.

8. Based on current performance and understanding of the responsibilties of the Computer Scientist Labor
