About this file
This document is a combined synopsis/solicitation issued by the Naval Research Laboratory for a compact range positioning system. The solicitation seeks quotes for the delivery, installation, start-up, and integration of a commercially available compact range positioning system. Key requirements include an automated feed roll to adjust polarization of single port waveguides and enable axial ratio measurements during testing. The system must also allow x, y, and z positioning of feed mounts and ensure feeds are located at the correct focal point. The solicitation includes anticipated line items such as motorized slides, positioners, and controllers. Quotes are due within 30 days and the contract type will be firm-fixed price. The evaluation will consider technical capability, past performance, and price reasonableness. Award is expected from initial responses without discussions using a trade-off analysis. The solicitation incorporates various FAR and DFARS provisions and identifies applicable terms and conditions.

AMENDMENT 2 to N0017-22-Q-TL14
The feed roll needs to be automated so that polarization of the single port waveguide feeds can be adjusted and/or a measurement can be conducted on the fly (axial ratio). This is where the DUT (device under test) remains constant, but the feed itself is rotated about its axis while taking data. This is a routine measurement in our facility.
The x, y, and z positioning refers to the need ensure that the feed mount itself is not only correctly placed in relation to the compact range reflector, but that the existing feeds are at the correct focal point.
Once this is achieved, those positions are positively locked down. However, having the future option to move these positions in the future as needed is also a consideration.
So, in summary, the roll axis needs to be automated and controllable by the position controller and acquisition software. The x, y, and z movement is manual and normally only required for initial setup and verification during field probing as described in the SOW. Once compact range performance is verified, x, y, and z, are locked down. However, having the continuing option to move these positions again, as any new feeds that NRL might purchase in the future for specialized testing might require lateral movement in x and y or along z. This is why we specifically mention this in our SOW.
