About this file

This document contains a request for proposal (RFP) from the Naval Research Laboratory (NRL) for research and development services in support of satellite-based remote sensing systems and modeling of atmospheric processes. The NRL requires expertise in areas such as project management, calibration and maintenance of optical systems, numerical modeling of terrestrial and planetary atmospheres, development and application of remote sensing techniques across the electromagnetic spectrum, data assimilation techniques, and analysis of remote sensing datasets. Offerors are asked to describe their ability to provide hardware engineering, software engineering, scientific computation and analysis, and project coordination for both current and planned satellite instruments and research. Proposals are due by September 6, 2021. The RFP also includes a question and answer document related to the opportunity.

QuestionRFPPageOfferor QuestionGovernment Answer
1RFP69It is our understanding that Factor 1 Subfactor 2, Personnel Qualifications, is to be addressed in the Staffing Plan. Please confirm or correct.Under VOLUME I_TECHNNICAL PROPOSAL, Offeror’s shall address their company experience and details surrounding capabilities (companywide, manufacturing, engineering teams, etc.). The VOLUME I_STAFFING PLAN shall detail how the company will meet the staffing requirements of this solicitation, corporate structure, teaming agreements, subcontract support, etc as well as personnel qualifications.
2PQ2For the Senior Software Engineer (key), the requirement is 'M.Sci. in engineering, a physical science, mathematics, or the equivalent, and a minimum of ten years of demonstrated experience...' Would a bachelor's degree in one of the indicated disciplines, plus over 30 years of directly relevant experience, be considered sufficient to satisfy the requirement?Yes.
3RFP64Referring to the table on page 64 of the solicitation, “Proposal Organization”, the Offeror would like to confirm Volume I is not to exceed a total of 60 pages of which the breakdown is as follows:The Offeror's interpretation is correct, 60 pages total for all of Volume I proposals (not including resumes).
4RFP64The file naming requirements are given in the table on p. 64 and in Section (4) on p. 66, "File Naming Convention." It is not completely clear what is required for the file naming for Volume I. The file names for the Management Plan, Transition Plan and Staffing Plan listed in the table are, respectively, MANAGEMENT PLAN, TRANSITION PLAN and STAFFING PLAN. If this pattern were followed for all files in Volume I then the file name for the Technical Proposal would be TECHNICAL PROPOSAL; however, it is listed in the table as Volume I_Company Name. Based on Section (4), it seems that Volume I_Company Name might have been intended as the name of the folder holding all of the Volume I files. Section (4) also seems to suggest less specific requirements for individual file names within the folder. Please clarify the file name requirements for Volume I.The proposal Volume naming convention is correct as stated in the RFP.
