PERSONNEL QUALIFICATIONS
The following paragraphs set forth the minimum requirements deemed necessary to perform the tasks set forth in the Statement of Work. The contractor shall be capable of providing the personnel as directed by the Contracting Officer’s Representative (COR) according to the level-of-effort requirements in the following labor categories and with the experience indicated. Those personnel indicated as “key” should be available for work efforts on the first day after contract award. Furthermore, key personnel must possess a Secret Clearance at the time of proposal submission and are subject to the provision listed in Section H-2 of the solicitation. All proposed personnel must be capable of obtaining a Secret Clearance within two weeks of contract award date.
Required Labor Categories are as follows:
Key Personnel
Senior Scientist (Key)
The Senior Scientist category requires a Ph.D. in physics, mathematics, or the equivalent with minimum ten years of demonstrated experience in one or more of the following areas:
(a) Scientific requirements management and analysis;
(b) Soliciting, documenting, managing, and analyzing physics-based software modeling requirements, including experience with use cases as applied to physics-based models;
(c) Using the Unified Modeling Language (UML) with application to the modeling of physical domains;
(d) Developing physics-based models of the neutral atmosphere and/or plasmasphere;
(e) Requirements management software and software modeling tools.
Senior Physicist (2) (Key)
The Senior Physicist category requires a Ph.D. in physics, astronomy, or related field with minimum ten years of active research experience, as demonstrated by a record of refereed scientific publications and presentations before professional societies, in one or more of the following areas:
1. Space physics, atmospheric physics, or remote sensing;
2. Algorithm development to extract information from remote sensing data.
Additional requirements for this category supporting atmospheric modeling and hardware development tasks are as follows:
The Senior Physicist category supporting atmospheric modeling tasks requires a minimum of ten years of experience in one or more of the following areas:
(a) theory and numerical computation of wave propagation in stratified fluids, in the atmospheric or oceanographic context, with the implementation and analysis of ray methods to atmospheric wave problems at all levels of the atmosphere;
(b) Finite difference or spectral methods for computational fluid dynamics;
(c) Experience in coding the these methods into efficient 3D numerical models using IDL, MATLAB or FORTRAN in a UNIX/Linux environment.
The Senior Physicist category supporting satellite hardware tasks requires a minimum of ten years demonstrated experience in one or more of the following areas: (a) UV instrumentation calibration and operation with demonstrated ability to devise and perform novel calibration techniques; (b) developing analysis algorithms for line-fitting and instrument sensitivity in the IDL programming language.
Senior Software Engineer (Key)
The Senior Software Engineer category requires a M.Sci. in engineering, a physical science, mathematics, or the equivalent and a minimum of ten years of demonstrated experience in one or more of the following areas:
(a) Database design especially ORACLE and SYBASE;
(b) Interpretation of scientific results from geospace and/or solar remote sensing, especially the effects of the ionosphere on HF signal propagation;
(c) Geolocation algorithms and ionospheric modeling;
(d) Flight software development, image processing and test of detector sensor data;
(e) Development of analysis algorithms in the following languages: FORTAN, C++, Python, IDL and X-MIDAS programming languages;
(f) Working with configuration management systems, preferably Perforce.
Non-key Personnel
Scientist
The Scientist category requires a Ph.D. or M.Sci. in physics, astronomy, oceanography, meteorology, or related field with minimum demonstrated experience in one or more of the following areas:
(a) At least five years of experience in the fields of space physics, atmospheric physics, or remote sensing, specifically in the areas of instrumentation calibration, modeling, simulation, or data analysis;
(b) Experience in developing analysis algorithms in the MATLAB, IDL, Python, or FORTAN programming languages.
Additional requirements for this category supporting modeling and hardware development tasks are as follows:
The Scientist category supporting atmospheric modeling tasks shall possess a minimum of five years of experience in one or more of the following areas:
(a) Theory and numerical computation of waves in stratified fluids, in the atmospheric or oceanographic context, and familiarity with the implementation and analysis of ray methods;
(b) Finite difference or spectral methods for computational fluid dynamics;
(c) Atmospheric data analysis to validate model results against observational truth.
(d) UV instrumentation calibration and operation, including demonstrable experience in devising and performing novel calibration techniques;
(e) Algorithm development for line-fitting and instrument sensitivity in the IDL programming language;
(f) Analysis and interpretation of ionospheric anomalies related to global-scale density depletions.
(g) Computer simulations of the ionosphere;
(h) Analysis of ionospheric effects on radio wave propagation and orbit analysis;
(i) Parallelization of FORTRAN code using application programming interfaces such as openMP, and MPI;
(j) Experience using the Earth System Modeling Framework (ESMF) in model coupling efforts;
(k) Experience configuring models to run on high performance computing systems,.
The Scientist category supporting work on GDAS must be proficient in C++, C, object-oriented programming and Bash shell scripting, and must have experience and be comfortable developing, running and debugging large numerical applications in a Linux environment. They must have experience programming in IDL or Python, and ideally both. They must have experience working with a project under configuration control using Subversion. They must have broad experience working with numerical methods in scientific computing. The ideal candidate will have experience with satellite-based remote sensing and UV spectroscopy, radiative transfer modeling, and working with and transforming between different reference frames and observing geometries.
Support Scientist
The Support Scientist category requires a M.Sci. in physics, astronomy, atmospheric physics, meteorology or related field and at least three years demonstrated experience in one or more of the following areas:
(a) Scientific software development including requirements analysis, software design, software development, software testing, and user support for complex scientific and engineering applications;
(b) Running numerical model simulations in both Linux and Windows operating system environments, shell scripting, and visualization software.
The Support Scientist category supporting atmospheric modeling tasks shall possess at least three years of experience in one or more of the following areas:
(a) Data assimilation, data processing, numerical modeling, data analysis, and interpretation of scientific results addressing middle and upper atmospheric physics and dynamics; and
(b) FORTRAN and IDL programming in massively parallel Linux operating system environments.
Software Engineer
The Software Engineer category requires a M.Sci. in engineering, a physical science, mathematics, or the equivalent with a minimum of five years of demonstrated experience in one or more of the following areas:
(a) Software systems development that includes system analysis, system design, programming, compiling, testing/verification, troubleshooting, and documentation;
(b) Object-oriented and distributed processing software systems;
(c) FORTRAN, C/C++, and script programming in a Linux-based operating system environment;
(d) Developing software on systems running Linux, Solaris, and Microsoft operating systems; (e) development and modification of shell scripts written in bash, cshell or DCL.
