SOLICITATION N00173-20-Q-CY02 PACS

Q&A

1. What % is SDVOSBC set aside

This requirement is 100% set aside for SDVOSB.

2. Please confirm that the two roll up doors with personal doors are operational.

The two roll up doors are operational.

3. Will you supply photos, interior, exterior and frames for the 40 doors that require card readers

Yes, photos will be provided.

4. Many doors are in poor shape; for example, not closing correctly, warped, door closers not operating correctly. Who is responsible to correct any door deficiencies?

Per Attachment 1 of the solicitation, NRL will repair or replace defective doors.

5. Who is responsible for the electrified door hardware? Many doors have manual push bars and rim mounted or frame mounted stops. Electrified hardware includes door strikes and mag locks.

Per Attachment 1 of the solicitation, “The contractor shall provide and install PIV/CAC/DBIDS card readers, electrified door hardware, electromagnetically locked devices, door contacts, request to exit devices, power supplies, cabling and all other associated hardware and software necessary to implement a PIV activated PACS…”

6. Is conduit required for all card reader doors? I did not notice conduit at the existing card reader doors. Or will conduit be provided by others?

Per Attachment 1 of the solicitation, cabling that is not installed above drop ceilings shall be installed in conduit.

7. What plans are available to review to track the conduit and wire runs from the doors to the IT server? If there are no plans, we should be able to get in to view the conduit and wire runs.

No plans are available for the current system.

8. What are the building dimensions (L x W X H)?

Approximately 600 feet by 340 feet by 44 feet (inside height).

9. Is there asbestos in the building? If so, who is to take care of asbestos when we need to run conduit and wire?

Yes. NRL will identify and asbestos where the contractor is working, and perform any required mitigation.

10. If you state that we are responsible for conduit, are we able to do a second site survey with staff to see the locations of the conduit and wire runs?

Yes, but we will limit groups to 4 to 6 contractors at a time. Please put in a request for an additional site survey by October 16, 2020.

11. Will you provide a list of the site survey attendees?

To protect the privacy of others, we will not provide a list of site survey attendees.

12. Is this a wage scale job? If so, what is low voltage wage scale?

Davis Bacon Act applies (DBA). Please check with the Department of Labor for current wage scale for specific labor categories.

13. Due to the complexity of the job, will you extend the due date?

The new deadline for proposals is 5:00pm on October 30th. See amended solicitation for additional details.

14. Are there any safety requirements for installation?

No special safety requirements. OSHA standards apply.

15. Are there lifts available to use from NRL?

No.

16. It appears that there are 41 card readers as door 9D7 is card in and out. Please confirm.

Yes, there are 40 doors and 41 card readers. Door 9D7 has a card reader on both sides.

17. Is the project budgeted?

Yes.

18. On existing card reader doors does the existing electric door hardware work? If not who is responsible to replace the door hardware?

Yes, the existing electric door hardware works. Per Attachment 1 of the solicitation, “The contractor shall provide and install PIV/CAC/DBIDS card readers, electrified door hardware, electromagnetically locked devices, door contacts, request to exit devices, power supplies, cabling and all other associated hardware and software necessary to implement a PIV activated

19. Pictures of the inside/outside and jam of each door with the door number on each picture?

20. Labeled list of doors with existing electronic lock hardware?

Yes, a list be provided.

21. Blank drawing of the site?

Not sure what is meant by “blank” drawing.

22. Pictures of inside the IT Room where all of the equipment is to be located?

Yes, will be provided.

23. Clarify how the doors that do not close or have any means to lock now will be handled? Will NRL install new functional doors at these locations?

24. Where are the existing card access control equipment terminates?

In the server cubicle in room 9D1 near door 9D7.

25. What are the make and models of the existing card access control boards?

For most of the building the cards are Best Access System. This system is at least 30 years old, and it is not known when the system was last updated. The system in the Robotics Lab, room 16C5, is believed to be a Lenel system. Neither system meets the current requirements.

26. Is there a need for a workstation? Where do you want that workstation to locate?

It is up to the contractor to determine how to configure the system. If one workstation is used, it is to be located in the server cubicle in room 9D1 near door 9D7.

27. Is there more than one equipment room that head end equipment can/will be installed? Please provide room # of equipment room(s).

One room has been identified for head end equipment. It is the server cubicle in room 9D1 near door 9D7.

28. Is the cable tray in the garage the correct pathway between the two sides?

The cable tray near doors 16C5E and 9C1W is one possible option. Other possibilities exist.

29. Should we assume that any cabling not installed above a drop ceiling needs to be in conduit?

30. Are any of the existing crash bars electrified?

31. There are numerous locations where doors need to be fix or replaced (broken, bent, rusted).

Should we assume these doors will be fixed or replaced by others and we are not to include them in our bid?

32. Should we assume that all door hardware will be provided by others?

33. Are there hazardous chemicals or gases that we should be aware of when working, cutting or drilling? A sign about lethal gases was noticed by one of the doors.

No, not near any door.

34. What is the existing access control system?

For most of the building the cards are Best Access System. This system is at least 25 years old, and it is not known when the system was last updated. The system in the Robotics Lab, room 16C5, is believed to be a Lenel system. Neither system meets the current requirements.

35. Do we need to match the existing access control system or can we provide a different solution that meets the spec's?

The existing system does not meet the current requirements.

36. Can a picture of each door please be provided?

37. Can a picture of the equipment room(s) please be provided?

38. Does the new access control system need to be integrated with any other systems? (i.e.

Intercom, visitor management, CCTV)

39. Is an onsite aerial lift available for contractors to use or should this be included in our bid?

40. Is a battery backup system needed for the head end equipment? If so, what is the desired run time?

Yes. Desired run time is a minimum of 8 hours.

41. Does the Government have architectural drawings in a native CAD file format, .dwg and will it share those architectural as-built drawings of the building?

The drawings do not exist.

42. Does the Government have as-built drawings for the structured cabling in a native CAD file format, .dwg and will it share those as-built drawings of the structured cabling?

The drawings do not exist.

43. Does the Government require newly created as-built drawings and if so will the Government require detail for structured cabling?

As-built drawings are not required. General routing of the cabling and conduit should be marked on a building floor plan, and the cable/conduit labelled “PACS”.

44. Does the Government consider metal key management to be included in the scope of the PACS? If so, can the Government share the required keyway, cylinder, or core types?

No, metal key management is not included in the scope of the PACS.

45. Does the Government have an on-site or remote Operations Center that monitors the SED access control events for this site? If so, during what hours of the day and week?

46. Does the Government have a preference on training schedule?

Training should be performed after installation is complete and the system is operational.

Training should be performed during normal business hours. Day(s) and time(s) will be coordinated between NRL and the contractor.

47. Once the Government has answered the questions submitted by the contractor, will the Government allow a follow up site walk to identify cable paths and conduit requirements?

48. Will the Government supply power for the PACS panel and associated power supplies or is that the responsibility of the contractor?

Per Attachment 1 of the solicitation, “The contractor shall provide and install PIV/CAC/DBIDS card readers, electrified door hardware, electromagnetically locked devices, door contacts, request to exit devices, power supplies, cabling and all other associated hardware and software necessary to implement a PIV activated PACS…”. NRL will provide access to standard 120 VAC power outlets for the system controller/workstation.

49. Are there any restrictions on the contractor for when work may be performed

Work is to be performed Monday through Friday between the hours of 0600 to 1700.

50. Are there any special site conditions about which the contractor needs to be aware?

Access restrictions to NRL (US citizen & pass Visitor Control review). Some areas of the building are off limits.

52. Is there an existing PACS system with which the system for the new doors will need to be compatible?

53. If there is an existing PACS are there integrations to other physical security systems and what are they.

This will be a standalone system.

54. If there is no existing PACS is there a future plan to integrate with another physical security system such as video management, central station software, PSIM, etc.?

55. Would the Government please state how many total system users it expects for the PACS system?

Approximately 500.

56. Will the Government supply the PIV/CAC/DBIDS credentials or will the contractor be expected to supply them?

NRL supplies the credentials.

57. If the contractor is expected to supply the PIV/CAC/DBIDS credentials what is the expected quantity?

NRL supplies the credentials.

58. Does the Government have a required retention policy for the PACS system?

Data should be retained for at least 6 months.

59. Will the Government share a door schedule - to include the lock, contact, hinge, door type, request-to-exit, door closer - for each of the in scope doors?

Photos of each door including the lock and jamb will be provided. A detailed listing will not be provided.

60. Is door and frame repair, or replacement, based on the contractor's assessment and recommendation or will the Government share the doors which it has already identified to be repaired or replaced?

61. Will the Government accept other alternatives to EMT conduit for areas where cable runs must be exposed?

Yes. Exposed cable runs must be in conduit, but the conduit does not have to be EMT.

62. Will the Government perform patch, paint, or repair for areas where modifications to the existing structure is required?

Contractor to perform patch and repair.

63. Will the Government share individual pictures for each door, frame and associated hardware for the locations in scope?

64. Will the Government please identify, on a floor plan or architectural as-built, the locations where there are MDFs, IDFs, or network closets that can be used for the access control panel and power supplies?

NRL will provide space in the server cubicle in room 9D1 for the contractor’s equipment. If additional locations are required, NRL will work with the contractor to identify suitable locations.

65. Will the Government allow the new PACS system to use the Government's existing network?

66. If the Government will not allow the PACS system to use its network, what equipment will the Government supply for the standalone network; e.g. network switches, racks, cabling between network locations?

NRL will provide space in the server cubicle in room 9D1 for the contractor’s equipment. Per Attachment 1 of the solicitation, “The contractor shall provide and install PIV/CAC/DBIDS card readers, electrified door hardware, electromagnetically locked devices, door contacts, request to exit devices, power supplies, cabling and all other associated hardware and software necessary to implement a PIV activated PACS…”

67. The RFP identifies PACS compliant HSPD-12 and FIPS compliant credentials and the DBIDS was listed. This requirement will not satisfy the current DBIDS card at this time. Is it the intent to use the CAC/PIV government issued credential only for this system?

The intent is to use only DoD issued CAC/PIV for this system.

68. Who will be responsible for enrolling the credentials into the Access Control System?

The contractor shall provide the hardware and software required for enrolling new cards into the system.

69. What acceptable access control manufacturers products are you looking to specify for this project?

This is up to the contractor to select. All selected hardware and software must meet the requirements of the solicitation.

70. Per DODI 8510.01, does this system require a (RMF) Risk Management Framework, (ATO) Authorization to Operate, information assurance or cybersecurity requirement?

No, this is a stand-alone system and does not require a RMF

71. Due to FAR 52.204-25, a contractor supplying equipment to the government can no longer provide Non-TAA (Trade Act Agreement) Compliant or NDAA (National Defense Authorization Act) equipment to the Government. This is the understanding policies that the contractors should take into consideration for pricing the project. Is this a correct statement to comply?

NRL is prohibited from procuring services or supplies from Huawei, ZTE, Hikvision, Hytera, and Dahua and their subsidiaries and affiliates. Furthermore, NDAA Section 889 prohibits NRL from procuring services or supplies from companies using telecommunications or video surveillance equipment or services from Huawei, ZTE, Hikvision, Hytera, and Dahua and their subsidiaries and affiliates.

72. Where will the Server and workstation be located within the building? Will more than one workstation be required?

In the server cubicle in room 9D1 near door 9D7. It is up to the contractor to determine how many workstations are required. If, more than one workstation is required, NRL will work with the contractor to determine locations of the secondary workstations.

73. Can wireless product technology be used?

74. During the site visit, most of the doors had door modifications that prevented the doors from not locking, not closing (No door closures) missing key cylinders, rusted door frames, bent doors, missing mortise lock bodies etc. that are not compliant with the door functionality, egress requirements etc. Is it the intent that NRL will replace the majority of the doors so it can accept new door hardware?

75. The keying for any core on new door hardware will need to follow a master key format used on site. Is there a locksmith available to provide the proper key format to match the bldg. keying system?

Per Attachment 1 of the solicitation, NRL will repair or replace defective doors. NRL will provide the cores for the physical keys.

76. Who will provide fire alarm drop relay if Maglocks are used to secure a door?

We do not have a requirement to tie the PACS to the fire alarm system.

77. Is this a standalone system within Bldg 59 only or will it eventually expand to remote buildings?

Standalone system for building A59 only.

78. Is it possible to provide a second site walk only for pricing the conduit?

79. Due to the elevation, there are existing free air cables installed within the high bays. Can cables above 12 feet be run without conduit and installed in conduit below 12 feet where it may be exposed to damage or tampering?

80. Can an extension be granted for the proposal deadline for two weeks due to reviewing the RFI‘s and the answers that may be provided.

81. With the current COVID19 and civil unrest, will the Government allow for an extension to the due date to ensure the vendor can submit the best proposal possible?

82. Can the SED provide how many doors will need will require a surface mounted electrified strike, or will all door strikes be internal to the frame? If they are internal to the frame, will there be any issues getting cabling to the door strike?

Up to the vendor to determine.

83. Out of the 40 doors, how many doors will require an electrified strike and how many will require a mag lock?

Up to the vendor to determine.

84. Can the SED estimate how many points will require conduit?

The vendor will have to make the final determination. It is estimated that at least part of 9 to 11 runs could be above drop ceilings.

85. Will the SED require the vendor to mount this system controller on a rack? If so, is there adequate rack space in the current server room or will the vendor be required to provide a rack?

The system controller does not have to be rack mounted. If it is rack mounted, the vendor must supply the rack. The rack does not have to be full height unless required to accommodate the vendor’s equipment. NRL will provide a table for workstations or desktop computers.

86. Can the SED clarify if this paragraph “The Contractor shall provide unlimited support and service for one year following the completion of the PACS upgrade and installation” is requesting for the vendor to provide the standard warranty for the hardware and labor or if the SED is requesting for additional support and service that would be billable upon scoping of the "support and service" required after the installation.

Standard warranty to include resolving operations issues, software issues, and providing any software updates.

87. The Solicitation requires compliance with FIPS PUB 201-2, but states that there will be no real time authentication with DEERs. Lenel has several licenses that are required for FIPS compliance, however most of these have to do with authentication against the DEERs database.

Will these license still be required?

Authentication against the DEERS database will be perform. Anything that is required solely for authentication against the DEERS database is not required.

88. Can the Government confirm that this system will be locally monitored and controlled within

Building A59?

Yes, this is a stand-alone system for building A59 only.

89. Can the Government provide a drawing of the existing access control system along with manufacture and the model numbers of the existing hardware?

There are no drawings for the existing system. The system for the majority of the building uses Best Access System boards. The system in the Robotics Lab, room 16C5, is believed to be a Lenel system. Neither system meets the current requirements.

90. Can the Government confirm the required amount of battery backup?

A minimum of 8 hours of battery backup is desired.

91. We assume that new conduit is needed for any exposed cable runs below the ceiling and that J- Hooks or existing cable trays can be used for cable runs above the ceiling. Is that correct?

Yes, that is correct.

92. We assume that the Government will provide the dedicated 120VAC 20A circuits at the designated security enclosure locations and at the equipment rack. Is this assumption correct?

93. We assume that the Government is responsible for any door and/or door frame modifications to ensure door strike and BMS compatibility. Is this assumption correct?

94. What is the Wage Determination that is used for this opportunity?

Contact the Department of Labor to determine the correct Wage Determination for the location and type of work proposed.
