Attachment 0002

QUALIFICATION OF PERSONNEL

1. SENIOR MECHANICAL ENGINEER / PROGRAM MANAGER (KEY PERSONNEL).

The proposed Senior Mechanical Engineer shall, as a minimum possess a Bachelor of Science degree in engineering from a 4-year accredited college or university, with a minimum of ten years of experience and progressive responsibility in applied disciplines associated with the design, manufacturing, testing and installation of mechanical, opto-mechanical and electro-mechanical equipment.

The proposed Senior Mechanical Engineer shall possess demonstrable experience in the following areas:

(a) Design and fabrication of components for high-energy laser systems, including mechanical design and fabrication of both optical mounts for large diameter lenses and mirrors, and motorized arrays of mirror mounts;

(b) Experience in the design, fabrication and installation of high-vacuum chambers for research applications such as a target chamber for laser fusion research;

(c) Successful management of large-scale projects involving the design, fabrication and installation of unique equipment for research applications in laser development, high intensity laser-target interaction, or high-voltage pulse power development; and

(d) Demonstrable ability to solve unusual mechanical engineering problems that arise routinely in supporting research. Contractor shall provide specific examples of how the candidate fulfills this requirement.

2. SCIENTIST OR ENGINEER.

The proposed Scientist or Engineer shall, as a minimum, possess a BA or equivalent degree in physics, engineering physics, electrical engineering, or a similar field from a 4-year accredited college or university, with a minimum of 10 years of demonstrable direct experience with high power KrF lasers, including the areas of optics, optoelectronics, and/or opto-mechanics.

3. OPTICAL/LASER ENGINEER (Key Personnel).

The proposed Engineer shall, as a minimum, possess a BA or equivalent degree in physics, engineering physics, electrical engineering, or a similar field from a 4-year accredited college or university, with experience with lasers, including the areas of optics, optoelectronics, and/or opto-mechanics.

4. MECHANICAL ENGINEER.

The proposed Mechanical Engineer shall, as a minimum, possess a Bachelor of Science degree in engineering from a 4-year accredited college or university, with a minimum of 5 years of experience and progressive responsibility in applied disciplines associated with the design, manufacturing, testing and installation of mechanical, opto-mechanical and electro-mechanical equipment.

The proposed Mechanical Engineer shall possess demonstrable experience in the following areas:

(a) Design and installation of equipment for use in high-vacuum systems;

(b) Design and fabrication of equipment for mounting and positioning optics for research applications, or equivalent experience of similar complexity;

(c) Possess ability to solve unusual mechanical engineering problems that arise routinely in supporting research.

5. MACHINIST. The proposed Machinist shall, as a minimum, possess 10 years of machining experience, primarily in limited-production instruments for research and development.

The requirements for this labor category shall include demonstrable experience in:

(a) Tool and cutter grinding;

(b) Designing and machining of fixtures, gauges, tools and jigs;

(c) Finishing;

(d) Silver soldering and brazing;

(e) Machining to four place tolerance and specified surface finishes.

6. OTHER LABOR SPECIALTIES.

The Government anticipates that additional specialists will be required on an as-needed basis, primarily for completion of assigned design tasks. Such specialized labor categories may include, but may not be limited to: a pulse-power engineer, an electron beam engineer/physicist, an optics engineer/physicist, plasma physicist, and an electronic control engineer.
