PERSONNEL QUALIFICATIONS
Unless otherwise indicated, all personnel must possess or be able to acquire a SECRET clearance.
Program Manager: (Key Personnel)
Minimum Education: A Bachelor of Arts or Science degree in Business, Management, or Engineering Management is required.
Required Experience:
1. Minimum five years of experience in the management of research and development contracts.
2. Experience managing personnel.
3. Experience in budget management.
4. Experience in communication.
5. Experience planning, directing, and coordinating program activities.
6. Experience with the security clearance process.
7. Experience with preparing reports and deliverables.
8. Experience tracking program milestones progress.
9. Experience in budget expenditure control.
10. Experience in program quality control.
11. Shall be defense acquisition workforce improvement act (DAWIA) certified level III as an acquisition professional in both program management and business, cost estimating and financial management
12. Proficiency in applying computer application programs such as MS Excel, MS Project and MS Word to support planning, accounting functions
SENIOR ENGINEER (RADAR/RF SYSTEMS): (Key Personnel)
Minimum Education and Experience:
1. BS degree in Electrical Engineering, Physics, or Computer Engineering and at least 14 years of experience in the development and testing of radar systems; or
2. MS degree in Electrical Engineering, Physics, or Computer Engineering and at least 12 years of experience in the development and testing of radar systems; or
3. PhD degree in Electrical Engineering, Physics, or Computer Engineering and at least eight years of experience in the development and testing of radar systems.
Required Experience:
1. Minimum eight years’ experience in the design, development, and implementation of radar and/or electronic warfare (EW) systems for Navy, Marine Corps, and DoD.
2. Minimum of eight years’ experience at the microwave, and/or millimeter wave bands.
3. Minimum eight years’ experience working advanced technology programs, and current and planned research and development programs
4. Minimum of eight years’ experience in electronic protection against advanced mainlobe and sidelobe electronic attack systems.
5. Minimum of four years’ experience in Navy communications systems.
6. Experience in technical planning and coordination.
Desired Experience:
1. At least four years of experience with the AN/SPS-48E/G shipboard radar, including testing and evaluation, and understanding the design details and performance requirements.
2. At least four years of experience with the AN/SPQ-9B shipboard radar, extensive working knowledge in Development and Operational Test and Evaluation (DT&E/OT&E) Navy shipboard radar systems including developing test plans and procedures. Familiar with Navy radar system design and performance requirements documentation;
3. Detailed knowledge of the AN/SPQ-9B hardware and software and interface design;
4. At least four years of experience with the AN/SPY-1 shipboard radar, including test and evaluation, and understanding the design details and performance requirements.
5. Detailed knowledge of the AN/SPY-1 variants’ equipment, computer programs, and interface design;
6. At least four years’ experience with Aegis Combat System Baselines;
7. At least four years’ experience with the AN/SPY-6 radar design and requirements.
8. Experience with the definition, design, analysis, and implementation of multi-function
(radar/EW/comms) RF systems.
MID-LEVEL RADAR ENGINEER (RADAR/RF SYSTEMS):
1. BS degree in Electrical Engineering, Physics, or Computer Engineering and at least eight years of experience in the development and testing of radar systems; or
2. MS degree in Electrical Engineering, Physics, or Computer Engineering and at least six years of experience in the development and testing of radar systems; or three years of experience in the development and testing of radar systems.
1. At least three years of experience with microwave or millimeter wave radar systems, including testing and evaluation and understanding radar design details and performance requirements.
2. Specialized knowledge and experience in one of the following areas: signal processing, RF hardware and mixed signal circuits, ionospheric propagation, computational electromagnetics, systems engineering, or tracking.
3. Experience in scientific and technical analysis for problem solving in radar technology and systems. Scientific experience should be evident through publication record.
4. Experience in technical experiment planning, coordination, conduct, and documentation.
5. Demonstrated capability to prepare and present technical and programmatic briefings to both technical audiences as well as non-expert audiences.
6. Minimum of three years’ experience in electronic protection against advance mainlobe and sidelobe electronic attack systems.
7. Experience in technical planning and coordination.

SENIOR RADAR ENGINEER (AN/SPS-49A(V)1): (Key Personnel)
2. MS degree in Electrical Engineering, Physics, or Computer Engineering and at least 12 years of experience in the development and testing of radar systems; or
3. At least six years of experience with the AN/SPS-49A(V)1 shipboard radar including a detailed understanding of its performance requirements, design details, and hands-on participation in factory testing and operational evaluation.
4. At least four years of experience in trouble-shooting of the digital signal processor of the AN/SPS-49A(V)1 using the design information included in technical manuals such as circuit diagrams, wire wrap to-to lists, and subsystem interconnect diagrams.
5. A thorough understanding of the most recent technology for radar signal processor development including FPGAs, Graphics Processors, and General Purpose computing.
6. Through practical understanding of the principles of software engineering and hands-on experience in programming in C++ as well as MATLAB.
7. Experience in scientific and technical analysis needed to develop specifications and notional implementation of new radar systems.
SENIOR RADAR ENGINEER (IMAGING RADAR):
2. MS degree in Electrical Engineering, Physics, or Computer Engineering and at least 12 years of experience in the development and testing of radar systems; or
1. At least four years of published fundamental results in fields of synthetic aperture radar (SAR) or inverse synthetic aperture radar (ISAR).
2. At least four years implementing and testing SAR/ISAR algorithms, systems, and simulations using MATLAB and/or C++;
3. At least four years of SAR/ISAR experimental system data collection and analysis.
1. At least four years of experience with the APS-137, APS-147 or APS-153 airborne radars, including testing and evaluation, and understanding the design details and performance requirements.
2. At least four years of MATLAB and/or C implementation and test of calibration algorithms for ISAR systems.
3. At least four years’ experience in periscope detection radar.

1. BS degree in Aerospace, Aeronautical, or Mechanical Engineering and at least 14 years of experience in the development and testing of radar systems; or
2. MS degree in Aerospace, Aeronautical, or Mechanical Engineering and at least 12 years of experience in the development and testing of radar systems; or
3. PhD degree in Aerospace, Aeronautical, or Mechanical Engineering and at least eight years of experience in the development and testing of radar systems.
1. At least 4years of experience in the design, fabrication, and testing of airborne structures, equipment, and electromechanical pointing systems;
2. At least 4years of experience iintegrating and installing equipment and structures with air frames;
3. At least 4years of experience leading the flight qualification of equipment and structures;
4. At least 4years of experience ddesigning and developing thermal management and environmental control in the airborne environment;
5. At least four years of experience performing thermal, vibration, load, and stress analysis;
6. At least four years of experience leading the development and integration of inertial navigation systems and integration with automatic flight control systems;
7. Demonstrated ability to fully document designs, analyses, and test results;
8. At least four years of experience participating in technical meetings and design reviews, providing critiques, reviewing documentation and monitoring technical progress.
9. Demonstrated experience performing structural design necessary to install a radome, gimbaled antenna system, inertial measurement system, and electronic equipment aboard military aircraft with high reliability of operation and rapid installation/de-installation.
10. At least four years of experience interfacing electronics systems to aircraft power and aircraft data (e.g., GPS, altimetry, air speed, etc.) and designing all necessary cable feed-thrus penetrating the aircraft pressure seals.
11. Experience qualifying airborne equipment and aircraft modifications with the appropriate certifying authority (i.e. NAVAIR, FAA).
12. Demonstrated experience coordinating the fabrication, assembly, qualification, and installation of flight structures and integrated assemblies.
MID-LEVEL MECHANICAL ENGINEER:
1. BS degree in Aerospace, Aeronautical, or Mechanical Engineering and at least eight
2. MS degree in Aerospace, Aeronautical, or Mechanical Engineering and at least six years of experience in the development and testing of radar systems; or
3. PhD degree in Aerospace, Aeronautical, or Mechanical Engineering and at least three years of experience in the development and testing of radar systems.
1. Experience in the mechanical aspects of shipboard or airborne radar antennas, including but not limited to structure, stabilization, rotation, and servo control.
2. Experience in the design, fabrication, and testing of airborne structures, equipment, and electromechanical pointing systems;
3. Experience iintegrating and installing equipment and structures with air frames;
4. Experience designing and developing thermal management and environmental control in the airborne and/or shipboard environments;
5. Experience performing thermal, vibration, load, and stress analysis;
6. Demonstrated ability to fully document designs, analyses, and test results;
SENIOR ANTENNA ENGINEER:
2. MS degree in Electrical Engineering, Physics, or Computer Engineering and at least 12 years of experience in the development and testing of radar systems; or
1. At least four years of experience in the design, development and testing of prototype wideband phased array antenna systems for naval applications.
2. At least four years of experience developing phased array antenna concepts for next generation naval phased array radars.
3. At least four years of experience in the analysis and testing of phased array antenna polarization properties.
4. At least four years’ experience in the development and use of computational electromagnetic algorithms for antenna design and/or radar cross section estimation.
1. At least four years of experience in array pattern synthesis and optimization using convex and non-convex techniques.
2. Experience with the BPS-15 or BPS-16 submarine radar antenna, including test and evaluation, and a detailed understanding of design details and performance requirements.
MID-LEVEL ANTENNA ENGINEER:
1. BS degree in Electrical Engineering or Physics and at least eight years of experience in the development and testing of radar systems; or
2. MS degree in Electrical Engineering or Physics and at least six years of experience in the development and testing of radar systems; or
3. PhD degree in Electrical Engineering or Physics and at least three years of experience in the development and testing of radar systems.
1. At least three years of experience in the design, development and testing of prototype wideband phased array antenna systems.
2. At least three years of experience developing phased array antenna concepts for next generation naval phased array radars.
3. At least three years of experience in the analysis and testing of phased array antenna properties.
4. Experience in array pattern synthesis and optimization using convex and non-convex techniques.
SENIOR ENGINEER (DIGITAL):
2. MS degree in Electrical Engineering, Physics, or Computer Engineering and at least 12 years of experience in the development and testing of radar systems; or
1. At least six years of experience in the design and development of high-level architectures of complex digital systems.
2. At least six years of experience in performing resource estimates for digital system implementation using FPGAs, GPUs, and GPPs.
3. Experience in technical planning and coordination.
1. Experience in using VHDL in the design of digital systems.
2. Specific experience in developing digital systems for radar applications.
3. Skills with FPGA programming (Xylinx, Altera, etc.), VHDL, Verilog, C, etc.
MID-LEVEL ENGINEER (DIGITAL):
Minimum Education:
1. BS degree in Electrical Engineering or Computer Engineering and at least six years of experience in scientific or technical analysis; or
2. MS degree in Electrical Engineering or Computer Engineering and at least four years of experience in scientific or technical analysis; or
3. PhD Degree in Electrical Engineering or Computer Engineering.
1. Demonstrated experience in the design, development and testing of digital systems.
2. Demonstrated experience in developing digital hardware systems using field-programmable gate arrays (FPGAs) using VHDL.
1. Demonstrated experience in developing digital systems for radar applications.
SENIOR RADAR ENGINEER (SIGNAL PROCESSING): (Key Personnel)
1. M.S. in Electrical Engineering, Mathematics or Physics and 12 years of experience in performing basic, applied research, or a combination of the two; applying math, physics and engineering principles to the development of new concepts for the improvement of radar systems; or
2. PhD in Electrical Engineering, Mathematics or Physics and eight years of experience in performing basic, applied research, or a combination of the two; applying math, physics and engineering principles to the development of new concepts for the improvement of radar systems.
1. At least four years of experience conducting basic or applied research in signal processing applied to radar systems.
2. At least four years of experience in using MATLAB for analysis.
3. At least six years’ experience in optimization techniques
4. At least eight years’ experience in radar signal processing analysis, development, simulation, and implementation.
5. At least four years’ experience in communication theory, waveforms, and signal processing.
MID-LEVEL RADAR ENGINEER (SIGNAL PROCESSING):
Minimum Education:
1. BS degree in Electrical Engineering and at least six years of experience in scientific or technical analysis; or
2. MS degree in Electrical Engineering and at least four years of experience in scientific or technical analysis; or
3. PhD Degree in Electrical Engineering.
1. At least four years of experience in Radar Signal detection, estimation and processing.
2. At least five years of experience in using MATLAB for analysis.
SENIOR ELECTROMAGNETIC THEORETICIAN: (Key Personnel)
2. MS degree in Electrical Engineering, Physics, or Computer Engineering and at least 12 years of experience in the development and testing of radar systems; or
1. At least four years of experience in conducting basic research in Electromagnetics related to radar systems.
SENIOR TECHNICAL WRITER:
Minimum Education and Experience: BS with a minimum of five years’ experience writing and editing engineering and technical documents.
1. Experience originating, editing, and proofreading of Government reports, technical manuals, and briefings;
2. Experience researching and documenting findings in various subject areas, using a variety of media, including the internet;
3. Experience in collating inputs from multiple authors into a cohesive document;
4. Experience researching, writing, and editing formal research reports, technical manuals, and memorandums;
5. Knowledge of the Navy Style Guide;
6. At least five years experience using Microsoft Office and/or LaTex.
SENIOR SOFTWARE ENGINEER:
1. BS degree in Electrical Engineering or Computer Engineering and at least 14 years of experience in the development and testing of software systems; or
2. MS degree in Electrical Engineering or Computer Engineering and at least 12 years of experience in the development and testing of software systems; or
3. PhD degree in Electrical Engineering or Computer Engineering and at least eight years of experience in the development and testing of software systems.
1. At least 10 years of experience in the design, development and testing of programs using high-level languages, such as C, C++, Pascal, Basic, Fortran, and ADA.
2. Experience with hierarchical system development methodologies and source code control techniques.
MID-LEVEL SOFTWARE ENGINEER:
Minimum Education and Experience: BS in Computer Science or Computer Engineering
1. BS degree in Electrical Engineering, Computer Engineering or Computer Science and at least six years of experience in software development; or
2. MS degree in Electrical Engineering, Computer Engineering or Computer Science and at least four years of experience in software development; or

MID-LEVEL SOFTWARE PROJECT MANAGER:
Minimum Education: BS in Computer Science or Computer Engineering
1. At least six years of experience in managing computer software projects through the design, coding, and testing phases.
2. Experience in monitoring progress and resources during a project to assure the project will be completed on time and within budget.
ENTRY ENGINEER/PHYSICIST:
Minimum Education: BS in Electrical Engineering, Computer Engineering, or Physics.
1. Experience in scientific or technical analysis.
2. Experience in computer programming and simulation.
SENIOR ELECTRONICS TECHNICIAN:
Minimum Education: Must have at least a High School Diploma or GED. Formal electronics certification from technical training facility is required.
1. At least 12 years of experience in the operation, maintenance, and repair of electronic equipment.
2. At least 12 years of experience in RF assembly, test, and measurement.
3. Generate multilayer printed wiring board layouts based on engineering schematics and vendor-supplied design-for-manufacturing guidance.
4. Order surface mount and other electronic parts as needed.
5. Assemble and/or rework complex printed wiring board assemblies, including QFN packages, BGAs, and SMT “0201” components.
6. Perform basic verification and troubleshooting of electronic assemblies.
MID-LEVEL ELECTRONICS TECHNICIAN:
Minimum Education: Must have at least a High School Diploma or GED. Formal electronics certification from technical training facility is required.
1. At least six years of experience in construction and testing of antenna or electronic systems.
ENTRY ELECTRONICS TECHNICIAN:
Minimum Education and Experience: High School Diploma or GED. At least two years of education in engineering principles (e.g. technical school or college engineering classes), or at least two years of experience in electronics.
JUNIOR MACHINIST:
Minimum Education: High School Diploma or GED
1. At least five years of experience in operating machinery such as lathes, drill presses, sanders, and grinders.
2. Experience in performing independent project work and interfacing with research staff.
COMPUTER SYSTEMS ANALYST:
Minimum Education: BS in Computer Science or Computer Engineering, or High School diploma (or GED) with at least 10 years of experience managing and programming networks of computers.
1. Experience with hierarchical system development methodologies and source code
SENIOR RF ENGINEER: (Key Personnel)
1. BS degree in Electrical Engineering or Computer Engineering and at least 14 years of experience in the development and testing of RF circuits and subsystems; or
2. MS degree in Electrical Engineering or Computer Engineering and at least 12 years of experience in the development and testing of RF circuits and subsystems; or
3. PhD degree in Electrical Engineering or Computer Engineering and at least eight years of experience in the development and testing of RF circuits and subsystems.
1. Perform system analysis, design, development, and laboratory and/or field-testing of RF systems (radar, communications, and/or electronic warfare);
2. Ability to script and conduct automated, parametric tests of RF and electronics subassemblies using tools such as MATLAB instrument control toolbox, NI TestStand, or NI LabView.
3. Component and transceiver measurements for parameters such as S-parameters, P1dB, OIP3, noise figure, gain, leakage, isolation, etc.
4. Skilled in the use of network analyzers, spectrum analyzers, power meters, peak power analyzers, noise figure testers, phase noise testing, spectrum analyzers, programmable power supplies, stepped attenuators, logic analyzers, oscilloscopes, and digitizers.
5. Conduct trade studies that lead to optimal systems performance for a defined set of conditions and applications based on commercially available and/or custom components;
6. Prototype new RF component technologies and their application to Navy or DoD systems;
7. Perform laboratory measurements and tests of subsystems in support of Navy or DoD RF system development;
8. Perform technical analysis and computer simulations to evaluate component and subsystem application to Navy or DoD systems;
9. Fully document test results and analysis;
10. Participate in technical meetings and design reviews, provide critiques, review documentation, and monitor technical progress.
