PERFORMANCE WORK STATEMENT

FOR

HAZARDOUS WASTE DISPOSAL

LABORATORY ANALYSIS AND

EMERGENCY SERVICES

Naval Research Laboratory

4555 Overlook Ave., SW

Washington, DC 20375

December 8, 2016

1.0 INTRODUCTION

This Performance Work Statement (PWS) describes the services to be provided to the Naval

Research Laboratory (NRL).

2.0 BACKGROUND

The United States Naval Research Laboratory (NRL) provides the advanced scientific capabilities required to bolster our country’s position of global naval leadership. Here, in an environment where the nation’s best scientists and engineers are inspired to pursue their passion, everyone is focused on research that yields immediate and long-range applications in the defense of the United States.

In pursuit of this effort, it is necessary to utilize a very large variety of chemicals and conduct laboratory processes that produce surplused or unwanted chemicals and hazardous waste.

Chemicals and hazardous waste are transported to and stored in an EPA-compliant holding facility by NRL personnel. On a regular basis, it is necessary to have hazardous waste chemicals and containers removed by a qualified contractor.

On a relatively regular basis, it is necessary to employ the services of a qualified contractor to decontaminate installed contaminated plumbing, laboratory fume hoods and laboratory equipment so that it can be disposed of properly and legally by the NRL.

In the unusual event of a chemical-related emergency, the incident is typically mitigated by local fire department responders and cleaned up by NRL’s Emergency Response Unit (ERU).

Occasionally it is necessary to obtain additional support from a qualified contractor for cleanup and disposal.

3.0 SCOPE

The Contractor shall provide the Naval Research Laboratory (NRL) with the necessary labor, supervision, equipment, materials, packing, containers, labels, packing slips, Land Disposal

Restriction documents, and manifests (State and Uniform Hazardous Waste Manifest). The

Contractor shall perform tasks designated by the Contracting Officer’s Representative (COR) to accomplish the sorting, sampling, stabilization, packaging, profiling, labeling manifesting, transportation and off-site (off NRL property) treatment, and/or disposal. Items designated by the COR may be hazardous waste, waste chemicals, chemically contaminated equipment laboratory equipment and installed plumbing systems, and biological hazardous waste or regulated medical waste containing heavy metals. Radioactive material, asbestos, and explosives are excluded from this contract.

6.0 SERVICE TIME

6.1 Under most circumstances, the contractor shall provide the services described in this contract on Federal workdays, Monday through Friday with the exception of Federal holidays, between the hours of 0730 and 1630 local time. However, if the assigned task is not completed before 1630, it is left to the discretion of the COR to approve work outside the core hours for the

Contractor to complete the task. In addition, some unusual circumstances may require the

Contractor to provide special services outside of normal Federal workday hours.

6.2 The response time depends on how much waste is to be shipped off site. Usually five (5) days. Emergency or unusual circumstances are or could be a spill or highly volatile chemicals or materials.

6.3 The Part B Treatment, Storage, Disposal Facility permit, as issued by the District of

Columbia to NRL Washington, DC, specifically prohibits the transportation of hazardous waste off site between the hours of 6:00-10:00 AM and 3:00-7:00 PM. No NRL location, other than

NRL-DC, has any similar restrictions in place at this time. The contractor works under the NRL

Permit. They do not need their own.

6.4 The Contractor shall act as NRL’s backup emergency responder. Upon request, the

Contractor shall provide assistance in emergency mitigation and clean up of chemical spills or releases occurring at NRL sites covered by this contract. Since NRL is required to take immediate action as designated by NRL Contingency Plans and Instructions, the Contractor shall have the ability to provide emergency services twenty-four (24) hours per day, seven (7) days per week.
