There is no inclusion of a disadvantaged business subcontracting goal nor would it be assigned value in determining best value to the government.
6. How should references be provided?
References would be of value as past performance is an evaluation factor. The format is not specified.
7. There is no request for personnel resumes; how should we demonstrate that our proposed personnel meet the specific qualifications listed for Environmental
Chemist, Stabilization Specialist, and Cylinder Specialist?
Although resumes are not required, Personnel is an evaluation factor. Resumes would be the best way to gain value in this area.
8. A Field Technician position is included in the Scope of Work but no qualifications are provided, are there specific qualifications that must be met for this position?
40 hour HAZWOPER
9. The RFP documents state that the awarded vendor will serve as a “back-up”
Emergency Response provider and that the value of work performed shall not exceed $150,000.
a. Who is the primary Emergency Response provider?
NRL Fire Department
b. What is the purpose of the not to exceed cap?
It is an estimate based on past incidents.
c. What happens if a circumstance arises where the awarded vendor must respond to an event in excess of the cap? Should work be stopped?

Quantities listed reflect the historic quantities. Dollars will vary per contractor.

Permitted facility owned by the current contractor
13. In the past years of performance has there ever been a need to download a cylinder onsite?
Yes
14. Can you please explain what CLIN 0001CP entails? What are the gases? Are we talking about aerosols?
15. Under the High Haz section, can you explain CLIN 0001FG?
a. What does NSP stand for?
Not Separately Priced
16. Can you provide dimensions for cylinders in the Test/Downloading as well as Disposal sections for cylinders?
Sizes vary from lecture bottles to large liquid nitrogen tanks.
17. Under the Testing/Downloading section, is this pricing just for testing and downloading or does it include disposal as part of this section?
a. The constituents in the Testing/Downloading section do not appear to match up with the disposal section.
Pricing is for Testing /downloading only.
18. Has there been an event in the previous performance history that required the mobilization of a “Strike Team”?
NO

a. Will the routine services be considered for award outside of the ER services?
Both the routine services and emergency services will be awarded to one contractor under this contracts.
20. Can you please provide existing profiles for bulk waste streams?
Waste Oily Debris, Paint debris, coolant with metal aluminum chips, Halogenated and
Non Halogenated solvents, aqueous waste, acid and water. It will vary.
21. Can you confirm what a subCLIN is as referenced at the end of the base year section?
a. If subCLIN’s can be modified to fit each bidders model, how will bids be compared in an even manner?
All items are priced at the subCLIN level. The price for the routine CLINs will be derived from adding up the prices for the subCLINs. For the emergency services the amount stated at the CLIN level will be used for all vendors. SubCLINS will be evaluated for major variations from normal expected price and so could effect a best value outcome.
22. Can you confirm what the expected Scope of Work is in regard to the DOT Certification section?
a. Is this just stating that our supplies will meet DOT certifications?
23. Site Visit Question: Please provide the format to be used as a subCLIN.
See Question 21
24. Site Visit Question: Should materials cost include disposal pricing? (e.g. Lab packs vs drummed waste
Drums for Lab Packs are provided by the contractor. Bulk drummed waste drums are bought and or provide by the NRL. So, I think you would need to separate the two. You may know better than me on how to handle this scenario.
The majority of bulk drums that are generated at the NRL are mainly oil debris, solvents, coolant with metals, paint Debris, aqueous waste and maybe unused manufactured material. These drums are provided and bought by the NRL.
25. Site Visit Question: Should pricing include the costs to supply disposal drums or are those provided by NRL?
See Question 25. They are similar.
26. Site Visit Question: H040 and H044 appear to be duplications please clarify.
H044 must have been a Typo. It is not a valid EPA Management Code.
27. Please provide further clarification on question 1 from round 2 of the Q&A's with regards to Treatment Code vs Description Code. (Question 1 round 2 - For disposal category
0001CQ - 0001CT is this H020 - Solvents recovery (distillation, extraction, etc) or H050
- Energy recovery at this site - used as fuel (includes on-site fuel blending before energy recovery; report only this code)? It is listed as H020 - Energy Recovery, Liquid. Answer -
We use H040 and H141.)
H020 is the EPA Management Code for Solvent Recovery (distillation, extraction, etc) vs the H040 listed above. Also, H040 for liquids is already listed on 0001CA-0001CE.
H141 is a code for waste that is transferred/stored/or bulked with no treatment or recovery occurring.
28. Site Visit Question: Should pricing include the costs to supply disposal drums or are those provided by NRL?
Yes.
29. Site Visit Question: Should H044-Incineration, Solids read H040 as the EPA
Management Code for Incineration? In addition, is H044-Incineration, Solids CLIN
0001CK-0001CN (5-55 Gallon Drum) the same waste stream as "Incineration Solids
Drum Waste" CLINS 0001EG-0001EK (5-55 Gallon Drum)? If not, please provide information to differentiate the two categories.
Yes, H040. Could include capacitors or equipment.
30. Generic Cylinder Description: Are the cylinders listed in CLINS 0001GU through
0001HX single components cylinders which could be any of the 3-4 listed in a specific
CLIN or multiple components based upon the mixture shown. (e.g. 0001HC: Could this CLIN be interpreted as a cylinder containing one of these gases: carbonyl flouride, hexafluoroacetone, nitrogen trifluoride, or tetrachlorosilane or is it to be assumed that it is a mixture of these four gases in one cylinder?)
Typically the CLIN would be one of the gases per cylinder, however, it could be a cylinder that is created or downloaded for research by the researcher but most unlikely.
31. H129 - Incineration, Gases - CLIN 0001CP does not specify what gas for disposal. Can you provide the type of gas/chemical composition?
Possible Lecture bottle gases of all types.
32. H129 - Organic / Inorganic Treatment - Can you provide more detail on the types of material/composition the would typically be in this category?
Treatment of any organic compounds like acids, ethers, aldehydes etc.
33. H124 - Phase Separation - Can you provide more detail on the types of material/composition the would typically be in this category?
Maybe gasoline and water, oil etc. We may want to separate the fuel from the water for and use the fuel for energy recovery etc.
File details come from the government source that posted it. Updated .
