RFP Reference Question Answer 1 Page 67 Section L of the RFP and Attachment L-3 lists specific labor categories only under the heading of "onsite" and others under the heading of "off-site". Is it allowable to propose personnel as offsite under categories that are only listed under the heading "onsite" in the spreadsheet?

No. In accordance with the RFP, L- 15(d)(i)(A), “This distribution shall be used by the offeror in preparing the cost/price proposal. If the offeror uses labor category terminology other than that used in this provision, the offeror must provide a matrix clearly relating their proposed labor categories to those in this provision.”

2 Pages 60 – 61 Instructions in section L indicate that files must be stored in folders matching the volume. Does this indicate that the electronic versions of the volumes can be delivered on a single CD-ROM, or does each volume require a separately-labeled CD-ROM?

The electronic versions of the volumes can be delivered on a single CD-ROM or on separately-labeled CD-ROMs.
