Labor Categories
Introduction: The labor categories listed below are aligned with the specific tasks found in the Statement of Work, and represent the Government’s best estimate of the kinds of personnel required for successful performance of delivery orders (DO) and task orders (TO) that may be awarded under this contract. Key personnel will be defined at the DO/TO level, and the contractor shall provide copies of resumes as evidence of thorough knowledge and expertise to perform the required duties of any key positions.
Task Area I - Systems Engineering for Modeling and Simulation Testbed Task Area II - Computer Modeling and Simulation Task Area III - Federation Infrastructure Task Area IV – Systems Engineering for ES Systems Task Area V – Software Design, Development and Testing for ESM, EWM&S, and ESMES
Task Area I – Systems Engineering for Modeling and Simulation This section lists the specialized labor categories representing the best estimate of the kinds of personnel required for Task Area I of the Statement of Work. Tasking is for on-site and off-site systems engineering to support various distributed simulation efforts conducted by NRL Code 5770.
1. Senior Engineer / Scientist (Systems Engineering)
Education Shall have a BS and MS in Computer or Electrical Engineering, Computer Science, Information
Systems, or other related discipline from an accredited college or university
Experience Shall have at least 10 years of related Systems Engineering experience Shall be familiar with DoD and USN Systems Engineering practices Shall have demonstrated ability to plan and manage complex projects Shall have experience in managing large distributed simulation projects employing the High Level
Architecture (HLA) Shall have experience in identifying and evaluating architectural and technology alternatives and in identifying and quantifying related risks Shall provide overall project direction and performance Shall be familiar with DoD processes for Verification, Validation, and Accreditation (VV&A) of simulations Shall be familiar with standard productivity tools such as Microsoft Office Suite in order to support system documentation efforts Shall be experienced in producing and presenting briefings for technical, programmatic, and executive level audiences
Clearance Shall have at least a Secret Clearance on the Date of DO/TO competition submission
2. Principal Systems Engineer (Systems Engineering)
Shall have a BA/BS in Computer or Electrical Engineering, Computer Science, Information Systems, or other related discipline - Advanced Technical/Business degree preferred - from an accredited college or university
Shall have at least 8 years of related Systems Engineering experience Shall have experience in conducting and directing complex projects Shall be familiar with DoD and USN Systems Engineering practices Shall be familiar with DoD processes for Verification, Validation, and Accreditation (VV&A) of simulations Shall be familiar with standard productivity tools such as Microsoft Office Suite in order to support system documentation efforts Shall be experienced in producing and presenting briefings for technical, programmatic, and executive level audiences
3. Senior Systems Engineer (Systems Engineering)
Shall have a BA/BS in Computer or Electrical Engineering, Computer Science, Information Systems, or other related discipline from an accredited college or university
Experience Shall have at least 6 years of related experience in Systems Engineering Shall be familiar with DoD and USN Systems Engineering practices Shall be familiar with DoD processes for Verification, Validation, and Accreditation (VV&A) of simulations Shall be experienced in defining simulation requirements, developing strategies, identifying critical path elements, and quantifying risk Shall be experienced in leading and managing complex simulation efforts and providing technical direction to simulation development teams Shall be familiar with standard productivity tools such as Microsoft Office Suite in order to support system documentation efforts Shall be experienced in producing and presenting briefings for technical, programmatic, and executive level audiences
4. Systems Engineer (Systems Engineering)
Shall have a BA/BS in Computer or Electrical Engineering, Computer Science, Information Systems, or other related discipline from an accredited college or university
Experience Shall have at least 3 years of related experience in Systems Engineering Shall be familiar with DoD and USN Systems Engineering practices.
Shall be familiar with DoD processes for Verification, Validation, and Accreditation (VV&A) of simulations Shall be familiar with standard productivity tools such as Microsoft Office Suite in order to support system documentation efforts Shall be experienced in producing and presenting briefings for technical, programmatic, and executive level audiences
Task Area II – Computer Modeling and Simulation This section lists the specialized labor categories representing the best estimate of the kinds of personnel required for Task Area II of the Statement of Work. Work on this task will primarily be conducted on-site, working with NRL Code 5770 software development teams on various projects, such as producing models for distributed simulation, developing visualization software, or modules for command and control software.
5. Senior Software Engineer (EWM&S)
Shall have at least a Bachelors of Science in Computer or Electrical Engineering or Computer
Science from an accredited college or university
Shall have at least 10 years of experience in in computer modeling and simulation in a research and development environment with a focus on Electronic Warfare Shall have at least 8 years of experience programming C/C++ Shall have at least 5 years of experience working with OpenGL and OpenSceneGraph Shall have experience with the following Scripting languages: Python, Perl, andTcl/Tk Shall have at least 2 years of experience with Agile programming Shall have experience with Network programming Shall have experience with Database programming Shall have at least 3 years of experience in graphic user interface (GUI) programming using Qt Shall have experience in performing data analysis and conversion Shall have demonstrated capability to publish the results of research in the form of technical papers and PowerPoint presentations
Shall have at least a Secret Clearance on Date of DO/TO competition submission
6. EW Modeling Software Engineer (EWM&S)
Shall have at least a Bachelors of Science in Electrical or Computer Engineering or Computer
Science from an accredited college or university
Shall have at least 5 years of professional experience programming in C/C++ Shall have experience in MATLAB, Python and Java Shall have familiarity with ESM concepts, techniques, and signal processing methods
Desired
Experience in distributed simulation systems employing High Level Architecture (HLA) Experience with HLA RTI NG Pro or equivalent Experience in the design and coding of Electronic Warfare Simulation systems. This includes multi-emitter environment generation systems including, but not limited to TEWES, PTEWES, and CEEISM, as well as modeling U.S. Navy Electronic Warfare systems such as AN/SLQ-32(V) and associated SEWIP block variants.
Experience in distributed simulation systems employing High Level Architecture (HLA) Experience with HLA RTI NG Pro or equivalent Familiarity with other USN Electronic Support (ES) systems such as AN/BLQ-10, WBR-2000, AN/SLD-4, and others Experience in developing models of RF receiver systems, ES processors and associated algorithms, as well as related systems
7. Global Command and Control System (GCCS) Software Engineer (EWM&S)
Shall have a Bachelors of Science in Computer or Electrical Engineering or Computer Science from an accredited college or university
Shall have at least 5 years of professional programming experience Shall have Java Programming skills Shall have Database Programming skills Shall have C Programming skills Shall have JavaScript Programming skills Shall have HTML Programming skills Shall have Assembly Programming skills Shall have experience with Windows and Linux Operating systems Shall have experience of JUnit, SVN, XPDev Shall have knowledge of UNIX at user, developer and administrative levels Shall have Software Design Modeling skills
Shall have experience in all phases of software development lifecycle (SDLC) including requirements gathering, analysis, designing, coding, testing, debugging, documenting, building and deployment, as well as support and maintenance
Shall have experience of how to build a Global Command and Control System (GCCS).
Shall have experience on how to synchronize GCCS server and client Shall have experience how to build a software development computer for GCCS include all GCCS software dependencies Shall have experience of ICSF programming which interact with Track Management System of
GCCS
Shall have experience using Install Shield
Desired Knowledge of Linear Algebra.
Knowledge of Numerical Analysis.
Knowledge of University Physics.
Knowledge of Security Engineering.
Knowledge of Mobile Device Programming.
Knowledge of Web Service Design/Implementation.
Clearance
Shall have at least a Secret Clearance on the Date of DO/TO competition submission
Task Area III – Federation Infrastructure This section lists the specialized labor categories representing the best estimate of the kinds of personnel required for Task Area III listed in the Statement of Work. Work on this task will most likely be conducted on-site, working with NRL Code 5770 personnel to support distributed simulation infrastructure.
8. Senior Engineer / Scientist (Distributed Simulation)
Shall have a BA/BS in Computer or Electrical Engineering, Computer Science, Mathematics, or
Physics – Advanced Technical degree preferred - from an accredited college or university
Experience
Shall have at least 10 years of experience with complex distributed simulation projects Shall be experienced in managing a team of systems engineering support personnel Shall be experienced in building distributed simulation federations utilizing HLA Shall be familiar with analysis of combined hard kill / soft kill (HK/SK) naval self-defense systems Shall be familiar with analysis tools to support HLA federations to include database management and visualization tools Shall be familiar with installing, configuring, and maintaining firewalls and other network security devices Shall be familiar with standard productivity tools such as Microsoft Office Suite in order to support system documentation efforts Shall be experienced in producing and presenting briefings for technical, programmatic, and executive level audiences
Shall have at least a Secret Clearance on the Date of DO/TO competition submission, Top Secret / SCI eligibility preferred
9. Principal Systems Engineer (Distributed Simulation) - Onsite support for HLA testbeds
Shall have a BA/BS or Equivalent, Engineering, Computer Science, Mathematics, or Physics --
Advanced Technical degree preferred -- from an accredited college or university
Experience Shall have at least 8 years of related Systems Engineering experience Shall have experience in developing simulation networks to support HLA simulations Shall have experience in developing HLA interfaces for legacy models Shall have experience in automating HLA simulation execution and analysis Shall have experience with Microsoft Windows, Linux, and Solaris operating systems Shall have experience in developing strategies and methods to meet Information Assurance (IA) requirements Shall be familiar with installing, configuring, and maintaining firewalls and other network security devices Shall be familiar with standard productivity tools such as Microsoft Office Suite in order to support system documentation efforts Shall have experience with developing scripts using Python, Perl, shell scripting, MATLAB, and other tools Shall have experience in developing simulations and simulation support systems using C++ and Java programming languages
Shall have at least a Secret Clearance on the Date of DO/TO competition submission, Top Secret / SCI eligibility preferred.
10. Systems Engineer / Distributed simulation network support – Onsite
Shall have a BA/BS in Computer Science or Information Technology from an accredited college or university
Shall have at least 1 year of experience with managing distributed simulation networks Shall be experienced with HLA simulation systems.
Shall have experience with network configuration and administration.
Shall be familiar with installing, configuring, and maintaining firewalls and other network security devices.
Shall be familiar with Information Assurance requirements and procedures.
Shall have at least a Secret Clearance on the Date of RFP Submittal
Task Areas IV and Task V Task IV – Systems Engineering for ES Systems Task V – Software Design, Development and Testing for ESM, EWM&S, and ESMES
This section lists the specialized labor categories representing the best estimate of the kinds of personnel required for Task Areas IV and V listed in the Statement of Work. Tasking will be in support of NRL Code 5720 (ESM Branch) for on-site NRL ESM R&D activities, and on-site and off-site software design and development for NRL ESMES, NRL ES system and subsystem modeling.
11. Principal Engineer (ESM Task)
Shall have a PhD or Master’s degree in Electrical Engineering from an accredited college or university
Experience Shall have 15 years of experience in ESM system design Shall have 10 years of experience in ESM modeling and simulation Shall have 15 years of experience working in the field of characterizing EW pulsed emitters Shall have 15 years of experience in software and hardware system design and development Shall have 15 years of experience in Project management on EW related programs Shall have demonstrated knowledge of EW databases Shall have demonstrated knowledge of EW signals contained in EWIR and CED Shall have demonstrated technical knowledge of ESMES and scenario generation Shall have demonstrated knowledge of Electronic Warfare support measures (ESM) system architectures and system metrics for tactical EW and surveillance functions aboard aircraft, ships, and submarines. An intricate knowledge of the requirements, alternatives, workings, interrelationships and tradeoffs of EW systems and leading edge technologies relevant to these systems.
Shall have demonstrated knowledge in current RF generation, digital circuit and software design including digital signal acquisition and processing technologies as required
Shall have experience with Navy Electronic Warfare systems including, but not limited to SEWIP Block 1, SEWIP Block 2, AN/SSX-1, Story Finder, and AN/BLQ-10.
Shall have demonstrated experience with ESM Signal processing including receiver processing, signal detection and digitization, parameter extraction, signal deinterleaving, digital signal processing techniques, and EW library management
Shall have demonstrated knowledge of the current digital logic families to include, but not be limited to, the integration and programming of field programmable gate arrays (FPGAs)
Shall have demonstrated evidence of advance software development capability including programming in Assembly language, VHDL, C/C++ and MATLAB
Shall have demonstrated evidence of experience in both Windows and Linux operating systems.
Shall have demonstrated ability to communicate (i.e. liaison) with leading scientists in the areas of
EW technology
12. Senior Engineer (ESM Tasks)
Shall have at least a Bachelor of Science (Masters preferred) in Electrical Engineering from an accredited college or university
Shall have at least 15 years of experience in digital, analog, and microwave circuit design Shall have at least 10 years of experience in ESM receiver technology development Shall have demonstrated knowledge of the requirements, alternatives, workings, interrelationships and tradeoffs of EW, ESM and ESMES systems and the leading-edge technologies relevant to these systems
Shall have demonstrated the ability to design, implement, and test high performance digital and analog subsystems for EW and ESM design
Shall have demonstrated knowledge of PC board design, layout, fabrication, testing, system level integration and testing
Shall have demonstrated the ability to work with state of the art digital logic including FPGA’s and DSP programming (VHDL)
Shall have demonstrated the ability to work with RF microwave assemblies, subassemblies, and circuits
Shall have experience in C/C++ programing
