Description of Labor Categories

As noted in Section H-6, Labor Categories, the labor category descriptions provided in this attachment represent the government’s best estimate of the kinds of personnel required for successful contract performance. These descriptions are neither mandatory nor exclusionary, but are provided to assist contractors in mapping their own labor categories to the ones provided under this IDIQ. See Article H-6, Labor Categories, for further guidance.

Program Manager/Administrator (PMA)

An individual with overall responsibility for the organizing, directing and managing all aspects of the contract and the performance of their organization on all Task Orders. Responsibilities of the Program Manager/Administrator II include managing, facilitating and maintaining the interface between the Task Order team and the customer, consultation with the customer to formulate and review plans, ensure conformance with goals, schedules, security (if required) and deliverables.

Program Management/Administrative Support (PMAS)

An individual who directly provides program management and/or administrative support to a Task Order project team, particularly the Program Manager(s)/Administrator(s) and senior Scientist(s)/Engineer(s).

Typical duties would include: composing, proofreading, and compiling correspondence, reports, memos, briefings, etc., and general clerical duties that support the team performing on a Task Order.

Scientist/Engineer (SE)

A scientist/engineer who is knowledgeable in a Research Field and has the experience and/or expertise to provide scientific/engineering oversight and guidance to the entire effort, a significant portion of the overall effort, and/or make significant original contributions to the problem solving required by a Task Order, commensurate with experience and education for the specific level.

Technician (T)

An individual with training, experience and/or is a master of a technical art directly relevant to the work required by a Task Order and is able to provide guidance to other technicians and engage engineer/scientists in practical matters which improve the performance of the work being performed under a Task Order, commensurate with experience and education for the specific level.

Production and Assembly Supervisor (PAS)

A Production and Assembly Supervisor would have responsibility for oversight of the manufacturing, production, and assembly of any deliverables (breadboards, brassboards, limited quantity prototypes, etc.), that have been designed by the Scientist(s)/Engineer(s), required under a Task Order. Given that a Task Order under this contract will likely involve deliverables that exploit novel concepts or new realizations of an existing concept, these individuals will need to be able to supervise the general production and assembly, as well as engage the Scientist/Engineer and Technician to address and solve unforeseen problems.

Production and Assembly (PA)

An employee engaged in manufacturing, production, and assembly of any deliverables that have been designed by the Scientist(s)/Engineer(s), required under a Task Order. Given that a Task Order under this contract will likely involve deliverables that exploit novel concepts or new realizations of an existing concept, these individuals will need to be skilled the production of breadboard, brassboard, and limited quantity prototypes.
