SUMMARY OF CHANGES

1. Section C: C-4(a)(3) is revised to read:

(1) ENVIRONMENTAL REQUIREMENTS

(i) The Contractor shall comply with all documents listed below:

(A) OPNAVINST 5090.1C - Environmental Readiness Program Manual

2. Section G: G-6(b) is revised to read:

(b) Paragraph (j) of FAR 52.244-2 is filled in as follows. The following Subcontractor / Consultants have been identified in the Contractor’s proposal as necessary for performance of this contract and were evaluated during negotiations:

7. Section J: Attachments 7 and 8 are revised to read:

7 DFARS 252.227-7017 Identification and Assertion of Use, Release, or Disclosure Restrictions [From Contractor task order proposal, if applicable]

8. Section L: L-6, DFARS 252.227-7017 is revised so that assertions are completed at the task order level.

9. Section L: L-7, DFARS 252.227-7028 is revised so that identification of any limitations are to be completed at the task order level.

10. Section L: L-17(a)(1)(i)(A) is revised to read:

(A) The Contractor shall complete blocks 15 and 16 and sign and date blocks 17 and 18 of the solicitation. Signature by the Offeror on the solicitation constitutes an offer, which the Government may accept. The "original" copy should be clearly marked under separate cover and should be provided without any punched holes. The Offeror shall make a clear statement in Section A of the proposal documentation volume that the proposal is valid 180 days from the date of the solicitation closing date.

11. Section L: L-17(a)(1)(viii) is revised as follows:

(viii) SECTION L: INSTRUCTIONS CONDITIONS AND NOTICES TO OFFERORS

12. Section L: L-19 is revised by adding:

Offeror’s shall make an affirmative statement that no OCI exists, if applicable.

13. Section M: M-2(a)(2)(ii) is revised to read:

(ii) The Government will evaluate the Offeror’s methodology for supplementing its core capabilities to meet the Research Field(s) identified in Section C for completeness and soundness of approach. Emphasis will be placed on those areas not addressed by internal resources or reflected in past performance. The Government will evaluate the Offeror’s methodology for selecting, monitoring, and managing Subcontractors and team arrangements, as applicable;

methodology for providing OCONUS support (if applicable); and approach to support continuity of operations in response to sudden workload surges.
