Solicitation Number: N00173-15-R-SE05 Amendment 0002
The purpose of this amendment is to extend the response date and answer questions received from potential offerors.
Question 1: Section L.11(b) states that Volume I is entitled “Technical/Management Proposal” but makes no further mention of management. Similarly, Section L.11 Volume I (1) calls out a “technical/management proposal” but addresses only Technical Approach, Key Personnel, Company Experience and Past Performance.
Please confirm that the Government desires information about the offeror’s proposed management of the SPECCS program and that this management information should be provided in a separate section of Volume I.
Answer: Any management information shall be provided under the Technical Approach Section of Volume I.
Question 2: Section I (52.215-10, 52.215-12), Section L-4, Section L-7 - Referenced sections require certified cost or pricing data; however it is stated throughout the RFP that this is a competitive solicitation.
2.1 Per FAR 15.403-1, cost or pricing data should not be required in any action when there is adequate price competition.
Answer: Section I clauses 52.215-10 & 52.215-12 are hereby deleted from the RFP.
2.2 Please confirm that the Government requires certified cost or pricing information for this competitive effort.
Answer: The Government anticipates adequate price competition; therefore, certified cost or pricing data will not be required.
Question 3: Per Amendment 1, due date for the proposal is 7 August 2015. Per Section L-11, both an electronic and a hard copy submittal are required. Please confirm that submittal of the electronic proposal documentation by the due date/time on 7 August with a follow up hard copy submittal is compliant with the submittal requirements.
Answer: 1 electronic copy, 1 original (hard copy) and 1 copy of the offeror’s proposal shall be received NLT 3:30 Central Time, on 8/7/2015.
Question 4: Attachment 1, SOW, page 2 – Per the SOW “all interface specifications and data formats for this effort shall be non-proprietary and government owned.”
Please confirm that the Government's intent could not be met by the standard DFAR 252.227-7014 provision of rights to the Government, and that it is the Government’s intent to limit the ability of the Contractor to commercialize.
Answer: The cited statement does not relate to computer software and software documentation, which is what DFAR 252.227-7014 (Rights in Noncommercial Computer Software and Noncommercial Computer Software Documentation) addresses. Given that, the suggested DFAR reference is not applicable and the cited RFP statement takes no position on the ability of the Contractor to commercialize.
Question 5: Section L.b.1(a) states that “A list of the most recent, up to five (5) contracts or subcontracts completed by the offeror or predecessor companies and its major subcontractors during the past five (5) years for services similar in nature to this requirement. Include in the list any current contracts or subcontracts for similar services that were awarded one year prior to the date of this solicitation.”
If all current contracts awarded one year or more prior to the solicitation must be listed and the team has more than five such contracts, the offeror may be precluded from submitting its team’s most relevant contracts. Recommend revise this clause to read, “A list of the most recent, up to five (5) contracts or subcontracts completed by the offeror or predecessor companies and its major subcontractors during the past five (5) years for services similar in nature to this requirement. Include in a second list any current contracts or subcontracts for similar services that were awarded one year prior to the date of this solicitation.”
Answer: Section L-11(b)1.(a) under PAST PERFORMANCE of the RFP is revised to read “A list of the most recent, up to five (5) contracts or subcontracts completed by the offeror or predecessor companies and its major subcontractors during the past five (5) years for services similar in nature to this requirement. Include in a second list any current contracts or subcontracts for similar services that were awarded one year prior to the date of this solicitation.”
Question 6: Section L-12 (2), p. 62: Sample chart for supplies and services requires Offerors to list the principal supplies/services to be subcontracted by business category and company. The information to be provided in the category “Total Small Business” will repeat the entries in the rows below it. Recommend omit the row entitled “Total Small Business” from this chart.
Answer: The row entitled “Total Small Business” in the 2nd chart on Page 62 of the RFP is revised to read “Small Business.”
Question 7: RFP Section L-11 (b) Proposal Format and Length, Key Personnel: Please confirm that the required resumes for key personnel do not count against the 25 page limit.
Answer: Resumes do not count in the 25 page limit.
Question 8: RFP Section L-11 (b) Proposal Format and Length: Please confirm that a cover page and table of contents do not count against the 25 page limit.
Answer: A cover page and table of contents do not count in the 25 page limit.
Question 9: SPECCS SOW, Page 5, Mechanical Interface: The SOW states “Mounting compatible with mechanical interface definition provided by system integrator (see Supplementary Notes)” Comment:
The “Supplemental Information Applicable to all CESARS Products” provided on page of the SOW includes does not include a specific “mechanical interface”. Please provide the mechanical interface drawing, if possible.
Answer: The mechanical interface is not currently well defined and will be designed concurrently with the SPECSS hardware development by the SPECSS contractor and the government system integrator.
Question 10: SPECCS SOW, Page 4, Spectral Band The MWIR Sensor spectral band requirement is specified to be over a 3.0 to 5.3 micron band. Question: Is the offeror free to use sub-portions of this spectral band to better optimize the phenomenology for the mission if the NEDT and NEI requirements are met?
Answer: Yes the contractor is free to define an optimal spectral band within the limits defined by the
RFP.
Question 11: SPECSS Sow, Page 8, SPECSS Software, Processing Hardware & Display The RFP states that required features of the software include “Implement government supplied concept for display (number and size of display windows, digital pan/tilt, etc.)” Please provide the Government supplied concept for display.
Answer: A detailed description of the display concept is not yet available. In general it will include the display of reduced resolution panoramic video of the entire system field of view as well as the display of between 1 and 4 full resolution region of interest video windows that will be user selectable.
Question 12: RFP Section B CLIN 0001 states that “The contractor shall provide research, development and testing of SPECSS Product 1…”
SOW Page 3, Figure 1 CESARS Program Structure identifies the SPECSS Product 1 as a “Camera”
SOW Pages 5 (narrative) and 6 (Table 1) specifies the Camera size, weight and power for the “SPECSS Camera (per 180 degree segment)”
SOW Page 5 defines the “Distributed Aperture Panoramic System” as “a minimum of two independent (180 degree) segments”.
Amendment 0001, The Government’s answer to Question # 10 states that “the offeror must deliver a system that meets the full field of view requirement. Anything less will be rejected as non-compliant.”
Since CLIN 0001 requires the “testing of Product 1”, and since Product 1 is defined as a Camera which covers a 180 degree segment, please clarify that the contractor is required to deliver two cameras that provide the full 360 degree azimuth field of view around the ship.
Answer: The contractor is required to deliver at a minimum two cameras to provide the full 360 degree azimuth field of view.
