B-2 SPECIAL INSTRUCTIONS TO THE OFFEROR

The specifications referenced herein are export controlled under the International Traffic in Arms Regulations (ITAR). To receive the referenced specifications, offerors have an approved DD2345 – Military Critical Technical Data Agreement on file with the Defense Logistics Information Service. Upon confirmation of eligibility, the offeror shall be granted access to the specifications. The specifications must be safeguarded and protected from unauthorized disclosure in accordance with applicable U.S. export control laws and regulations.

B-3 TRAVEL COSTS

(a) Except as otherwise provided herein, the Contractor shall be reimbursed for its reasonable actual travel costs in accordance with FAR 31.205-46. The costs to be reimbursed shall be those costs accepted by the cognizant DCAA office.

(b) Reimbursable travel costs include only that travel performed from the Contractor's facility to the worksite, in and around the worksite, and from the worksite to the Contractor's facility.

(c) Relocation costs and travel costs incidental to relocation are allowable to the extent provided for in FAR 31.204-35;

however, contracting officer approval shall be required prior to incurring relocation expenses and travel costs incidental to relocation.

(d) The Contractor shall not be reimbursed for the following daily local travel costs:

(i) Travel at U.S. military installations where government transportation is available;

(ii) Travel performed for personal convenience/errands, including commuting to and from work; and

(iii) Travel costs incurred in the replacement of personnel when such replacement is accomplished for the Contractor's or employee's convenience.

SECTION C

DESCRIPTION/SPECIFICATIONS/PERFORMANCE WORK STATEMENT

C-1 CONTRACT LINE ITEM DESCRIPTION

ITEM 0001 – SYSTEM DESIGN PHASE

1.0 SCOPE: The Contractor shall perform the Non-Recurring Engineering (NRE) for the three types of Roll-Pitch- Stabilized Antenna Systems (High Gain (HG), Medium Gain (MG), and Low Gain (LG)) suitable to meet the physical, functional, and performance requirements specified in the Technical Specifications for Roll-Pitch-Stabilized Antenna Systems (Attachment 1) and all applicable specifications herein. Where disagreement occurs between the referenced technical specifications and this section, the Technical Specifications for Roll-Pitch-Stabilized Antenna Systems shall take precedence.

1.1 PROJECT MANAGEMENT AND CONTROL: The Contractor shall provide project management, planning, control, subcontract management, and schedule accounting and control. The Contractor shall maintain liaison with the Navy throughout to ensure expedient communication of program risks and status.

1.1.1 PROGRAM PLAN: The Contractor shall develop and maintain a Program Plan. The Program Plan shall include an event-based Integrated Master Schedule (IMS), reflecting how the effort will be executed, including timing of reviews. The IMS shall be developed in a manner that reflects the Contractor’s customary way of organizing projects. The schedule shall be maintained and made available to the Navy electronically at regular intervals during the execution of the effort. The schedule shall contain the planned events and milestones, accomplishments, exit criteria, and activities from contract award through to the completion of the contract. The IMS shall be provided initially as part of the Program Plan and shall be updated as an appendix to the Progress Reports. The Contractor shall ensure schedule integration with its subcontractors and shall verify/ensure the validity of the subcontractor’s schedule data.

1.1.1.1 RISK: The Contractor shall assess potential risks associated with achievement of technical and schedule requirements of the pre-production and production systems and define methods or alternatives to mitigate or minimize these risks, including the identification of criteria upon which decisions can be based. The Contractor shall maintain a risk management program to assess risks associated with achievement of technical and schedule requirements. This risk management program shall be documented in the Program Plan. Specific risk management functions shall include identifying known and potential risks; assessing risks, including a relative ranking by program impact and the establishment of critical thresholds; and defining methods or alternatives to mitigate or minimize these risks, including the identification of criteria upon which programmatic decisions can be based.

1.1.1.2 IN-PLANT VISIT: The Navy reserves the right to conduct in-plant visits of the Contractor’s facilities to review implementation of the Contractor’s schedule management system, to understand the methods the Contractor utilizes to determine progress, and to observe in-process hardware status. The intent is to ensure maximum visibility of the Contractor’s technical and schedule performance.

1.1.1.3 MEETINGS AND PERIODIC REVIEWS: The Contractor shall plan, conduct, and document meetings and reviews held between the Navy and the Contractor as necessary. The Contractor and the Navy, through electronic mail, will develop agendas for meetings jointly. The Contractor shall maintain a running list of action items from meetings and reviews, including responsible party, response date and status, and include that in the overall contract action items list.

1.1.1.4 PROPER HANDING OF CONTROLLED, UNCLASSIFIED INFORMATION: Documents annotated with any distribution statements other than Distribution A – Public Release shall be communicated electronically only by secure means. No document shall have a proprietary marking since marking of technical data or software as ‘Proprietary’ is not a proper or conforming marking in accordance with paragraph (f) of DFARS 252.227-7013 and 252.227-7014. Any appropriately disclosed data rights assertions shall be indicated on technical data. The fact that certain program information is unclassified does not automatically allow its public release, dissemination, or disclosure. All documents shall have the following markings or legends (the distribution statement shall be located above the title block):

1.1.2 HARDWARE AND CONTROLLER DESIGN: The Contractor shall conduct the preliminary and detailed design of the HG, MG, and LG Roll-Pitch-Stabilized Antenna System to meet the physical, functional, and performance requirements established by the Navy and in compliance with the specifications and standards listed in the Technical Specifications for Roll-Pitch-Stabilized Antenna Systems (Attachment 1).The Contractor shall perform requirements analysis to transition Navy requirements into detailed design, performance, and operational environment requirements from which system configuration items can be designed, integrated, and tested.

The three types of Roll-Pitch-Stabilized Antenna Systems (HG, MG, LG) shall share a common pedestal, cable management, and controller hardware designs with different apertures and aperture-mounting interfaces.

The Contractor shall perform Finite Element Analysis (FEA) of the pedestal, mounting structure, and simulated antenna payload against either the threshold or objective sea state dynamics combined with the worst-case commanded antenna motion. The Contractor shall also perform FEA of the pedestal, mounting structure, and simulated antenna payload against the survival sea state dynamics with the most favorable stow position. The Contractor shall design a control system, potentially with a co-located Inertial Navigational System (INS), or Inertial Measuring Unit (IMU), to meet the dynamic requirements of the Roll-Pitch-Stabilized Antenna System while taking sea state and ship structural deformation into consideration. The Contractor shall perform error analysis to ensure the Roll-Pitch-Stabilized Antenna Systems will meet pointing accuracy specified the Technical Specifications for Roll-Pitch-Stabilized Antenna Systems (Attachment 1)

1.1.2.1 DRAWING PACKAGE: The Contractor shall prepare design drawings and associated lists to define the equipment.

These drawings shall contain all information necessary to permit the Navy to assess the details of the design of each component within the system. At a minimum, the Roll-Pitch-Stabilized Antenna System total drawing package shall include the following:

a) Recommended installation criteria

b) Recommended installation test and verification procedures and requirements

c) Weight and physical dimensions of each major subsystem

d) Center of gravity and physical dimensions of the Roll-Pitch-Stabilized Antenna System

e) Form factor and mounting requirements of each Roll-Pitch-Stabilized Antenna System component and LRU

f) Power requirements for each power interface to external power

g) Any assembly during installation and with other interface systems

h) Cabling and connector pin-outs of all components/LRUs within the Roll-Pitch-Stabilized Antenna System and external interfaces

i) Any additional information necessary for accurate interface control

The Government also reserves the right to provide the drawing package and data contained therein to future vendors that may be used to provide parts for the original system.

1.1.3 INTERFACE REQUIREMENTS SPECIFICATION: The Contractor shall establish, maintain, and deliver an Interface Control Document (ICD) to support the design and ensure proper ship integration. The ICD shall capture and define all required physical, functional, performance requirements, and characteristics necessary to ensure integration. The ICD shall include interface control drawings and installation requirements. The Contractor shall develop and define the hardware, mechanical, software, and electrical interfaces in the ICD.

1.1.4 ANTENNA DESIGN: The Contractor shall conduct the preliminary and detailed design of the antenna payloads (HG, MG, and LG).

1.1.4.1 ANTENNA SELECTION: The Contractor shall design or select apertures for each of the three payloads (HG, MG, and LG) antennas in accordance with the requirements stated within the Technical Specifications for Roll-Pitch- Stabilized Antenna Systems (Attachment 1).

1.1.4.2 ANTENNA DESIGN AND MODELING: The Contractor shall perform modeling of gain, beamwidth, axial ratio, and antenna patterns in accordance with the requirements stated within SC-1-002 Technical Specifications for Roll- Pitch-Stabilized Antenna Systems (Attachment 1) at 100 MHz intervals.

1.1.5 CONFIGURATION MANAGEMENT: The Contractor shall develop a configuration management plan (CMP).

The configuration management plan shall describe the Contractor’s method of ensuring that the parts and components in Installation and Checkout (INCO) match the configuration of the production units.

1.1.5.1 ENGINEERING CHANGE PROPOSAL (ECP): An ECP shall be used to define a proposed change to a configuration item. The ECP shall describe the scope of the change and contain sufficient data to allow evaluation of the effect on technical performance, interface considerations, and price of the proposed change. The Contractor shall maintain the configuration definition established in the Drawings and the Design Reports. The Contractor shall also use the engineering change proposal process to offer recommendations for reducing the overall cost of the production units or improving the performance of the production units.

1.1.6 SYSTEM SAFETY/HUMAN ENGINEERING: The system safety criteria and human engineering criteria shall be considered and incorporated, when applicable, in the design of this equipment. The Contractor shall identify and evaluate personnel health and equipment hazards, define risk levels, and establish mitigation through safety analysis. All safety features of the Roll-Pitch-Stabilized Antenna System shall be demonstrated during Factory Acceptance Testing (FAT).

1.1.7 SYSTEM AND COMPONENT TESTING: The Contractor shall develop a Test and Evaluation Plan. The land-based testing on a Ship Motion Simulator (SMS) shall be part of the FAT. Operation Requirement SX-100-006 and SX-100- 007 shall be tested under either worst case threshold or worst case objective pitch and roll motion conditions on the SMS. The Contractor shall perform government witnessed MIL-STD-461F testing for both above deck and below deck equipment for the Roll-Pitch-Stabilized Antenna Systems. The schedule for the MIL-STD-461F testing can be at the same time as the FAT, or prior to the FAT. Antenna requirements shall be verified per Attachment 1. The Test and Evaluation Plan shall cover Contractor factory test and evaluations (both developmental testing to check operation of the components and the system and FAT to verify performance against the requirements) for the HG, MG, and LG Roll-Pitch-Stabilized Antenna Systems and its constituent components destined for the Navy. The Test and Evaluation Plan shall cover hardware and software testing. The Contractor shall provide test facilities, instrumentation, manning and equipment; shall collect and analyze data; and shall perform all required data reduction and maintenance during the Contractor’s factory test program. The Test and Evaluation Plan shall be updated prior to the start of the Roll-Pitch-Stabilized Antenna System testing to reflect the Government’s suggestions on testing to be conducted during the testing activities. The plan shall include a requirements trace-ability matrix indicating how each required performance parameter will be verified. The methods of verification shall be either through testing, demonstration, inspection, or analysis. The Test and Evaluation Plan shall identify a process for relaying daily progress to the Navy during the testing period and for thoroughly documenting incidents that occur during all phases of testing that have an impact on the design or development/production schedule. Any test facility identified for factory testing shall not require development to be used for hardware testing, meaning the Contractor shall not commission the test facility at the same time as it is conducting testing and thereby potentially causing failures that are caused by facility issues. This shall apply to all

Solicitation No: N00173-13-R-RV09 Page 10 of 85 testing conducted for all options of the contract. Test facility status/conditions shall be documented as part of the Test and Evaluation Plan. The Test and Evaluation Plan shall include the following:

Identification of individual components and systems to be tested

The type of test to be performed and the specifications with specific reference made to agreement requirements, where applicable

Test schedules, including installation and checkout, location, duration, and required test instrumentation and equipment

Test matrix identifying requirements versus required testing

ITEM 0001AA – SYSTEM DESIGN PHASE KICKOFF MEETING

1.2 The Contractor shall participate in a post contract award kickoff meeting for the purpose of reviewing the program requirements and the Roll-Pitch-Stabilized Antenna System performance specifications at a site designated by the Contractor and approved by the Navy. The post-award kickoff meeting shall be no longer than one business day.

ITEM 0001AB – PRELIMINARY DESIGN REVIEW (PDR)

1.3 The Contractor shall plan and deliver a preliminary design of the Roll-Pitch-Stabilized Antenna Systems and conduct a PDR for the purpose of describing the aspects of the design chosen. The PDR shall include the following:

Draft B-Level (detailed) system and subsystem specifications that are traceable to A-Level specifications

Risk analysis has been performed on the designs

Draft mechanical, electrical, and software interface control documents (ICDs)

ITEM 0001AC – COMPREHENSIVE DESIGN REVIEW (CDR)

1.4 The Contractor shall plan and deliver a comprehensive design of the Roll-Pitch-Stabilized Antenna Systems and conduct a CDR for the purpose of describing the aspects of the design chosen. The CDR shall include:

Final B-Level (detailed) system and subsystem specifications that are traceable to A-Level specifications

Updated risk analyses have been performed on the designs

Final mechanical, electrical, and software interface control documents (ICDs)

FEA reports for worst case operational and survival conditions

Controller error budget report under worst case operational conditions

0.1 to 1.3 GHz 10 dB gain antenna modeling report

ITEM 0001AD – SOFTWARE SIMULATOR

1.5 The Contractor shall provide a software simulator for system integration within four weeks after CDR.

Approval of the CDR and the placement of delivery orders for CLINs 0003 through 0006 shall be considered formal release for manufacture. Entrance criteria for the reviews shall include an assessment of the status of the following, with exit criteria to include completion of the entrance criteria items:

ITEM 0002 – DATA REQUIREMENTS

2.1 The data to be furnished hereunder shall be prepared in accordance with the Contract Data Requirements List, DD Form 1423, Exhibit A, attached hereto.

2.2 Data shall be submitted to the Naval Research Laboratory in an electronic mailing using Microsoft Office 2003 or later, unless otherwise agreed to by the Navy. The Contractor's format is acceptable, provided the technical content requirement is met. The content requirements are specified for each data item in the SOW.

2.3 For those items requiring approval, approval will be based on technical content and compliance with the SOW requirements. The Navy will expedite review and provide response to the Contractor within the allowable calendar days per the specific CDRL item. Disapproved documents shall be modified by the Contractor in accordance with the comments provided by the Navy and resubmitted for Navy reconsideration within the allowable calendar days per the CDRL item.

Documents that are approved with comment may be considered acceptable if the Contractor acknowledges acceptance of the Navy’s comment.

ITEM 0003 – FABRICATION, ASSEMBLY AND DELIVERY OF HIGH-GAIN-ROLL-PITCH STABALIZED

ANTENNA SYSTEM

3.0 SCOPE: The Contractor shall fabricate, assemble, test, and deliver the High-Gain-Roll-Pitch Stabilized Antenna System suitable to meet the physical, functional, and performance requirements specified in the Technical Specifications for High-Gain-Roll-Pitch Stabilized Antenna Systems (found in Attachment 1) and all applicable specifications herein. Where disagreement occurs between the referenced technical specifications and this document, the Technical Specifications for High- Gain-Roll-Pitch Stabilized Antenna Systems shall take precedence.

3.1 PROGRAM MANAGEMENT AND CONTROL: The Contractor shall continue to provide program management, planning, control, subcontracts management, and schedule accounting and control. The Contractor shall maintain liaison with the Navy throughout to ensure expedient communication of program risks and status. The Contractor shall update as necessary any documents developed under CLIN 0001 to reflect any design and/or schedule changes that occur during the performance of CLIN 0003, including, but not limited to, the logistics packages, drawings, and manuals. The Navy reserves the right to conduct an in-plant visit of the Contractor’s facilities to review implementation of the Contractor’s schedule management system, to understand the methods the Contractor utilizes to determine progress, and to observe in-process hardware status.

3.1.1 The Contractor shall update the CLIN 0001 Program Plan as necessary to remain current with the contract execution status. This includes addressing any new or existing risk areas.

3.1.2 The Contractor shall continue to plan, conduct and document meetings and reviews held between the Navy and the Contractor as necessary, as required in CLIN 0001.

3.2 ITEM 0003AA – COMPREHENSIVE DESIGN REVIEW (CDR) OF HIGH-GAIN-ROLL-PITCH

STABILIZED ANTENNA SYSTEM

3.2.1 COMPREHENSIVE DESIGN REVIEW: The Contractor shall plan and deliver a comprehensive design of the High-Gain-Roll-Pitch Stabilized Antenna System and conduct a 1-day CDR for the purpose of describing the aspects of the design chosen.

3.3 ITEM 0003AB – FABRICATION AND ASSEMBLY OF HIGH-GAIN-ROLL-PITCH STABILIZED

ANTENNA SYSTEM

3.3.1 FABRICATION: The Contractor shall acquire all necessary components, fabricate all necessary assemblies, and assemble all hardware necessary for the High-Gain-Roll-Pitch Stabilized Antenna System as described by the design.

3.4 ITEM 0003AC – FACTORY ACCEPTANCE TESTING (FAT) OF HIGH-GAIN-ROLL-PITCH

STABILIZED ANTENNA SYSTEM

3.4.1 TEST CONDUCT: The Contractor shall plan and conduct factory acceptance testing in accordance with the approved factory acceptance test plan. The Navy shall be notified of the tests in advance in sufficient time to permit attendance. The report shall include a verification cross-reference matrix. The Contractor shall conduct tests to ensure that the design conforms in all respects to the Technical Specifications for High-Gain-Roll-Pitch Stabilized Antenna Systems (see Attachment 1).

3.5 ITEM 0003AD – MIL-STD 461 TESTING OF HIGH-GAIN-ROLL-PITCH STABILIZED ANTENNA

SYSTEM

3.5.1 The Contractor shall perform government witnessed MIL-STD-461F testing for both above deck and below deck equipment for the High-Gain-Roll-Pitch Stabilized Antenna System. The schedule for the MIL-STD-461F testing can be at the same time as the FAT or prior to the FAT.

3.6 ITEM 0003AE – DELIVERY OF HIGH-GAIN-ROLL-PITCH STABILIZED ANTENNA SYSTEM

3.6.1 INSTALLATION AND CHECKOUT: The Contractor shall prepare the High-Gain-Roll-Pitch Stabilized Antenna System and all associated components and auxiliaries for shipment to the platform in Norfolk, VA. The Contractor shall participate in technical reviews and working groups with the Navy as necessary to ensure integration. Prior to delivery of the High-Gain-Roll-Pitch Stabilized Antenna System, the Contractor shall develop instructions that detail the Installation and Checkout (INCO) Procedures for High-Gain-Roll-Pitch Stabilized Antenna System. Procedures shall include:

The Navy will refine the procedures based on test site requirements and the Contractor shall perform the procedures accordingly.

3.6.2 SPARE AND REPAIR PARTS: The Contractor shall furnish a repair parts list (CDRL A014, which shall be all parts needed for maintaining the system for a period of 3 years or 20,000 hours of operation. This list shall include cost breakdown and sufficient information for procurement, including quantity recommended per system.

3.6.3 TECHNICAL MANUALS: The Contractor shall provide technical manuals in accordance with the requirements of Attachment 1, Appendix A, System Technical Manual (STM). The Contractor shall submit technical manuals for approval by the Government as per CDRL A013. Materials submitted for approval shall include all technical documentation for the installation, service, troubleshooting, and operation of the Roll-Pitch-Stabilized Antenna System. The Government shall review the material in accordance with the requirements of Attachment 1, Appendix A and CDRL A013.

If the government determines that additional data is required to meet the requirements of Attachment 1, Appendix A and CDRL A013, the Contractor shall submit supplemental documentation for approval as per CDRL A013.

The Government reserves the right to reproduce the technical manuals and data contained therein. The Government also reserves the right to provide the technical manuals and data contained therein to future vendors that may be used to provide parts for the original system.

For all Engineering Changes (EC) or Field Changes (FC), the Government will provide Government-Furnished Information (GFI), i.e, the current Government-approved version of the technical manual(s). The Contractor shall develop change pages based on the Government-approved version of the technical manual(s), and the Government will review them for approval in accordance with the requirements of Attachment 1, Appendix A and CDRL A013. The Government reserves the right to reproduce the change pages and data contained therein. The Government also reserves the right to provide the change pages and data contained therein to future vendors that may be used to provide parts for the original system.

4.0 SCOPE: The Contractor shall fabricate, assemble, test, and deliver one Medium-Gain-Roll-Pitch Stabilized Antenna System suitable to meet the physical, functional, and performance requirements specified in the Technical Specifications for Medium-Gain-Roll-Pitch Stabilized Antenna Systems (see Attachment 1) and all applicable specifications herein. Where disagreement occurs between the referenced technical specifications, the Technical Specifications for Medium-Gain-Roll-Pitch Stabilized Antenna Systems shall take precedence.

4.1 PROGRAM MANAGEMENT AND CONTROL: The Contractor shall continue to provide program management, planning, control, subcontracts management, and schedule accounting and control. The Contractor shall maintain liaison with the Navy throughout to ensure expedient communication of program risks and status. The Contractor shall update as necessary any documents developed under CLIN 0001 to reflect any design and/or schedule changes that occur during the performance of CLIN 0004, including, but not limited to, the logistics packages, drawings, and manuals. The Navy reserves the right to conduct an in-plant visit of the Contractor’s facilities to review implementation of the Contractor’s schedule management system, to understand the methods the Contractor utilizes to determine progress, and to observe in-process hardware status.

4.1.1 The Contractor shall update the CLIN 0001 Program Plan as necessary to remain current with the contract execution status. This includes addressing any new or existing risk areas.

4.1.2 The Contractor shall continue to plan, conduct and document meetings and reviews held between the Navy and the Contractor as necessary, as required in CLIN 0001.

4.2 ITEM 0004AA – COMPREHENSIVE DESIGN REVIEW (CDR) OF MEDIUM-GAIN-ROLL-PITCH

STABILIZED ANTENNA SYSTEM

4.2.1 COMPREHENSIVE DESIGN REVIEW: The Contractor shall plan and deliver a comprehensive design of the Medium-Gain-Roll-Pitch Stabilized Antenna System and conduct a 1-day CDR for the purpose of describing the aspects of the design chosen.

4.3 ITEM 0004AB – FABRICATION AND ASSEMBLY OF MEDIUM-GAIN-ROLL-PITCH STABILIZED

ANTENNA SYSTEM

4.3.1 FABRICATION: The Contractor shall acquire all necessary components, fabricate all necessary assemblies, and assemble all hardware necessary for the Medium-Gain-Roll-Pitch Stabilized Antenna System as described by the design.

4.4 ITEM 0004AC – FACTORY ACCEPTANCE TESTING (FAT) OF MEDIUM-GAIN-ROLL-PITCH

STABILIZED ANTENNA SYSTEM

4.4.1 TEST CONDUCT: The Contractor shall plan and conduct factory acceptance testing in accordance with the approved factory acceptance test plan. The Navy shall be notified of the tests in advance in sufficient time to permit attendance.
