PERFORMANCE WORK STATEMENT (PWS)

Landing Craft Air Cushion (LCAC) 100 Class Composite Propeller Blade Analysis and On-Craft Support

1.0 DESCRIPTION OF SERVICES/INTRODUCTION: This Performance Work Statement (PWS) defines the requirements for a Firm-Fixed-Price (FFP) contract for the Naval Surface Warfare Center (NSWCCD), Code 655. The contractor shall (1) perform engineering services support to establish the root cause of the Structural Test Article (STA) specimen failure during fatigue testing. And, (2) continue the evaluation of prototype blade performance by providing support of on-craft testing for the Landing Craft Air Cushion (LCAC) 100 Class composite propeller blade demonstration. This purchase supports PMS 317 under TPS PMS317NSWCCD0078111.

2.0 BACKGROUND: The NAVSEA Portfolio Acquisition Executive (PAE) Maritime Organization program office PMS 317 (Connectors) requires this analysis to gather the objective quality evidence (OQE) necessary to support qualification of a new, U.S. production source for the LCAC 100 Class composite propellers. This acquisition is directly linked to the specialized fatigue testing and support services performed under prior Task Order (TO) #18, N0016720F1104 of contract N65540-15-D-0011, which executed a government approved fatigue test plan and supported fabrication of composite prototype air propeller blades and initiation of on-craft testing and operational demonstrations. Testing and demonstration were defined and performed under First Article Performance Testing (SOW Section 3.1.4.2) and On-Site Testing Support (SOW Section 3.2) of the prior contract. The fatigue test article failed during testing and requires a detailed root cause failure analysis effort and the on-craft testing support only achieved initial planning due to craft availability and schedule delays.

3.0 OBJECTIVES:

Primary Objective: The contractor shall maintain possession of a first article prototype composite air propeller blade fabricated under the scope of work of TO #18, N0016720F1104. The contractor shall use the first article prototype at their facility in Horsham, PA to continue root cause failure analysis and correlate numerically predicted stress and strain response to the failure modes observed in the bearing race, sleeve metal, and composite.See paragraphs 3.1, 3.4- 6 below. After confirming the root cause, explore updates to the fatigue test fixture design and develop updates to improve the reliability and fatigue cycle rate capabilities. See paragraphs 3.2 and 3.4-6 below. The time required to complete work for this objective is 9 months starting from award of the contract. Upon completion of the root cause failure analysis and test fixture design update, the contractor shall ship the first article prototype blade to delivery destination per paragraph 8.3 below.

Secondary Objective: The contractor shall continue the evaluation of a set of six prototype composite air propeller blades to be installed on LCAC 100 test craft located at the NSWC Panama City, FL with the potential for the available craft to be located at Assault Craft Unit #4 in Norfolk, VA. The blades were fabricated and the evaluation of them initiated by the contractor under the scope of work of TO #18, N0016720F1104. The contractor shall evaluate blades' performance through on-craft testing support and identify and analyze any in-service anomalies, assess coating performance, and evaluate potential repair methods. See paragraphs 3.3 and 3.6 below. The time required to complete the work for this objective is 9 months starting when NSWC Panama City Division restarts on-craft testing. Both primary and secondary objectives can be accomplished in parallel, with on-craft testing expected to start in calendar year 2027.

The contractor shall:

3.1 Perform advanced numerical analysis that represents the fatigue test boundary conditions at the time of failure and evaluate the stresses associated with observed failure mechanisms. The numerical prediction fidelity required to assess the bearing unit, bearing races, metal sleeve to composite, and other mechanical interactions shall use lessons learned from the initial root cause failure analysis, performed under TO #18, to ensure prediction results support evaluation of material stresses against fatigue limits.

3.2 Perform an evaluation and update of the fatigue test fixture design to improve future fatigue evaluations of composite air propeller blades. The fixture design update shall assess and focus on the primary propeller blade metal sleeve support fixture, which must balance a complex roller bearing connection against a simple rigid clamp fixture for improved local and global dynamic response of the test specimen. Document the recommended modifications to the test fixture and test plan.

3.3 Extend on-craft support, initiated under TO #18, N0016720F1104, for the prototype blades as coordinated with NSWC Panama City Division on-craft testing schedule. The support shall include summarizing findings from the operational installation and testing period, providing guidance on instrumentation configuration and data processing efforts, performing root cause failure analysis for any anomalies or damage observed during testing, evaluation of the primer and erosion coating performance, and evaluating local coating or laminate damage repair options.

3.4 Deliver the following planning documents:

3.4.1 Schedule for both analysis and on-craft test support within 1 month of contract award

(CDRL A001).

3.4.2 Plan for on-craft testing support within 1 month of contract award (CDRL A004).

3.5 Deliver the following status documents:

3.5.1 Informal biweekly (every 2 weeks) analysis effort status reports throughout the duration of paragraphs 3.1-3.3. First report is due within 2 weeks of start of testing (CDRL A002).

3.5.2 Monthly progress reports throughout the duration of paragraphs 3.1-3.3 (due 15th of each month) (CDRL A003)

3.6 Deliver the following report documents:

3.6.1. Final Technical Report for Analysis and Design Update(2 months prior to the period of performance ending) (CDRL A005).

3.6.2 Final summary report of on-craft test support (2 months after completion of all testing or 2 months prior to period of performance end date) (CDRL A006)

3.7 The contractor is expected to travel in support of the efforts under this PSW. Travel shall consist of three

(3) trips for three (3) persons to Panama City, FL, three (3) trips for two (2) persons to Washington, DC, and one (1) trip for two (2) persons to Nofolk, VA. The contractor shall submit an itemized list of projected expenses (airfare, lodging, per-diem, rental car) to the PCO and COR at least 15 working days prior to expected departure. All travel shall be conducted in accordance with the Joint Travel Regulations (JTR).
