About this file

This is an Amendment of Solicitation (Standard Form 30, Amendment 0001) issued by the Naval Surface Warfare Center Carderock Division on February 18, 2026, for solicitation N0016726Q1039. The amendment modifies Section L (Instructions, Conditions, & Notices to Offerors) by adding End User answers to 22 industry questions regarding transcription and closed captioning services.

Key service requirements clarified through the Q&A include: the contractor must provide and host a secure web-based file upload portal with basic encryption (commercial solutions like ShareFile and OneDrive are not acceptable); all services must be provided in English; both transcripts and captions are always required for every request, along with SRT and STL files; timestamps are required on caption files but not transcripts; there is no requirement for verbatim transcriptions or specific formatting for 508-compliant captions; and the contractor is not responsible for caption synchronization. The estimated workload is approximately four hours per month (48 hours annually), defined as one collective year of service, with historical monthly volumes averaging slightly more than one request per month and a maximum of four requests in a single month. Pricing may differ between AI/automated and human transcription services, with human review of AI services acceptable if accuracy is comparable. The previous contract (N0016722P0239, awarded September 18, 2022) was priced at $3,312.00 annually for one base year and four option years totaling $16,560. Data retention requirement is 30 days, and no specific certifications, licenses, or background checks are required for staff.
