PERFORMANCE WORK STATEMENT (PWS)
Fracture Risk of Upper Extremities During Flail
1.0 DESCRIPTION OF SERVICES/INTRODUCTION: The Naval Surface Warfare Center Carderock's (NSWCCD's) Vulnerability Assessment Branch, Code 665, requires a services contract to perform the development of survivability risk curves using individual cadaveric forearms. This purchase supports future SSNX assessments, including determining the optimum passageway width, that requires the knowledge the state of the crew member's arms after an underwater explosion. This purchase supports Crew Injury I-PREDICT Subtask 7.2F, (1.7.2.2).
2.0 BACKGROUND: While other areas/parts of the human body have injury criteria, the arms do not because in the automotive industry (which the industry that develops the majority of human injury criteria) is assuming the occupants will be reliant on emergency services to remove them from the vehicle. Early studies investigating the ultimate strength of the human radius/ulna in quasi-static three- and four-point bending includes a study by Weber (1859) , Messerer (1880) , Jurist and Folitz (1977) , Swanson et al. (1990) , and Crandall (1994) [1] [2] [3] [4] [5] tested female and male forearms. These tests were conducted in the earlier days of biomechanical testing where the effects of tissue fixation (i.e.
embalming) were yet unknown. It was later shown that embalming changes the response of tissue and bone and should be avoided when constructing injury risk functions. It is this reason that the proposed arm and forearm testing will use only fresh-frozen specimens.
3.0 OBJECTIVE: The Contractor shall obtain and evaluate twelve (12) individual cadaveric forearms in order to develop survivability risk curves. The contractor shall develop survivability risk curves for fresh, frozen arms and forearms in three-point bending configurations representing the flail impact of arms into a rigid corner structure. Parametric survival analysis techniques originally recommended by a group of international researchers will be used . The contractor's reported outcome for this effort be a detailed set of biomedically-based injury criteria [6] expressed in the form of survival analysis risk curves and their associated 95% confidence interval curves, and the quality of the curves based on Military Combat Injury Scale (MCIS) for different types of injuries - contusion to loss of function from the Postmortem Human Subjects (PMHS) forearm experiments.
3.1 The contractor shall provide over twenty years of experience in Human Injury/Testing field using PMHSs.
3.2 The contractor shall develop a detailed set of biomedically-based injury criteria expressed in the form of survival analysis risk curves and their associated 95% confidence interval curves, and the quality of the curves based on NCIS for different types of injuries -contusion to loss of function from the PMHS forearm experiment.
3.3 The contractor shall provide sensor data, along with high-speed video and still photos from the conducted evaluations in accordance with CDRL A001.
3.4 The contractor shall report their findings and provide documentation outlining the parametric survival analysis techniques in a White Paper in accordance with CRDL A001.
