About this file
This is a Questions and Answers (Q&A) Response document for solicitation N0016725R0005, Propulsor Duct Machining, issued by the Naval Surface Warfare Center, Carderock Division (NSWCCD) under the Department of the Navy Naval Sea Systems Command. The document addresses 20 clarifying questions submitted by prospective offerors regarding the solicitation requirements, technical documentation, and contract administration.
Key clarifications provided include: attachment references were corrected in Amendment 1; confidential drawing V24551100 Rev C will be mailed via USPS rather than provided electronically; quotes will be based on V24551110 Rev C plus Change Control Record (CCR) 3889; pre-HYSHMA paint requirements for Columbia Aft Outer Structure Assemblies have been removed per Amendment 1; the government will provide 30 days from misalignment correction for offeror response, rather than the requested 90 days; a separate Cost-type CLIN will be created for cost-only travel bids; and the government will provide work instructions, procedures, and fixtures for handling and machining operations. Critical timeline information indicates the first Virginia Class Submarine (VCS) Government Furnished Material (GFM) casting will be available February 27, 2026, and the first Columbia Class Submarine (CLB) GFM casting will be available April 27, 2026. The resultant contract will employ Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP) pricing structures, with a $1M ceiling expected to capture full casting repair costs per Cost-type Casting Repair CLIN. The document clarifies that no established or preferred suppliers are designated for loose assembly hardware or specialized assembly support vendors.
