About this file
This document is a Questions and Answers (Q&A) file for Navy Solicitation N0016725R0005 for Propulsor Duct Machining, issued by Naval Surface Warfare Center, Carderock Division (NSWCCD). The solicitation seeks a contractor to perform machining services for submarine propulsor ducts, with a contract structure combining Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP) mechanisms. Key details include estimated first Government Furnished Material (GFM) casting dates of February 26, 2026 for Virginia Class (VCS) and April 27, 2026 for Columbia Class (CLB) submarines, with a $1M ceiling for casting repairs per Cost-type Casting Repair Contract Line Item Number (CLIN).
The Q&A document addresses multiple technical clarifications, including drawing references, paint scope modifications, classified information handling, and contract administration. Notable responses include removing pre-HYSHMA paint requirements, confirming VACCS (Virginia Class Configuration Control System) access for vendors, providing 30 days for proposal adjustments after documentation corrections, and establishing a separate CLIN for travel costs. The solicitation involves classified drawings that can be requested via specific Navy email contacts, with proposals to be submitted as unclassified documents. The Advanced Propulsor Management Office (APMO) will manage the contract, focusing on Research and Development, design, testing, acquisition, and delivery of U.S. Navy submarine propulsors.
