About this file

This document is a Non-Competitive Procurement Justification Memo from the Naval Surface Warfare Center Carderock Division (NSWCCD) for the procurement of 15 GETAC X600 ruggedized laptops. The procurement is specifically for replacing X500 PCs in Optical Towed Array Test System (OTATS) kits for forward deployed ships, with the laptops needed to support towed array system testing and repair. The justification for sole-source procurement is based on the X600 being the manufacturer's successor model to the discontinued X500, with the specific model chosen due to previous field tests and system development compatibility.

The memo cites multiple Federal Acquisition Regulation (FAR) provisions to justify the non-competitive procurement, including the laptops being available on multiple federal supply schedules. A key rationale is that finding an alternative would require re-conducting extensive equipment, lab, and field testing for compatibility, which would incur significant additional costs and development time. The procurement was approved by the Contracting Officer on 7/9/25, with the document effective in April 2025. The manufacturer is GETAC, located in Irvine, California, and the procurement is supported by the sponsor and Type Commander (TYCOM).

I. BACKGROUND

3. As required by FAR 13.106-3(b)(3)(i), FAR 8.405-6(a)(1), or FAR 8.405-6(b)(2), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
