Large Cavitation Channel PLC Upgrade
1.0 DESCRIPTION OF SERVICES/INTRODUCTION: The contractor shall provide and install the necessary hardware and software to upgrade from Allen Bradley PLC5 Programmable Logic Controllers - to Rockwell
Automation ControlLogix for seven (7) PLC5 racks located inside cabinets designated Logic Control Panels
(LCP) 1-7, integrate the new ControlLogix with an existing ControlLogix rack and two (2) Automax PLC racks
, and provide and install the necessary hardware and software to replace two (2) PanelView Plus 7 Human
Machine Interfaces (HMI) located in Logic Control Panels 2 and 6 with new, updated HMI’s. Additionally, the contractor will convert current, existing RSLogix 5 ladder logic to a Studio 5000 Logix ladder logic program.
The contractor shall also provide drawings that note the changes made to the PLCs and ladder logic.
2.0 BACKGROUND: The Large Cavitation Channel (LCC) Channel Control and Monitoring (CCM) Control
System is the primary method used to connect every system and their corresponding subsystems together allowing a single operator to control every primary function for the LCC. The CCM includes seven (7) PLC 5’s, one (1) ControlLogix, two (2) CompactLogix, two (2) Automax PLC’s, one (1) large VFD, two (2) small VFDs, two (2) PanelView HMI’s, and the operator PCs running FactoryTalk View. The LCC has been reliant upon this network since the original commissioning to control and automate every sequence the channel must perform.
With various other upgrades having been conducted at the LCC, the old PLC 5 network is now in need of upgrading itself as repairs and spare parts are becoming exceedingly expensive and hard to find.
3.0 OBJECTIVE:
The following items are required to fully integrate all of the new systems and complete upgrades:
3.1 Base Procurements:
3.1.1. Software:
1. Studio 5000 Professional Edition with Standard TE
2. Software Renewal
3. Software User Manual (CDRL A007)
3.1.2. Hardware:
1. Equipment required to upgrade and integrate seven (7) PLC5 racks to ControlLogix.
2. Two (2) 15” HMIs with ethernet connections.
3. Equipment required to integrate two (2) Automax PLC racks, one (1) existing ControlLogix rack, two (2) CompactLogix racks, one (1) large VFD, and two (2) small VFDs.
3.1.3 The contractor shall provide a standard one-year warranty on all materials.
Follow on installation of the hardware and software is expected to take place on site approximately 5 months after contract award. However, this will be an optional service to ensure the materials arrive on time.
3.2 Optional Procurement:
3.2.1 The contractor shall inspect, design, fabricate, integrate, test, and commission a modernization upgrade to the LCC CCM system including the PLC racks, remote i/o racks, PanelView HMI’s, FactoryTalk View GUI, PLC ladder logic. The contractor shall provide the fully functional LCC PLC system to Naval Surface Warfare Center, Carderock Division (NSWCCD), Memphis Detachment; Code 892.
3.2.2 The contractor shall perform a site visit to verify the hardware that is currently installed at the LCC, and the dimensions of the current enclosure and panels. The contractor shall provide engineering services to identify hardware that should be retained and hardware that should be replaced to modernize and upgrade the CCM. In addition, the contractor shall check the condition and placement of wiring and hardware that is to be retained.
Note: One of the PLC 5 racks, PLC Dyno, consists of two remote racks and another rack, LCP 6, has another remote rack inside.
3.2.3 After the initial site visit, the contractor shall provide, for concurrence by the
Government, a comprehensive Installation and Commissioning Package for the CCM
Upgrade. The Installation and Commissioning Package shall include the planned sequence of installation events and overall planned installation schedule. In addition, the
Package shall include the detailed commissioning procedure. The contractor shall provide an updated schedule to the Government anytime the scheduled installation date changes by more than 2 weeks. (CDRL A001, CDRL A002, A003)
3.2.4 The contractor shall perform a Factory Acceptance Test (FAT) to be witnessed by the
Government. (CDRL A004)
3.2.5 The contractor shall install the new PLC hardware including but not limited to the power supplies, processors, I/O racks and cards, any necessary new wire connections, and any other hardware necessary to fully upgrade the CCM from PLC 5 to ControlLogix and remove any unnecessary hardware that is deemed obsolete or unnecessary for the proper use of the CCM. Note: One of the CompactLogix racks (the Power Factor Correction
Panel) does not need to be changed, simply integrated into the new CCM.
3.2.6 The contractor shall physically remove the two obsolete HMI’s in LCP 2 and 6 and install two new 15” HMI’s with Ethernet connections in their place including updated programs and software. The government will keep the old HMI’s.
3.2.7 The contractor shall upgrade the current RSLogix 5 ladder logic to work with Studio
5000 software and perform all actions the previous ladder logic was capable of performing.
3.2.8 The contractor shall commission the upgraded CCM and HMI’s.
3.2.9 After testing and acceptance by the Government, the contractor shall provide technical documentation that summarizes the as-built installed system including the electrical and mechanical interfaces. In addition, the contractor shall provide documentation on the software products used and a software user manual on the new PLCs. (CRDL A005, A006, A007)
3.2.10 All Rockwell Automation hardware used for this project must be purchased after the time of contract award. The Government must be notified in writing at least 60 days before installation begins of any hardware being used that was purchased before the time of contact award. This hardware will need to be approved by the Government in writing.
3.2.11 Any processors installed must be 1756-L8x or 1756-L7x, ideally 1756-L8x. Any contractor that proposes the use of any processor older than the 1756-L7x must clearly state why that processor was chosen.
3.2.12 All new Processors must use the same firmware and must be at least firmware version 29 or newer unless the contractor provides a reasonable justification for the use of any other, older firmware versions.
3.2.13 The contractor shall provide a standard one-year warranty on all labor furnished in conjunction with this contract.
4.0 SPECIAL QUALIFICATIONS:
4.1 The contractor is responsible for ensuring that all contractor employees, to include any subcontractors, have appropriate safety training and certifications to perform the work required in Section 3 of this document.
4.2 The contractor is responsible for ensuring that all contractor employees, to include any subcontractors, are able to be approved for DoD installation access by the physical security officer (i.e. the service technician shall be a US citizen and not have a felony conviction on his record).
4.3 The contractor shall provide personnel for commissioning that includes at least one (1) person who has performed a minimum of two (2) commissionings of a new PLC system containing the hardware, or similar hardware.

8.0 SECURITY/SITE ACCESS REQUIREMENTS:
All contractor personnel must be approved for DoD installation access by the physical security officer (i.e. the service technician shall be a US citizen and not have a felony conviction on his record). Contractor personnel must obtain the required identification badges and follow security and safety regulations while aboard any Government installation. Contractor personnel shall comply with all local base/installation security procedures required to gain access to US Government facilities. All contractor equipment, personnel and vehicles are subject to inspection and search by US government security officials (or designated representatives) upon entry to any government owned and/or operated installations and facilities. The Government reserves the right to visit and inspect, the Contractor’s assets used in support of this requirement.
The Government shall provide the necessary paperwork identified below which shall be completed by all contractor personnel requiring base access.

CARD/BASE ACCESS PASS REGISTRATION
To initiate the site access process (for both personnel and vehicles), the Contractor will contact their NSWCCD
Memphis POC. The NSWCCD Memphis POC will provide further instructions/information (procedures, forms, etc.).
The Government shall provide a minimum of two (2) personnel for security, escort, and support at all times. If necessary, the Government can supply additional personnel, however if more than four (4) personnel are required the contractor shall provide the Government at least 48 hours’ notice.
The standard workweek is Monday through Friday from 0730 to 1600. If the contractor requires work on a day not included on the schedule, the Government will make every attempt to accommodate the contractor request but cannot guarantee that the request will be accommodated.
Contractor personnel must confine themselves to the work sites specified in their contract. Visiting other areas is prohibited. Identification issued by the Visitor Center must be displayed at all times. Access to NSWCCD
Memphis buildings will not be allowed without proper identification.
Pursuant to federal regulations, all personnel and vehicles on NSWCCD Memphis property are subject to search by authorized personnel at any time. No Contractor personnel shall be allowed to operate a privately owned vehicle on station other than for ingress and egress. All private vehicles shall be parked in the designated areas. Posted speed limits and traffic restrictions must be observed at all times.
Alcoholic beverages, weapons, cameras, sound recorders, proscribed drugs and explosives are prohibited on
NSWCCD Memphis property. The bearing and use of lighted cigarettes, e-cigarettes, cigars, pipes, or any tobacco product is not permitted except in designated areas.
Use of Government property without prior written approval of the Contracting Officer is prohibited.
Accidents or problems of a security/safety nature must be reported to the NSWCCD Memphis Personnel and Safety
Offices immediately.
9.0 PERIOD OF PERFORMANCE:
Period of Performance: One (1) year from date of contract award.
The Government reserves the right to adjust the beginning of installation and commissioning in order to meet any
Navy required testing deadlines. The Government shall provide, in writing, any request to delay installation due to testing schedules.
CLARIFICATIONS TO REQUIREMENT
Restrictions in obtaining an entry permit to the LCC apply. Requirement for entry to the LCC are:
All contractor personnel that will perform services under the anticipated order are subject to the access requirements policy implemented by the Naval Support Activity (NSA) Mid-South. As such, all contractor personnel are required to fill out SECNAV form 5512 and are subject to the screening and access requirements documented on the form. Please note, a security clearance is not needed for performance of the services contemplated with the subject solicitation. All deliveries and services required under the anticipated order will be conducted in Memphis, TN.
We noticed that the SF-1449 form and the first two pages of the PDF were not included in the solicitation. To ensure the requirements' completeness, accuracy, and integrity, could you please provide SF-1449 and the first two pages of this solicitation?
Pages 1 and 2 will not be included. The information on those pages do not contain pertinent details and will not prohibit the vendor from responding to this solicitation with completeness, accuracy and integrity.
We assume that CLIN 0001 refers to the base procurement listed in section 3.1 (page 5). Please confirm. We request detailed information for the following:
Studio 5000 Professional Edition with Standard TE (Section 3.1.1 (1))
There are so many line items and catalog parts under this requirement that it seems more of an objective than a comprehensive description of your needs. We ask you to provide a Rockwell automation part number and the requested quantities.
The performance work statement outlines an objective, and is not a prescription of how you must fully complete the work.
The solicitation in section 3.2.2 requires: "The contractor shall perform a site visit to verify the hardware currently installed at the LCC, and the dimensions of the current enclosure and panels. The contractor shall provide engineering services to identify hardware that should be retained and hardware that should be replaced to modernize and upgrade the CCM. In addition, the contractor shall check the condition and placement of wiring and hardware that is to be retained. Section 3.2.2 requires both engineering services and the responsibility to develop comprehensive specifications and hardware requirements as part of an engineering study, as well as to provide the necessary hardware, software development, and integration services. While we can certainly accommodate this approach based on our past performance, we believe it contradicts the use of LPTA per FAR 15.101-2(c)(1), as it suggests the agency does not intend to comply with this FAR provision.
Furthermore, FAR 15.101-2(d) advises contracting officers to "avoid, to the maximum extent practicable, using the lowest price technically acceptable source selection process in the case of a procurement that is predominantly for the acquisition of— (1) Information technology services, cybersecurity services, systems engineering and technical assistance services, advanced electronic testing, audit or audit readiness services, health care services and records, telecommunications devices and services, or other knowledge-based professional services;"

We respectfully request that the contracting officer take corrective action to amend this apparent FAR violation to ensure compliance and clarity in the solicitation process.
An on-site visitation is not part of the pre-award requirements and is not being offered to any quoters. Please quote based on the attached specifications.
Special Qualifications
The solicitation in section 4.2 requires the contractor to ensure that all contractor employees can be approved for DoD installation access. However, the specification that this access would be granted only to U.S. citizens may be problematic. Per 8 USC 1324b(a)(1)(C), such a requirement could be interpreted as discriminatory based on national origin or citizenship status.
We have not identified any clearance requirements for this procurement that necessitate U.S. citizenship.
Therefore, to ensure compliance and clarity, we request the removal of the example necessitating U.S.
citizenship from the solicitation.
This clause and requirement is nonnegotiable.
Can we please have a drawing or image depicting all of the hardware and network architecture including but limited to plc racks, remote I/O, HMI's, etc. that is required to be replaced?
See the attached pictures and drawings that will hopefully alleviate many of these questions.
We request the agency to provide snapshots of the current:
HMI screens in use, along with a detailed description of each screen's functionality. List of tags and alerts, including their type, value range, and alert range.
While we cannot provide the entire tag data base or the entire screen database, I can provide how many tags there are and how many screens we use. The Operator HMI has 99 screens and approximately 3,600 tags. The LCP6 HMI has 11 screens and approximately 400 tags. The LCP2 HMI has 8 screens and 0 tags (all screen objects are direct addressed to the PLC.) The contractor is responsible for updating the tag database and pointing the tags at the correct address for each screen. The contractor is not responsible for modifying the screens in any other way.
PLC code is accessible and if it can be shared with the contractor upon award.
Yes. The drawings are included with the answers to these questions.
Any conduit and cabling requirements for ground, AC, DC, ethernet, and serial cables. Include layout diagrams and photos of the cabling locations.
Every Logic Control Panel should be set up such that the contractor will not need to add ground, AC, DC, ethernet, or serial cables. The contractor should only need to replace the PLCs.
Please provide photos of where the new PLC cabinet should be mounted with dimensions.
There is no requirement for a new PLC cabinet. All current PLC racks are already installed inside Logic Control Panels that are more than large enough to accept the new PLC racks assuming the old rack is either removed or reused in the case of using the overlay option.
Please provide a comprehensive list of all devices, sensors, and apparatus controlled by the PLCs, including:
Manufacturer, Sensor Type, Model, Version, and Manufacturing Year Voltage Rating: Specify AC/DC, voltage high/low.
Current Rating Signal Specifications: Analog, Serial, Digital.
Number of Wires
Specify protocols such as Serial, Modbus, Profibus, Canbus, All devices, sensors, and apparatus controlled by the PLCs are already run and terminated to the devices, sensors, and apparatus, and the existing PLCs. The contractor is only responsible for installing the new PLCs and connecting them to the wiring already in place. The contractor may be responsible for running a new wire inside the cabinet from the terminal to the PLC rack if the existing wire is not long enough.
Could you please specify the communication protocol currently in place for integrating with the existing equipment? Understanding this will help us ensure compatibility with the new ControlLogix systems.
There is already a communication network set up that allows all of the PLCs to communicate with each other inside their respective cabinets. The PLCs are connected via ethernet to a fiber optic hub that then communicates with a large network switch hub in a singular area. The only thing expected from the contractor is to use the communication network already in place.
Will the existing PLC logic be migrated using Rockwell's software migration tool, or is there an expectation to develop new code leveraging the advanced programming features of the new PLCs? This information is crucial for us to plan the scope of work accurately.
The contractor is allowed to use whichever method is easiest or makes the most sense. Attached is the current ladder logic. There are some parts of the ladder logic that may or may not easily be transferred by the migration tool.
Is there an existing document detailing the PLC logic and sequence of operation that needs to be migrated? If available, could you please share these documents to assist us in understanding the current setup and required modifications?
Unfortunately, we know of no existing document that details the PLC logic and sequence of operation. If there is, it is likely obsolete.
Regarding the replacement of the two PanelView Plus 7 HMIs, could you confirm if the new HMIs should be 15-inch PanelView 7 Plus models, or if you are considering the newer ASEM 6300 Powered Panel PCs with FactoryTalk View ME Station replacement?
We do not need a specific Panel. The PanelView speced was speced because it fit the criteria that we need. If the contractor deems that a different Panel would be better and cheaper but still fits the criteria the contractor is allowed to request the use of that panel, however we do ask that the panel be Rockwell.
Additionally, could you provide information on the number of screens and the extent of modifications required for the new FactoryTalk View GUI?
The extent of modifications would involve updating the tags with the new tag database. The screens themselves do not need their functionality changed.
Is there an existing communication switch inside the panels, or is there an expectation for us to provide one as part of the upgrade?
There is already a communication network set up that allows all of the PLCs to communicate with each other inside their respective cabinets. Are there any expectations or requirements for providing field and control power supplies as part of this upgrade?
120V and 24V power is already provided inside each Logic Control Panel already on site.
Both CLINs currently list West Bethesda, MD, as the delivery location, while the project involves hardware and materials needed at the Carderock Division (NSWCCD), Memphis Detachment in Tennessee.
Please deliver all hardware and materials to NSWCCD, Memphis Detachment 3001 Harbor Ave. Memphis, TN 38113-0428.
Please note that all deliveries and work will be conducted at the LCC in Memphis.
CLIN 0001 requires an "Upgrade to the PLC," which falls under the services listed as part of the optional procurement detailed in section 3.2 (section 3.2.1 states: "The contractor shall inspect, design, fabricate, integrate, test, and commission a modernization upgrade to the LCC CCM."). Are the services of upgrading the PLC, as required by section 3.2.1, relevant to CLIN 0001 or CLIN 0002 as optional procurement?
I do not fully understand the question but every PLC that is currently PLC5 needs to be upgraded. The scope is limited to the PLCs located in the seven Logic Control Panels located around the facility.
Please provide the Rockwell automation part number and the requested quantity.
I am attaching images of the PLC architecture that specifies every PLC rack and their respective cards that need to be replaced.
The requirement for software manuals can be interpreted in multiple ways. Would you require a Software User Manual for the Studio 5000?
We do not need the manual for Studio 5000.
This requirement for a Software User Manual can also be interpreted as a requirement for a software manual after the modernization of the new PLCs and User Interface (HMI). Per our interpretation of the project dynamics, such manuals are part of CLIN 0002 deliverables listed in section 3.2.9, creating duplicated requirements and a lack of clarity.
Please identify and specify the Rockwell Automation part number if you still require a Software User Manual for this off-the-shelf product.
We do not need extra manuals that are not already provided with the equipment.
The solicitation conveys a requirement for the software platform only to edit the PLC instruction programming but not for the HMI to design the user interface. Is this accurate?
We do not need the new software, but we do expect the contractor to edit the software in use.
The Performance Work Statement (PWS) on page 5, section 3.1.2 (1) requires: "Equipment required to upgrade and integrate seven (7) PLC5 racks to ControlLogix." State the hardware requirements.
How many slots are required in this solicitation?
Explained in LCP Architecture pictures. If the contractor can condense the slots without changing the functionality, they can.
How many ControlLogix PLCs are required? Please provide a breakdown of:
The number of Digital DC output ports required per PLC.
The number of Digital DC input ports required per PLC.
The number of Digital AC output ports required per PLC.
The number of Digital AC input ports required per PLC.
The number of DC Relay output ports required per PLC.
The number of AC Relay output ports required per PLC.

Explained in LCP Architecture pictures. The number of PLCs required are the number required to upgrade the existing PLCs. If the contractor can condense the amount of PLCs without changing the functionality, they can. Each PLC currently has one Ethernet port per PLC.
It is unclear if the seven PLCs reside in the same control panel or if they are distributed around the facility. Please provide as-built drawings of your current configuration.
The PLCs reside in seven different Logic Control Panels (LCPs) distributed around the facility. Included are drawings of the LCP architecture and the wire diagrams for each LCP excluding 3. All applicable signal wiring and communications are already located inside each LCP.
The agency has specified a requirement for two 15” HMI monitors. Are there any more requiremtns as to mounting?
We are replacing two existing HMI monitors already mounted in a cabinet door with enough space to accommodate larger monitors. We ask that the contractor mount the HMIs where the existing HMIs are located.
Please note that only the HMIs for Logic Control Panels 2 and 6 are being replaced. In the attached pictures Logic Control Panels 1, 4, and 5 also have HMIs, those are not being replaced.
The solicitation in section 3.1.2 (3) states: "Equipment required to integrate two (2) Automax PLC racks, one (1) existing ControlLogix rack, two (2) CompactLogix racks, one (1) large VFD, and two (2) small VFDs.
It is unclear whether the contractor is responsible for quoting this hardware If the contractor is responsible, what are the specific hardware requirements for these Automax PLC racks? If the government is responsible, please identify and list all hardware and software requirements for integration.
The Automax is no longer required as part of this contract. It will be abandoned.
Who will provide the ControlLogix rack?
If the contractor is responsible, please provide the salient characteristics of the rack, including dimensions, material, installation location, power requirements, ethernet requirements, cabling requirements, and communication protocols.
If the government is responsible, please identify and list all hardware and software requirements for integration.
The ControlLogix rack is already in use on site. Integration should include making sure that the existing rack communicates with the new racks being installed. We will provide the program.
Who will provide the large VFD and the two small VFDs?
If the contractor is responsible, please specify the horsepower or kW rating for each VFD and motor.
If the government provides the VFDs and the contractor is responsible for integration, please specify the existing VFD manufacturer, model, serial numbers, kW/HP ratings, supported integration protocols, and necessary hardware and software requirements to integrate these existing VFDs with the new PLCs.
The VFDs are already in use on site. Integration should include making sure that the existing VFD controls and communication capabilities are retained in the new PLC programming.
The agency has not yet provided the requirements for a rack or a control cabinet/control panel for the new ControlLogix PLCs. This includes details on auxiliary networking and switching equipment, power supplies, redundancy needs, power requirements, backup and recovery needs, and remote i/o rack needs. Furthermore, Most PLC setups include some strobe lights or visible notifications and audible alerts and sirens, should they be required.
These hardware requirements are site-specific and depend on the local infrastructure at the existing site, as well as the electrical and layout configuration and use-case scenarios.
If this equipment is to be included in this solicitation, please provide a comprehensive description of these requirements, including specific metrics and site conditions, to ensure an accurate and compliant proposal.
This contract only involves the upgrading of the existing PLC racks. The contractor is not expected to provide new panels, switches, or anything else that is not the PLC rack.
The solicitation in section 3.2.2 requires: "The contractor shall perform a site visit to verify the hardware currently installed at the LCC, and the dimensions of the current enclosure and panels. The contractor shall provide engineering services to identify hardware that should be retained and hardware that should be replaced to modernize and upgrade the CCM. In addition, the contractor shall check the condition and placement of wiring and hardware that is to be retained. Note: One of the PLC 5 racks, PLC Dyno, consists of two remote racks and another rack, LCP 6, has another remote rack inside."
Section 3.2.2 requires both engineering services and the responsibility to develop comprehensive specifications and hardware requirements as part of an engineering study, as well as to provide the necessary hardware, software development, and integration services.
Please clarify.
We have an existing PLC system that needs to be upgraded. We are not telling the contractor exactly how to do their job or start from scratch making a new control system. The contractor is allowed to use their own discretion on the best way to replace the current PLCs as we do not want to force the contractor to do the job a specific way even if it is not necessarily the best way to do the job. It is recommended but not required that the contractor sends a representative to the LCC for a site visit as the majority of these questions would be answered by conducting a site visit. If we need to set a specific date that the contractors are allowed to send a representative to visit the site, please let me know and we can work that out.

(a) Definitions. As used in this provision, “covered telecommunications equipment or services” and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain
Telecommunications and Video Surveillance Services or Equipment.
(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM)
(https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.
(c) Representations.
(1) The Offeror represents that it [ ___ ] does, [ ___ ] does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government intends to award a contract to the responsible quoter who (1) is the Lowest Price
Technically Acceptable quotation, (2) conforms to the solicitation, (3) proposes a price that is fair and reasonable, and (4) will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate quotations:
Factor 1 Price
Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.
Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

Factor 2 Technical Capability/Approach
The Government will evaluate the Quoter for acceptability of Technical Capability.
Minimum Requirements:
The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:
1) A quote is deemed acceptable for the Technical Capability factor if it meets all requirements as defined in the solicitation Performance Work Statement (PWS)/Statement of Work (SOW) and/or minimum specifications.
2) Technical Capability/Approach evaluations will result in one of the following ratings:

A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall.

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
(a) Definitions. As used in this provision --
"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
"Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
"Highest-level owner" means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
"Immediate owner" means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
"Inverted domestic corporation" means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
"Manufactured end product" means any end product in product and service codes (PSCs) 1000-9999, except--
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
"Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
"Predecessor" means an entity that is replaced by a successor and includes any predecessors of the predecessor.
"Reasonable inquiry" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain
Telecommunications and Video Surveillance Services or Equipment.
"Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
"Sensitive technology"--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act
(50 U.S.C. 1702(b)(3)).
"Service-disabled veteran-owned small business (SDVOSB) concern" means a small business concern—
(1)(i) Not less than 51 percent of which is owned and controlled by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; or
(2) A small business concern eligible under the SDVOSB Program in accordance with 13 CFR part 128 (see subpart
19.14).
(3) Service-disabled veteran, as used in this definition, means a veteran as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16), and who is registered in the Beneficiary
Identification and Records Locator Subsystem, or successor system that is maintained by the Department of
Veterans Affairs' Veterans Benefits Administration, as a service-disabled veteran.
"Service-disabled veteran-owned small business (SDVOSB) concern eligible under the SDVOSB Program" means an SDVOSB concern that--
(1) Effective January 1, 2024, is designated in the System for Award Management (SAM) as certified by the Small
Business Administration (SBA) in accordance with 13 CFR 128.300; or
(2) Has represented that it is an SDVOSB concern in SAM and submitted a complete application for certification to
SBA on or before December 31, 2023.
"Service-disabled veteran-owned small business (SDVOSB) Program" means a program that authorizes contracting officers to limit competition, including award on a sole-source basis, to SDVOSB concerns eligible under the
SDVOSB Program.
"Small business concern"--
(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.
(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.
"Small disadvantaged business concern, consistent with 13 CFR 124.1001", means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding the threshold at 13 CFR
124.104(c)(2) after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13 CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
"Subsidiary" means an entity in which more than 50 percent of the entity is owned--
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
"Successor" means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term "successor" does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
"Veteran-owned small business concern" means a small business concern--
(1) Not less than 51 percent of which is owned and controlled by one or more veterans (as defined at 38 U.S.C.
101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
"Women-owned small business concern" means a small business concern--
(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least
51 percent of the stock of which is owned by one or more women; and
(2) Whose management and daily business operations are controlled by one or more women.
