12.0 CLIN 0013: Data Requirements (NSP)
The data to be furnished hereunder shall be prepared in accordance with the Contract Data Requirements List, DD Form 1423, Exhibit A, as attached hereto.
13.0 GENERAL REQUIREMENTS
13.1 Security
The work requires access to classified documents and industrial work areas. The Contractor shall comply with the regulations and requirements of the attached DD Form 254 (Attachment 1). Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination unless it has been approved by the appropriate US Government authority, as specified in the attached DD Form 254. The contractor shall include these requirements in all subcontracts awarded under this contract.
13.2 Biannual Reviews and Kick-off Meeting
The contractor shall host a kick-off meeting within the first two (2) months after contract award. Thereafter, the Contractor shall convene biannual progress reviews. These reviews shall be held at the Contractor’s facility, or a Subcontractor’s facility, as deemed appropriate by the Government. The purpose of these reviews is for the Government to monitor contract status. At a minimum, the following shall be addressed at each biannual review:
Tour of the work in progress, manufacturing status, configuration control/quality assurance, waivers and/or deviations, adherence to contract delivery schedule, material market conditions, action items, and any other information which may impact contract performance or delivery. The Contractor shall prepare a Conference Agenda, CDRL A005 and Conference Minutes, CDRL A006 for the biannual reviews.
13.3 Earned Value Management (EVM) Requirements
13.3.1 Contract Work Breakdown Structure (CWBS)
The contractor shall develop and maintain a CWBS and CWBS dictionary in accordance with CDRL A007. The contractor shall extend the CWBS down to the appropriate level required to provide adequate internal management, surveillance, and performance measurement, regardless of the reporting level stipulated in the contract for government visibility, including material (piece-part) procurement. The contractor shall use the CWBS as the primary framework for contract planning, budgeting, and reporting of the cost, schedule, and technical performance status to the government, and all EVM schedule and cost data shall utilize the lowest practicable CWBS level practicable.
13.3.2 Integrated Program Management Report (IPMR)
The contractor shall report Earned Value Management (EVM) data via the Contract Funds Status Report (CFSR) (CDRL A008), weekly status report (CDRL A009), and Project Planning Chart (IMS) (CDRL A010). All reporting corresponds to applicable Contract WBS elements, as identified in CDRL A009.
13.3.3 Application to Subcontractors. All EVM requirements apply to subcontracts exceeding $50M in then-year dollars. For subcontracts valued at or greater than $20M but less than $50M, the above requirements apply; however the government will not formally accept the contractor’s management system. EVMS flow down to subcontracts of less than $20M in then-year dollars or Firm Fixed Price (FFP) subcontracts that exceed 12 months duration is a risk-based decision and will be as mutually agreed between the contractor and the government.
13.3.4 Weekly Status Reports & Project Planning Chart
The Contractor shall submit weekly progress/status reports in accordance with CDRL A009. The report shall clearly demonstrate progress against the schedule developed in the Manufacturing Plan submitted under CDRL A003. The Contractor will attach a Project Planning Chart (CDRL A010) and CFSR (CDRL A008) to each weekly status report to provide additional detail into the manufacturing status of each assembly in process. Both the weekly progress report and project planning chart shall reflect work to the lowest WBS level identified in CDRL A007.
13.3.5 Integrated Baseline Review (IBR)
The government shall conduct an IBR focusing on the realism of the contractor’s integrated Performance Measurement Baseline (PMB) and the appropriateness of the Earned Value methodology to be employed under the contract within the first six months after award of this contract. The contractor shall provide all support necessary for the government to conduct the IBR, including all requisite data (cost, schedule and technical performance) and personnel. The IBR will be scheduled by the Contracting Officer or Contracting Officer Representative within 30 days of contract award.
13.5 Serial Numbers
Major subassemblies and components will be assigned serial numbers by NAVSEA. These serial numbers will be provided to the Contractor in writing and shall be used by the Contractor in applicable procurement and manufacturing efforts.
13.6 Requests for Variance
Requests for variance (waivers and/or deviations) shall be submitted in accordance with VIRGINIA Class Configuration Control System (VACCS) (CDRL A011), as needed throughout performance of this contract.
13.7 Submittal of Data Previously Approved
The contractor may submit data previously approved under prior contracts to satisfy technical requirements of this contract where applicable in accordance with CDRL A0012.
